HomeMy WebLinkAbout1975-10-23 - Board of Directors Meeting Minutes1183 October 23, 1975 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Clodt at 8:30 a.m. in the offices of the District. Directors present and answering the roll call: Fred Clodt, Merwin Wagner, Roy Knauft, Howard Lindow and Art Korn. Also present, Ralph Shook general manager, Jean Mathews secretary, P.D. Royere operations manager and DuWayne Lidke engineer with James Montgomery. Moved by Director Knauft seconded by Director Korn and carried un- animously to approve as mailed the minutes for October 9, 1975. Letter from the Yorba Linda Chamber of Commerce announcing a general meeting of all chambers for Wednesday November 19th at 7:30 p.m. in the multi purpose room at the library. LAFCO - Placentia Library District zone of influence hearing on November 26, 1975. Received and filed. Orange County Solid Waste Forum at Disneyland Hotel on November 6, received and filed. Letter for legislative contacts from ACWA. Copies given the board members for them to fill out and return. A copy of the Rules and Regulations Implementing Relocation Assist- ance Law was also sent out by ACWA, who had given credit to Rutan and Tucker for the material. Rodger said he would send the District copies for the Board to review. Tabled until next meeting. Art Korn reported on the Planning Commission meeting 10/15/75. Fred Clodt reported on the dedication of the Yorba Linda Womens Clubhouse to the City on October 11, 1975. Rodger Howell reported that he had talked with the city attorney on the sewer lateral on Sweetwater Place and he felt some compromise could be arrived at. Mr. Howell also reported that Vetern's Day would be all right on November 11 this year. Ralph Shook reported that No. 7 was now pumping and No. 11 well is out of service for the installation of a gas engine and repairs to the pump and should be back in service in about a month. Orange County Water Association Christmas Party on December 19. Moved by Director Knauft seconded by Director Korn to authorize general manager and staff as designated by him to attend at district expense. 1184 October 23, 1975 (continued) Mr. Shook also announced that he had been at a meeting of the nominating committee for the county section of California Special Districts and any help on finding people to serve would be appreciated. President Clodt declared a recess at 9:45 a.m. Reconvene at 9:55 a.m. Richard Davalos came into the meeting and explained the acquisition of easements for S 855. Discussion Suggested that perhaps the next step would be for a Director and staff member to call on the parties involved and see if this would be an influence on their decision to grant an easement. Moved by Director Wagner seconded by Director Knauft to approve staff recommendations , motion carried unanimously. Job 886 sewer and water for Country Garden Nursery 3922 Rose Drive. Change of service to commercial nursery from irrigation. Water fees $249.39, sewer fees $1526.42. Moved by Director Wagner seconded by Director Knauft carried unanimously to approve staff recommendations for sewer and water Job 886. gb Job sewer and water for Standard Pacific on 5.8 acres on Rose Drive Tract 8974. Water fees $9840.00 sewer fees 3734.00. Moved by Director Knauft seconded by Director Wagner carried unanimously to approve staff recommendations. Job 888 water and sewer for Elliot Ratner on Ohio. Water fees $3341.00, sewer fees $1446.00 with refund under Resolution No. 100. Moved by Director Korn seconded by Director Lindow carried unanimously to approve staff recommendations. Job 889 water and sewer on Mt. View east of Ohio on three lots. Coastal Development 1.8 acres. Water service fees $3,765.00 and sewer fees $3,270.60. Moved by Director Korn seconded by Director Knauft carried unanimously to approve staff recommendations for both water and sewer. Job 647 B water and sewer for Fred Kingon - 3 lots. Water service fees $3789.38 sewer charges $1141.35. Moved by Director Knauft seconded by Director Lindow to approve staff recommendations as presented, motion carried unanimously. Moved by Director Knauft seconded by Director Lindow to approve the audited bills and refunds in the amount of $72,698.82 for payment on checks 29103 through 29153, motion carried unanimously. 1185 October 23, 1975 (continued) Moved by Director Wagner seconded by Director Lindow carried un- animously all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Assignments for city meetings: city council Nov. 3 Fred Clodt, Nov. 17 Howard Lindow. Planning commission November 12 Roy Knauft and November 26 Art Korn. P.D. Royere and DuWayne Lidke reported on the MWDOC board meeting. General Manager asked if anyone had any question regarding the Auditors report for the fiscal year ending June 30, 1975. Moved by Director Lindow seconded by Director Knauft carried unanimously to receive and file the auditors report. Meeting adjourned at 11:40 a.m. on a motion made by Director Wagner seconded by Director Knauft, motion carried unanimously. Mathews Secretary
