HomeMy WebLinkAbout1975-07-10 - Board of Directors Meeting Minutes1161 July 10, 1975 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Clodt at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the roll: Clodt, Wagner, Knauft, Lindow and Korn. Also present, general manager Ralph Shook, secretary Jean Mathews, engineer DuWayne Lidke, operations manager P.D. Royere and attorney H. Rodger Howell. Moved by Director Lindow seconded by Director Knauft carried unanimously to approve the minutes for June 26 as mailed. Mr. Shook read a letter from the Orange County Flood Control District dated June 26 regarding sewer right of way, Yorba Linda Reservoir. Moved by Director Korn seconded by Director Knauft carried unanimously to acknowledge receipt of letter and respond with a letter stating that sewer service is available according to the rules and regulations of the district at the time of the application for service. July 2, 1975 letter from MWDOC with resolution for Better Water for People Week. Discussion, moved by Director Knauft seconded by Director Lindow carried unanimously to adopt RESOLUTION NO. 75-9 RESOLUTION OF THE YORBA LINDA COUNTY WATER DISTRICT BOARD OF DIRECTORS ENTITLED "BETTER WATER FOR PEOPLE WEEK IN THE YORBA LINDA COUNTY WATER DISTRICT". Adopted this 10th day of July, 1975 by the following called vote: Ayes: Clodt, Wagner, Knauft, Lindow and Korn. Noes: none. Absent: none. Harlon Mahon of Sequoia Insurance Agency came into the meeting to answer questions and explain the various parts of the insurance bid he had submitted on June 24, Sequoia's bid being the low bid of the three submitted. Discussion, moved by Director Wagner seconded by Director Knauft carried unanimously to accept the proposal of Sequoia Insurance Agency on a three (3) year basis for Multiperil coverage with $100 deductible, single limit liability with One million limit, $75,000 crime bond and Two Million umbrella liability coverage for the premium of $19,000 per year. General Manager was instructed to contact ACWA and request that the insurance committee review the possibility of pooling our insurance or setting up a program of self insurance for all the water districts in the State. General Manager announced CSDA Annual conference in San Francisco September 24-26 and the CSDA request for conference sponsering. Moved by Director Knauft seconded by Director Lindow carried un- animously to approve the $25 minimum conference sponsership. 1162 July 10, 1975 (continued) Moved by Director Knauft seconded by Director Lindow carried un- animously to authorize directors and officers to attend at District expense the CSDA Annual Conference at San Francisco in September. Special District Management seminar at Pacific Grove from August 3 - 7. Moved by Director Lindow seconded by Director Knauft approving attendance of officers or directors at District expense if they so desire. RESOLUTION NO. 75-10 entitled RESOLUTION OF THE YORBA LINDA COUNTY WATER DISTRICT CONCERNING SPECIAL ASSESSMENT FOR SEWER MAINTENANCE Moved by Director Knauft seconded by Director Lindow to approve Resolution No. 75-10, adopted this 10th day of July, 1975 by the following called vote: Ayes, Clodt, Wagner, Knauft, Lindow and Korn. Noes, none. Absent, none. Discussion regarding the Carlton townsite rule. Moved by Director Knauft seconded by Director Wagner to adopt RESOUTION NO. 75-11 entitled: RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT AMENDING THE RULES AND REGULATIONS re: 3.1-C-lA: Deletion of Special Service Fee for Carlton Townsite. Adopted this 10th day of July, 1975 by the following called vote: Ayes, Clodt, Wagner, Knauft, Lindow and Korn. Noes; none . Absent, none. Art Korn reported on the June 11th meeting of the Planning commission. Howard Lindow reported on the July 7th meeting of the city council. Richard Davalos came into the meeting with the new jobs. Sewer connection S 30-108 at 5771 Mt. View for John Koska total amount $178.20. Moved by Director Knauft seconded by Director Korn carried unanimously to approve staff recommendations. Job 863 for water and sewer for George Shiebe, exhibits and applic- ation reviewed, water costs $518.13 and sewer $497.35. Moved by Director Lindow seconded by Director Korn to approve Job 863 for sewer and water as presented by the staff. Motion carried unanimously. Job 862 for water and sewer, P. Aguilera on Lakeview. Exhibits and application reviewed. Moved by Director Lindow seconded by Director Knauft to approve staff recommendations for water in the amount of $2024.38 and sewer for $512.63 motion carried unanimously. Moved by Director Knauft seconded by Director Wagner carried un- animously to approve for payment the audited bills in the amount of $68,707.39 on checks 28205 through 28363. Moved by Director Wagner seconded by Director Korn and unanimously carried all directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. July 10, 1975 (continued) 1163 Mr. Shook reported that there were three pumps operating at Plant # 2., and that we had pumped 10.1 million gallons on Sunday. No. 11 ready to pour the foundation this next week. He also re- ported on the LAFCO meeting on July 9th, City of Yorba Linda Annexation 75-3 deferred to July 23rd. The annexation No. 75-01 City of Placentia had no opposition. Rodger Howell reported that three directors would be running in the November election. Discussion, moved by Director Wagner, seconded by Director Lindow stating that District will not pay the cost of candidate statement, consistent with the District policy in the past. Motion carried unanimously. Discussion regarding the acreage figure for property east of District boundaries. Moved by Director Lindow seconded by Director Knauft approving the ratification of the waiving of acreage service fees for water for acres already negotiated east of boundary but all acreage from this date forward will be $2100/acre. Motion carried unanimously. LAFCO hearing on July 23 discussed. Agreed that all owners east of Yorba Linda County Water District boundaries should have letters inviting them to a meeting,after the hearing,with the District and also notifying them of the hearing on the 23rd. Robert Dowling arrived at 11:20 a.m. Recess for lunch, moved by Director Knauft seconded by Director Korn that the meeting recess for lunch, motion carried unanimously.
