June 28, 1974
The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Hastings
at 8:30 a.m. at the offices of the District on Plumosa Drive,
June 28, 1974.
Directors present and answering the roll: Hastings, Lindow,
Wagner and Knauft. Director Clodt absent. Also present general
manager Ralph Shook and secretary Jean Mathews, and attorney
Rodger Howell.
Moved by Director Lindow seconded by Director Knauft carried un-
animously to approve as presented the minutes of June 13, 1974.
Roy Knauft reported on the May 28 and the June 24th planning co-
mmission meetings.
Mr. Shook said the letter had come from the IRS regarding the
deferred compensation plan and suggestion that an amendment to
the plan should be made as to method of payment. The staff to
prepare ammendments to meet the IRS requirements.
General Manager also asked the Board how they felt about uniforms
for the men in the field .District to pay for the laundry as a
fringe benefit. Discussion agreed that this should be included
in the budget for this year.
C. and I. Construction coming right along with the building at
Plant No. 1. Albin had asked that an office be framed in for
him, the cost to be about $608.00. No action.
Preliminary budget still being worked on. Retirement program
also being checked.
Orange County Water Association has a one day seminar on motivation
on July 10, 1974. Moved by Director Knauft seconded by Director
Wagner authorizing general manager to send staff as he designated
at District expense. Motion carried unanimously.
Mr. Shook reported on the Orange County Water Management Agency
meeting on June 27. Attorney selected was Wayne Adams.
Quitclaim of an old easement for the portion of 26" line going into
the reservoir. Discussion, moved by Director Wagner seconded by
Director Knauft carried unanimously to declare the easement surplus
and to grant the quitclaim, easement no longer being necessary to
the District.
Moved by Director Knauft seconded by Director Wagner carried un-
animously to approve for payment the audited bills in-the amount
of $64,973.32 on checks No. 25475 through 25543.

Moved by Director Knauft seconded by Director Lindow carried un-
animously to allow the directors to go out of state for either
business or personal reasons between this meeting and the next
regular meeting of the Board.
Assignments for the July council and planning commission meetings:
July 1, 1974 Howard Lindow , July 15 Rex Hastings City Council.
July 8 Roy Knauft and July 22 Fred Clodt planning commission.
Mr. Shook said that a rate analysis of Plant # 3 was being made
to try and get the plant on a better power rate.
The new line into reservoir 1 basically complete.
Third progress payment will be made at next meeting.
Board went into executive session regarding officers salaries.
Moved by Director Knauft seconded by Director Wagner to increase
general manager salary $150.00 per month, auditor $100.00 per
month and secretary $50.00 per month effective July 1974. Motion
carried unanimously.
Meeting adjourned on motion made by Director Wagner, seconded by
Director Knauft carried unanimously.
