The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Knauft at
2:05 p.m. Directors present and answering the roll call: Roy
Knauft, Fred Clodt, Art Korn and Merwin Wagner. Director Howard
Lindow absent. Also present Ralph Shook general manger, Jean
Mathews secretary, Richard Davalos project manager, DuWayne
Lidke and Bob Seamans from James Montgomery, Chuck Hobbs con-
sultant, Ed Hyland and Ray Fors from Stone and Youngberg, Alex
Bowie and Bob Ryan, Ernie Bryant, Amos Travis, Oliver Cagle, John
White, Tom Marchese , John Spiak, Rodger Howell and Art Kidman from
Rutan and Tucker.
Attorney Art Kidman explained the maps and the areas annexed and
areas to be annexed and the reasons for Resolution No. 78-10.
He then read the resolution Proposing Terms and Conditions for
Annexation 78-1. Moved by Director Clodt seconded by Director
Korn to adopt Resolution No. 78-10 entitled RESOLUTION OF THE
BOARD OF DIRECTORS OF YORBA LINDA COUNTY WATER DISTRICT PROPOSING
TERMS AND CONDITIONS FOR ANNEXATION 78-1 TO THE YORBA LINDA COUNTY
WATER DISTRICT. Roll Call vote: Ayes, Directors Knauft, Clodt,
Wagner and Korn. Noes, none. Absent, Director Lindow. Abstain,
none. Passed and adopted this 14th day of March 1978.
Mr. Kidman explained the need to withdraw annexation 78-2. Dis-
cussion. Moved by Director Wagner seconded by Director Clodt
to adopt RESOLUTION NO. 78-11 entitled: RESOLUTION OF THE BOARD
OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT REQUESTING
WITHDRAWAL OF ANNEXATION 78-2 FROM CONSIDERATION BY LOCAL AGENCY
FORMATION COMMISSION. Roll call vote Ayes: Directors Knauft,
Wagner, Clodt and Korn. Noes, none. Absent, Director Lindow,
Abstain, none. Passed and adopted this 14th day of March 1978.
Mr. Kidman explained that even though the consent and request
for annexation had been received from the Long property and
Getty Oil Company property they were not included in Annexation
78-1 and it was now necessary to adopt the resolution to start
proceedings for annexation. Moved by Director Clodt seconded by
Director Wagner to adopt RESOLUTION NO. 78-12 entitled:RESOLUTION
OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DIST-
RICT PURSUANT TO GOVERNMENT CODE # 56195. Roll call vote, Ayes:
Director Knauft, Clodt, Wagner and Korn. Noes, none. Absent,
Director Lindow, Abstain none. Passed and adopted this 14th day
of March, 1978.
Mr. Kidman explained that Annexations 78-3 and 78-4 had been
submitted by the landowner with no terms or condiditons, the
District must now adopt a resolution regarding terms and con-
ditions. Moved by Director Wagner seconded by Director Korn to
adopt RESOLUTION NO. 78-13 entitled: RESOLUTION OF THE BOARD OF
DIRECTORS OF YORBA LINDA COUNTY WATER DISTRICT RESPECTING TERMS
AND CONDITIONS FOR ANNEXATIONS 78-3 and 78-4 TO THE YORBA LINDA
COUNTY WATER DISTRICT. Roll call vote: Ayes, Directors Knauft,
Clodt, Wagner and Korn. Noes, none. Absent, Director Lindow.
Abstain none. Passed and adopted this 14th day of March 1978.

Mr. Knauft gave a short talk regarding the service to the East,
the District's hopes and plans for the area and then asked if
anyone had any questions or comments.
Mr. Knauft asked for a motion to go into executive session.
Moved by Director Clodt seconded by Director Korn to adjourn
to an executive session, motion carried.
Executive session closed.
Moved by Director Wagner seconded by Director Clodt to adjourn
to Wednesday March 22, 1978 at 8:30 a.m.
