HomeMy WebLinkAbout1976-04-22 - Board of Directors Meeting Minutes1222 April 22, 1976 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Clodt at 8:30 a.m. in the offices of the District on Plumosa drive 4/22/76. Directors present and answering the roll: Fred Clodt, Merwin Wagner, Howard Lindow, M. Roy Knauft and Art Korn. Also present, general manager Ralph Shook, secretary Jean Mathews, engineer DuWayne Lidke, operations manager P.D. Royere and attorney H. Rodger Howell. Moved by Director Lindow seconded by Director Wagner to approve as mailed the minutes for April 8, 1976. Motion carried unanimously. Howard Lindow reported on the city council meetings for April 12 and April 19. Art Korn reported on the planning commission meetings for April 14 and April 21. Moved by Director Korn seconded by Director Lindow to approve for payment the audited bills and rate deposits in the amount of $132,739.06 on checks # 972 through 1037. Moved by Director Lindow seconded by Director Korn unanimously carried all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. General manager brought a proposal before the board which would give the District an advertising message on a plastic telephone book cover at no charge to the district if the district could be a place to dispense the covers. Discussion. Moved by Director Korn seconded by Director Lindow that the Board approve the general managers recommendation as long as it was of general community interest, non political and was a community service giving general information to new customers and provided the cover and coupons were packaged in easy to hand out envelope at no cost to the District. Motion carried unanimously. Ralph Shook reported on the April 21 meeting at OCWD pump tax set at $25.00 an acre foot. Water equity tax at $23.00 an acre foot. Two other items of interest, a request of the employees to drop out of social security and an action to drop out of the Orange County Water Management Agency. The MWD shutdown on May 12-15 will not be a problem all arrangements have been made and all users notified. General Manager also reported on the progress in plant maintenance. The two detachments and one annexation at the LAFCO hearing on April 14, 1976 were all approved. Richard Davalos came into the meeting with the following jobs; S 23-1640 at 18901 Vista Real for Mr. Williams, fees for single service sewer are $225.00. Moved by Director Wagner seconded by 1223 1223 April 22, 1976(continued) Director Lindow ` n/Ito approve staff recommendations. Motion carried unanimously. Job 924 sewer and water for Tract 9116, 26 lots on 9.2 acres. Water fees $18,657.50 and sewer fees $11,287.00 moved by Director Lindow seconded by Director Wagner to approve staff recommendations carried unanimously. Job 929 Gordon Builders one. half acre on Avocado - water service only total fees $760.00. Moved by Director Lindow seconded by Director Wagner carried unanimously to approve staff recommendations. Richard Davalos made a report on the sewer easements for Carlton tract. No signatures yet but two probably will grant the easement and the third will at a later date. City assignments for May 3, Howard Lindow, May 17 Fred Clodt, Planning Commission May 12 Roy Knauft and May 26 Art Korn. Roy Knauft left the meeting at 10:15 a.m. Attorney Howell said that AB 2961 that there was duplication of expense in putting out a five year budget and he felt that it would be well to write legislators regarding same. Moved by Director Korn seconded by Director Lindow carried unanimously to instruct staff to write regarding AB 2961.
