The Yorba Linda Water District/City Council Joint Advisory Committee meeting
convened at 4:00 p.m.

6. ACTION CALENDAR
6.1 Minutes of the YLWD/City of Yorba Linda Joint Agency Committee meeting
held November 8, 2021.

That the YLWD/City Council Joint Advisory Committee approve the minutes
of the November 8, 2021 meeting.

7. DISCUSSION ITEMS
7.1 Status of PFAS Water Treatment Plant
Engineering Manager Rosanne Weston provided an update on the PFAS
Water Treatment plant and stated that as of December the plant is operating
and serving water.
Municipal Water District of Orange County (MWDOC) Director Al
Nederhood inquired if there were plans to increase groundwater production
to 75%. Operations Manager John DeCriscio responded that the District is
currently working with Southern California Edison to resolve electrical
issues which will enable YLWD to operate the booster pump station to
increase treatment plant output.
Councilwoman Haney asked about the resolution supporting Federal PFAS
legislation and Public Affairs Manager Alison Martin explained the purpose
of the resolution.
Staff responded to questions from the Committee on the background of the
legislation and the potential impacts to ratepayers.
7.2 Statewide Drought Conditions
Public Affairs Manager Alison Martin spoke about the low amount of rainfall
this year and reviewed the State Water Resources Control Board's
(SWRCB) new emergency drought rules effective January 15 which water
districts are being asked to enforce with no funding from the state.

A lengthy discussion ensued among staff and committee members
regarding water rates, imported water, rainfall and ongoing drought
conditions.
MWDOC Director Al Nederhood commented that it is a serious and
complicated issue with a wide range of solutions and problems.
7.3 Status of Housing Developments (Proposed and In-Progress)
Planning Manager Nate Farnsworth gave an update on housing
developments in the city and responded to questions from the Committee.
General Manager of East Lake Village Community Association Susan
Janowicz, spoke about drought conditions and asked the District to forward
any new watering conditions to her and she would distribute to the
Association.
7.4 West Bastanchury MOU
Director of Public Works/City Engineer Jamie Lai provided an overview of
the West Bastanchury Road Widening project which includes integrating a
new alignment of an existing water line. Staff is working collaboratively with
the District on this project and the Memorandum of Understanding will
outline the specifics and responsibilities of each agency. Ms. Lai indicated
the project would begin in the spring.
7.5 Future Meeting Date, Agenda Items, Location
Director Lindsey expressed his appreciation for the Committee and
emphasized the strength in working together.
Future meeting dates, agenda items and location were not discussed.
8. ADJOURNMENT
Mayor Pro Tem Hernandez made a motion, seconded by Director Lindsey, to
adjourn the meeting at 4:47 p.m. Motion carried on a roll call vote.
