The YLWD/City Council Joint Advisory Committee approved the minutes of the March 1, 2021, meeting. YLWD/CC Joint Advisory Committee Minutes June 7, 2021 Page 2 of 4 7.DISCUSSION ITEMS 7.1 Status of Per- and Polyfluoroalkyl Substances (PFAS) Water Treatment Plant Engineering Manager Rosanne Weston provided an update on the PFAS Water Treatment Plant, gave a description of the site, land perimeter and wall construction and said the project is expected to be substantially complete in mid- October and final completion is anticipated by mid-December. Councilwoman Beth Haney inquired about the cost of the plant, the impact on rates and how the District is notifying the public. Ms. Weston responded that the cost of the plant is close to $20,000,000 of which the construction cost portion will be paid by Orange County Water District. General Manager Brett Barbre said the impact to rates, primarily on the operations and maintenance side is currently unknown but anticipates it might be close to a year until the actual cost is known. Mr. Barbre said the District has been very robust and transparent, sending out 28,000 notices on the rate increase, it’s been posted on social media, enclosed in water bills, and on their website. Public Affairs Manager Alison Martin added that besides posting on social media and direct mail notices, staff has been offering presentations to various groups and agencies, including at the Yorba Linda City Council meeting, and a courtesy town hall meeting was held where live questions were answered via Facebook and YouTube. Upon inquiry from John Koeller, resident, Ms. Weston responded that the facility is for the exclusive use of the Yorba Linda Water District. 7.2 Acquisition of Real Property and Easements Adjacent to YLWD Little Canyon Reservoir and Timber Ridge Booster Pump Station Councilman Gene Hernandez stated that he would be recusing himself from participating on this item for a potential conflict of interest due to the location of his property. General Manager Brett Barbre described the location of the Little Canyon Reservoir and Timber Ridge Booster Pump station and explained that the District is hoping to double the size of the Little Canyon Reservoir after making the necessary property acquisitions. The District is also doing a complete rebuild of Timber Ridge Booster Pump Station due to changes and increase in fire flow requirements and are still in negotiations with the property owner. Josh Schroeder, resident, representing the Preserve Yorba Linda Hills group in opposition to development of the open space area, expressed his concerns about tying repairs and improvements of Water District facilities to the controversial rezoning and destruction of open space. Mr. Schroeder said the projects should be kept separately. YLWD/CC Joint Advisory Committee Minutes June 7, 2021 Page 3 of 4 Councilwoman Haney asked about the background of the project. General Manager Barbre replied that Timber Ridge Booster Pump Station is 10 years past its life span, most of the District’s facilities need to be reevaluated as they prepare for the future, and the Little Canyon Reservoir expansion requires purchase of private property. Assistant General Manager Doug Davert explained that the District is still in active negotiations and hopes to enter into a cooperative agreement with the property owner. Community Development Director David Brantley clarified that the maintenance expansion of the reservoir is not linked to the property owner’s entitlement application. They are separate issues and whether or not Mr. Hoff were processing a tentative map and a zone change to build a house on this property, it would not affect the Water District’s ability to separately and independently negotiate with the property owner for acquisition of the property. 7.3 Connecting Customers with Septic Tanks to District’s Wastewater Collection System Assistant General Manager Davert provided a PowerPoint presentation on the septic systems conversions and updated the Committee on the existing sanitary sewer system, the total remaining septic systems in the service area, the remaining septic parcels, and went over the possible solutions, facts and outlined the options for conversion from septic to sewer. John Koeller, resident, thanked the District for the presentation and mentioned that he owns one of the five homes that will be connecting to YLWD’s sewer in the near future. 7.4 Status of Housing Developments (Proposed and In-Progress) City Manager Mark Pulone provided an update on the different developments in the City including the Altrudy development on Lakeview Avenue near the new Library which includes 40 units of senior apartments, the ETCO senior project with 177 units, and the Cielo Vista development which includes 75 homes. He briefly spoke about the 6th Cycle Regional Housing Needs Assessment (RHNA), the City’s allocation of 2,415 units, and the probability of a Measure B vote to approve rezoning of those properties once they are identified. Director Tom Lindsey asked if the process was still open for any property owner interested in rezoning their property. City Manager Pulone responded that the City has been proactive in identifying potential sites in the RHNA process and said that any interested property owner should contact David Brantley or Nate Farnsworth in the Community Development Department. YLWD/CC Joint Advisory Committee Minutes June 7, 2021 Page 4 of 4 7.5 Coronavirus Mitigation Efforts, Vaccine Distribution, and Reopening of Community Facilities Mr. Barbre said that their headquarters will open on the 14th with mask requirements and social distancing. Mr. Pulone stated that City Hall is now open but still encouraging appointments and requiring masks of public and staff. He said that after the Council Chamber remodel is complete, he hoped to start in-public council meetings once again and mentioned that community events were also opening up including the 4th of July event. Director Phil Hawkins asked about the July 4th event and Mr. Pulone responded that the City is having its traditional event at Veterans Park with food, music and fireworks. 7.6 Pending and Recently Chaptered Water Related Legislation None 7.7 Statewide Drought Conditions Mr. Barbre said that because of smart regional planning, including the community and rate payer’s efforts, he feels confident that the Water District has the ability to provide water service to the community. 7.8 Future Meeting Date and Agenda Items The Committee agreed to meet again on Monday, September 13, 2021 at 4:00 p.m. 8.ADJOURNMENT 8.1 Director Phil Hawkins adjourned the meeting at 5:03 p.m. to the next Yorba Linda Water District/City of Yorba Linda Joint Agency Committee meeting on September 13, 2021 at 4:00 p.m.
