HomeMy WebLinkAbout1975-02-27 - Board of Directors Meeting Minutes1128 February 27, 1975 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by Vice President Clodt at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the roll call: Clodt, Lindow, Knauft and Wagner. Director Hastings absent. Also present Ralph Shook general manager, Jean Mathews secretary, Rodger Howell attorney, DuWayne Lidke engineer and P.D. Royere operations manager. Discussion regarding change of meeting date, no decision to adopt new ordinance at this time, but will continue to have regular meetings 2nd and 4th Thursday and if there is a conflict to adjourn to a more compatible time. Correspondence from Orange County Water Association suggesting that all water agencies join in a salary review and job des- cription survey by an independent agency at a cost to each agency of $2200.00. Discussion board of directors felt that this district indicate an interest but a more equitable distribution of cost should be resolved. Further investigation warrented. This to be conveyed in a letter from the general manager. Letter from ACWA dated 2/18/75 acknowledging district's $200. check for special district study. Letter from Senator Jesse Helms dated 2/13/75, received and filed. Right of Way easement to So. Ca. Gas Co. on Well No. 14 property approved by attorney as to form. Moved by Director Lindow seconded by Director Knauft carried unanimously to approve the right of way easement and the execution of same. Retirement committee met on February 14 and February 26. North- west National proposes to present a plan the same as or equal to the PERS plan. Committe advised Board to wait before adopting the Resolution of Intention. Continued to next meeting. Director Lindow reported on the City Council meeting February 18, 1975. Director Clodt reported on the Planning commission meeting February 24, 1975 DuWayne Lidke reported on the General Study. Meeting with MWD's John Lawton who thought the project was a very good idea and would be needed. He also had a letter from John Lawton stating same, however MWD does not feel that it is their project. Mr. Lidke had also met with Stan Kowa general manager of Pomona Water District. General feeling is that if there were requests from Orange and San Diego counties for treated water in the Yorba Linda Feeder that this could be accomplished. All of the treat- ment plants are operating at about 1/3 capacity. 1129 February 27, 1975 (continued) Rodger Howell reported on the Luek Development agreement. Some negotiations are going on and it will be resolved, just a matter of waiting. Moved by Director Knauft seconded by Director Lindow to approve for payment the audited bills and rate deposits in the amount of $98,879.15 on checks # 27388 through 27436. Moved by Director Lindow seconded by Director Knauft unanimously carried all directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. City assignments, city council March 3 and 17th Howard Lindow. PlanniF~g commission March 20 Fred Clodt and March 24 Roy Knauft. Ralph Shook asked Rodger Howell to check on an attorney's costs yet pending on the Leventhal case so that sewer refunds can be made after these costs are deducted. General manager also asked Rodger to get the District a current water code. These are out of print and must be purchased through a book supply service. Rodger to have librarian contact District if a copy can be located. Letter read from Mrs. Wakefield on Collins Lane with regard to sewer fees owed because of Don Matson connection to the sewer line. Received and filed. Mr. Matson has been given until March 10th to make a decision on the payment of the required fees. California Special District Association meeting on February 28 at 10:00 a.m. regarding a chapter for Orange County. General Manager announced the following conferences: The AWWA conference in April 10 and 11 in Monterey. ACWA May 6-9 at Sacramento. Moved by Director Knauft seconded by Director Lindow carried un- animously to approve attendance of Directors and General Manager and staff as designated by general manager at district expense at the AWWA and ACWA conferences in April and May. General Manager announced there would be a meeting of the Orange County Water Management Association at 3:30 p.m. today, Feb. 27, 1975. Mr. Shook reported on the Enviornmental Impact report on the Dominguez Ranch. District is named as the water and sewer agency. Any report back should be by March 18, 1975, no answer needed. General Manager reported that District billing has gone on a new computer system, which will include new features and be faster and more efficient. District has purchased an Olds engine as a spare, # 11 gear is on order. Short discussion regarding health insurance and the including of the Directors. To be discussed at next meeting March 6.
