HomeMy WebLinkAbout1977-05-13 - Board of Directors Meeting Minutes1308 May 13, 1977 { The adjourned regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Clodt at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the roll call: Fred Clodt, Merwin Wagner, Roy Knauft, Howard Lindow and Art Korn. Also present general manager Ralph Shook, secretary Jean Mathews, engineer Dan Haggerty of James Montgomery and P_D. Royere assistant general manager. Moved by Director Lindow seconded by Director Knauft to approve as mailed the minutes for May 5, 1977, motion carried unanimously. Joint Powers agreement discussion on the draft of May 6 and May 9 and the letter received from Mr. Simonian regarding his ideas on the agreement. Decision to respond with a letter to Mr. Simonian's questions. Ralph Shook reported on letter from LAFCO dated May.;9th indicating annexation 76-2 was now complete. Roy Knauft reported on the planning commission meeting May 11, 1977. General manager Ralph Shook announced that the Colorado River Water Users Association meeting was scheduled for December 13--16, 1977 at Las Vegas. Job 999 water and sewer for Solesbee on 1 1/3 acres west of Ohio and Borth of Yorba Linda Blvd. Sewer charges $2763.00, water charges $840.00. Moved by Director Korn seconded by Director Knauft carried unanimously to approve staff recommendations for Job 999. Job 1000 sewer and water in the Carlton Tract for Darrel Dalton, sewer charges $5830.00 and water charges $12,701.25. Moved by Director Korn seconded by Director Wagner carried unanimously to approve staff recommendations for Job 1000. Job 1001 water only for a lot on Mickel Lane, charges $3781.46, moved by Director Korn seconded by Director Knauft to approve staff recom- mendations for Job 1001. Job 1002 for water and sewer 1.6 acres for 8 lots for Gilbert et al. Water charges $5950.00 and sewer charges $2131.65. Moved by Director Knauft seconded by Director Lindow to approve staff recommendations for Job 1002 for water and sewer. Job S 6-1501 for Swallow at 2nd and Marda Street. 1/3 acre for sewer only. Moved by Director Wagner seconded by Director Knauft to approve staff recommendations. Moved by Director Wagner seconded by Director Knauft to approve for payment the audited bills and refunds in the amount of $28,212.60 on checks 3871 through 3970. Motion carried unanimously. 1309 May 13, 1977 (continued) Moved by Director Knauft seconded by Director Korn and unanimously carried, all directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Art Korn left the meeting at 9:30 a.m. Discussion regarding water rates and the most equitable way to raise the rates. Ralph Shook read a letter from Shell Oil Company regarding water conservation. They are going to comply in every way they can to keep the usage down. President Clodt declared a recess at 10:10 a.m. Meeting reconvened at 10:20 a.m. with Directors Clodt, Knauft, Lindow and Wagner present.
