PUBLIC COMMENTS
Jonathan Conk, Vice President of Project Dimensions, commented on issues
related to the provision of sewer service to the Lakeview Senior Living
development project. He requested the Board consider allowing the City of
Placentia to provide sewer service to the project by way of a cooperative
agreement with the District. He also requested that if this was not possible, the
Board authorize District staff to meet with him to discuss the matter.
CLOSED SESSION
The Board entered Closed Session at 5:38 p.m. All Directors were present.
Also present was General Manager Marcantonio, Assistant General
Manager Barbre, Operations Manager DeCriscio, and General Counsel Gagen.

Operations Manager DeCriscio left the Closed Session following discussion of
Item No. 4.1.
4.2. Public Employment
Pursuant to Section 54957 of the California Government Code
Title: General Manager
General Manager Marcantonio and Assistant General Manager Barbre left the
Closed Session at 5:53 p.m.
The Board reconvened in Open Session at 6:27 p.m. General Counsel Gagen
stated that the Board had not taken any reportable action during Closed Session.
President Hawkins announced that the District would be providing a presentation
during the next YLWD/City of Placentia Joint Agency Committee Meeting on
January 15, 2020 regarding a financial obligation owed to the District. The
presentation will include a discussion regarding the provision of sewer service to
the Lakeview Senior Living development project.
