HomeMy WebLinkAbout1973-03-08 - Board of Directors Meeting Minutes977 March 8, 1973 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. in the offices of the District at 4622 Plumosa Dr. Directors present and answering the roll: McGuire, Hastings, Clodt and Wagner. Absent: Director Knauft. Also present:DuWayne Lidke, engineer with James Montgomery, H. Rodger Howell of Rutan and Tucker,SamPeterson Keith and Associates, Jean Mathews Secretary, Ralph Shook General Manager and Pete Royere Water Superintendent. Moved by Director Wagner seconded by Director Hastings to approve as-.-mailed the minutes from the February 22 board meeting, motion carried unanimously. General Manager announced the Western States Corrosion Seminar for May4through the 3rd of 1973., at Cal State Poly University at Kellogg West. Discussion - moved by Director Hastings seconded by Director C1od.t carried unanimously to authorize the General Manager to send employees at District expense that he feels will benefit from the course. Fred Clodt reported on February 26, 1973 planning commission meeting. Rex Hastings reported on the March 5, 1973 city council meeting. Bids for Job S -708 Assessment District 72-3 were reviewed. Sam Peterson reported that: Beecher Construction Company with a bid of $12,973 were the lowest responsible bidder. Moved by Director Wagner seconded by Director Hastings that Resolution No. 73-12 be adopted entitled: RESOLUTION OF THE BOARD OF DIRECTORS OF YORBA LINDA COUNTY WATER DISTRICT, ORANGE COUNTY, CALIFORNIA, AWARDING CONTRACT FOR WORK ON IMPROVEMENTS ORDERED BY RESOLUTION NO. 256 OF SAID BOARD OF DIRECTORS Assessment District No. 72-3. Roll call vote: Ayes McGuire, C1odt, Wagner and Hastings. Noes none. Absent, Knauft. Adopted this 8th day of March 1973. Pete Royere reported on an inquiry from Lusk Development on 49.9 acres east of Fairlyn known as Tract 8232. Mr. Royere had notified the developer that we could furnish both water and sewer. Job 739 exhibits and applications reviewed - moved by Director Clodt seconded by Director Hastings carried unanimously to approve staff recommendations for water service. Job 741 Morgan Truck Storage - 5 4 acres east of Lakeview and north of La Palma outside District boundaries. Staff recommendations and application reviewed, discussion. Moved byDirector Wagner seconded by Director Hastings that Mr. Morgan be given temporary service with the option to renew automatically each year unless either party wishes to terminate. Applicant to pay for the water meter connection required by the District and one fire hydrant as required by the County Fire Marshall's office, the rate to be normal demand rate multiplied by 2 because service i4outside of District boundary. Motion carried unanimously. 978 March 8, 1973 ( continued ) General Manager requested a blanket approval for 5-696 single service for sewer under Assessment District 72-2 ( loie Street) Moved by Director Clodt seconded by Director Wagner carried unanimously to grant blanket approval for all single sewer services on Assessment Dis- trict 72-2. Job S and W 740 Fairway Ford - Ford Leasing, both water and sewer service applications and exhibits reviewed - moved byDirector Hastings seconded by Director Clodt carried unanimoously to approve both sewer and water for Job 740. Moved by Director Rex Hastings seconded by Director Wagner carried unanimously to approve for payment audited bills and refunds in the amount of $86,684.03 on checks 21750 and checks 21969 through 22083. General Manager reported that he had a meeting with Mrs. Rainville and Miss Neucombe regarding the sewer easement to the Schugg pro- perty and they both now understood that it would be of benefit to Miss Neucombe~.s:-property. General Manager reported the concrete pour on reservoir roof finished. Corners to be poured next, ready to fill in early April. Rodger Howell said if we had required the higher liability insurance on the building and if we had received the coverage we did owe the bill to Olsen Construction Company . Jim Kerfoot reported on the Insurance Seminar he had attended in Inglewood. DuWayne Lidke reported that April 1 the City would be advertising for bids on the Yorba Linda Blvd. construction and construction should start sometime in May. The District prints being checked and the specifications were ready to go as far as our District was concerned - We will be using a selective bid list because of the timing no time to advertise.
