HomeMy WebLinkAbout1973-05-10 - Board of Directors Meeting Minutes989 May 10, 1973 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the 'Toll: McGuire, Hastings, Clodt, and Knauft. Director Wagner absent. Others present Ralph Shook, General Manager, Jean Mathews, Secretary and DuWayne Lidke of James Montgomery. The minutes of April 26 and April 30 were approved on a motion made by Director Knauft seconded by Director Clodt, Motion carried unanimously. General Manager Shook announced the LAFCO hearing on May 23 re- garding zones of influence Placentia, Anaheim and Yorba Linda. Ralph McGuire reported on the city meeting May 7, 1973. H. Rodger Howell of Rutan and Tucker arrived at 9:15 a.m. Ralph Shook read a letter dated May 2 from Orange County Sanitation District regarding Resolution No. 203, hearing at 5:00 p.m. on May 23 at Orange County Sanitation District, proposal is to collect $220.00 per dwelling unit. Discussion regarding a resolution to cover funds expended at conferences etc. Moved by Director Knauft seconded by Director Hastings carried to adopt Resolution No. 73-17 entitled: RESOLUTION OF THE BOARD OF DIRECTORS OF YORBA LINDA COUNTY WATER DISTRICT SETTING FORTH THE POLICY OF THE REIMBURSEMENT OF EXPENSES INCURRED BY DIRECTORS OR KEY STAFF PERSONNEL WHILE ATTENDING VARIOUS CONFERENCES CONVENTIONS, WATER MEETINGS, SYMPOSIUMS AND LEGISLATIVE SESSIONS RELATIVE TO WATER SUPPLY MATTERS OR RELATED ACTIVITIES OF CONCERN TO THE DISTRICT. Roll call vote: Ayes, McGuire, Hastings, Clodt and Knauft. Noes, none. Absent, Wagner. Discussion regarding fees paid for board meetings. Moved by Director Knauft seconded by Director Hastings carried unanimously that pursuant to the provisions of the County Water District Act (Division 12, Water Code of the State of California) and more part- ciularly Section 30507, the compensation for each Directors of the Yorba Lima County Water District is hereby fixed at Fifty Dollars ($50.00) for each meeting of the Board attended by him and not ex- ceeding four (4) meetings in any calendar month, and that according to Section 30508 that each Director shall in addition receive for performing duties for the District other than attending Board meetings: (a) Twenty dollars ($20.00) for each day; (b) Traveling and other expenses incurred by him in his employment. Moved by Director Knauft seconded by Director Hastings that all audited bills and rate deposits in the amount of $89,720.93 be approved for payment. Motion carried unanimously. 990 May 10, 1973 (continued) Moved byDirector Hastings seconded by Director Knauft carried un- animously that all Directors are allowed to leave the State for either business or personal reasons between this meeting and the next regular meeting of the Board. Job 750 Tract 8201, 11.8 acres, 24 lots water cost $13,851.96 and sewer estimated cost $17,471.85. Exhibits and application reviewed by the Board. Moved by Director Hastings seconded by Director Clodt to approve staff recommendations as presented. Motion carried unanimously. S 23-1632 Jack Petruzzelli at 5262 Eucalyptus Hill Road sewer connection fees $762.68. Moved by Director Hastings, seconded by Director Knauft to approve staff recommendations for S 23-1632. Motion carried unanimously. Job 747 Tract 7983 , 5.2 acres - 9 lots applications and ex- hibits reviewed moved by Director Clodt, seconded by Director Hastings carried unanimously to approve Job 747 as per staff re- commendations. Job 752 Vernon Fredricks at 5602 Van Buren - application for water service. Moved by Director Knauft seconded by Director Hastings carried unanimously to approve staff recommendations for water service. Job S 23-1608 Robert Johnson at 18921 Montecito application presented, moved by Director Clodt seconded by Director Knauft to approve the sewer application as per staff recommendations . Motion carried unanimously. Job 753 Mickel Lane, Art Gastil water fees and application reviewed. Moved by Director Knauft seconded by Director Clodt carried un- animously to approve as per staff recommendations. General Manager said the 8" line in the 1911 easement across Dr. Scott Hall's property had been damaged when pool contractors were excavating for a swimming pool. Dr. Hall had called in to have line located but had not waited until District personnel could get it done but had gone ahead and started construction. Discussion,cost to move line would be approximately $1250.00. Suggested that Dr. Hall pay $1000.00 and District pay the balance, and that this proposal be presented to Dr. Hall. Moved by Director Clodt seconded by Director Hastings that the proposal be presented verbally to Dr. Hall , that cost of the line relocation would be $1250.00 and if he would pay $1000.00 District would assume balance of cost, to also suggest at this time a fire hydrant could be installed. Roll call vote: Ayes, McGuire, Hastings and Clodt. Noes, None. Abstain: Knauft. Absent, Wagner. Rodger Howell reported on the hearing for the Golf Course Tract annexation to the City of Yorba Linda- continued two weeks to May 23. 991 May 10, 1973 (continued) General Manager reported: Bid Opening on May 23 for Yorba Linda Blvd. Well No. 11 - 2100 gallons per minute , about ready to turn on. Reservoir back fill being done still working on Booster Station. Bank of America report by Jim Kerfoot continued to May 24 meeting. Moved by Director Hastings seconded by Director Clodt to adjourn at 11:30 a.m. ,a Jean E. Mathews Secretary
