HomeMy WebLinkAbout1973-12-27 - Board of Directors Meeting Minutes1040 December 27, 1973 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Hastings at 8:30 a.m. December 27 in the offices of the District on Plumosa. Directors present and answering the roll: Hastings, Lindow, Clodt and Knauft. Director Wagner absent. Also present, general manager Ralph Shook, secretary Jean Mathews, operations manager Pete Royere attorney, H. Rodger Howell, engineer DuWayne Lidke and Landon Exley of Rancho Development. Mr. Exley came to the meeting to discuss his sewer refunds in Drainage Area "B". He felt that as an original builder his understanding of the refund program under Resolution # 41 had been in error, or the District was in error. Discussion. Mr. Exley's claim was that he had been told his refund would not be any different if his tracts"' went in under separate jobs and not all under the one job S 231 as original builder. Attorney and Mr. Shook to review the agreements and the resolutions regarding the refund and give Mr. Exley their opinion after the first of the year. Moved by Director Knauft seconded by Director Lindow carried unanim- ously that the $11,842.30 refund for S-231 to Mr. Exley in drainage area "B" be paid inasmuch as this is not in dispute and that the balance be reviewed by staff and Mr. Exley to be no:-ified by letter regarding the solution. No action on balance of refund in Drainage Area "B" pending staff investigation. Moved by Director Knauft seconded by Director Lindow that the refunds listed in drainage Area "C" for $203,398.29 be authorized for payment pending final review by staff, and that staff is authorized to hold refunds on any jobs where the paper work and records are incomplete or any dispute as to whom the refunds are due. Motion carried un- animously. Broadmoor Homes, Inc. letter of December 14, 1973 submitted three bids from contractors for the water facilities in tract 7533 job 763 which were from $69,000 to $72,000 and the District estimate had been $55,400. Discussion moved by Director Clodt seconded by Director Knauft carried unanimously to amend the agreement to allow the bid limit up to $70,000 with 10% leeway. x Letter from Municipal Water District_ ~f ~ne~,~ Court ~/1_11ted Dec . 2 0 requested a copy of Board minutes, received and filed. . .7 Rex Hastings reported on the December 17th city council meeting. Mr. Hastings also reported on the parks and recreation meeting on December 18. 1041 December 27, 1973 (continued) Mr. Shook said the Cleveland 75 trencher was excess equipment. Discussion, moved by Director Knauft seconded by Director Clodt carried unanimously declaring the Cleveland 75 trencher excess and authorizing and ratifying sale and disposal of same for $500. Moved by Director Knauft seconded by Director Clodt carried un- animously authorizing the payment of the audited bills and refunds in the amount of $41,715.25 on checks 23987 through 24036 and check no. 24039. Job 786 Ni Mar Enterprizes - staff exhibits and recommendations re- viewed. Moved by Director Lindow seconded by Director Clodt carried unanimously to approve staff recommendations. Sewer job 29-1250 for Mr. Fishback at 5920 Grandview 2.5 acres. Exhibits and application reviewd, moved by Director Knauft seconded by Director Lindow to approve the sewer application for $4168.35 with a refund contract for $2558.75. Motion carried unanimously. Job 7- Tract8 82 Olympic Pacific for 50 lots on 19.6 acres. Exhibits and, applications reviewed - water application $13,900 and sewer $28,159. Moved by Director Lindow seconded by Director Knauft carried unanimously to approve the applications for both water and sewer. Single sewer service S 14-1124 for Don Kurtz at 18292 Avolinda for 99.80. Moved by Director Clodt seconded by Director Knauft to approve staff recomendations, motion carried unanimously. Moved by Director Clodt seconded by Director Knauft all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the board of Directors. DuWayne Lidke reported on the Lakeview Highland job - ready for approval at January Board meeting. He had also attended a general meeting with the County Road Department regarding the Fairmont Blvd. extension to Esperanza Road. He had requested plans from the Road department so that the District, Lusk or the County can coordinate the installation of the 16 " line. Meeting assignments January 7 city council Howard Lindow, Jan.21 Rex Hastings. Planning commission January 14 Fred Clodt and Jan. 28 Roy Knauft. Pete Royere said he had a staff meeting with the City on Jan. 2 and the Yorba Linda School District on January 3 regarding the Ohio Street School site. Ralph Shook reported: 1. Building committee had met again and chalked out onthe ground the building for maintenance and inventory and were making changes as they saw the need. 2. He and Albin Kennon 1042 December 27, 1973 ( continued) had gone down to Rossmore and looked over Oldsmobile engine:- in- stallations that Leonard Dueker had master minded and he felt there was a great deal of merit in the plan.
