HomeMy WebLinkAbout1978-03-01 - Board of Directors Meeting Minutes1387 March 1, 1978 The adjourned meeting of the Board of Directors was called to order by President Knauft at 7:30 p.m. in the offices of the District on Plumosa Drive March 1, 1978. Directors present and answering the roll: Roy Knauft, Howard Lindow, Fred Clodt, Art Korn and Merwin Wagner. Also present Ralph Shook general manager, Jean Mathews secretary, Chuck Hobbs consultant, Bob Seamans and DuWayne Lidke from James Montgomery Art Kidman and Rodger Howell attorneys, Richard Davalos project manager and Bob A. Ryan attorney from Alex Bowie's office. Ralph Shook reported on the MWDOC Conservation Summary that he had turned in for February showing a saving of $7917.10 over the regular M.W.D. prices for water purchased. Discussion regarding office space in the lower level. Suggested that the building committee be reactivated. Mr. Knauft suggested that Fred Clodt serve with him as they had before when the build- ing was planned and built six years ago. Mr. Shook said that P.D. Royere would get the sepia's from Bob Jones so that copies could be made for the staff to do some planning on, as a first step in the expansion plans. Rodger Howell reported: The Stewart matter- Rodger had talked to Mr. Queen the attorney for the Stewarts, escrow has not closed but the District will be protected. The Agnello matter, gathering material and a settlement value will be arrived at in the very near future, to present to the Board for their action. No letter yet from O'Melveny and Myers regarding the bond counsel. Hatch matter waiting for the District to draw up a proposal. DuWayne Lidke gave a report on the plan of works and cost estimates preliminary figures show the 28 million escalating to 43 3/4 million by 1990. Discussion regarding the timing, the escalating costs and the pro- bability that there may be a slow down in building. DuWayne had several graphs, maps and displays showing year of development, areas etc. Richard Davalos gave a report on the annexation in progress 78-1 and 78-2. Hearing at LAFCO set for March 22, showing where the annexations are and the projected tax rate. Richard reported that the Getty Oil Company consent to annexation had been received today. Long's property, Brandon and Amos Travis and Kate Travis properties yet to be received. The tax rate as projected : 1979-80 1.827, 81-82 .999, 82-83 1.4, 83-84 .958, 84-85 1.119, 85-86 1.0007, 86-87 1.314, 87-88 1.505, 88-89 , 89-90 1.719, 91-92 1.719. Mr. Davalos also said there would probably be a meeting with the voters in that area. 1388 March 1, 1978(continued) President Knauft declared a five minute break at 9:00 p.m. Meeting reconvened at 9:05 p.m. All directors were present. Moved by Director C1odt seconded by Director Lindow to adjourn to executive session regarding annexation terms and conditions. Meeting reconvened at 11:06 p.m. with all directors present and Mr. Howell and Mr. Shook. Moved by Director Wagner seconded by Director Korn authorizing attendance of Director Lindow to AWWA Convention at Atlantic City at District expense, motion carried unanimously.
