HomeMy WebLinkAbout1974-08-21 - Board of Directors Meeting Minutes1089 August 21, 1974 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Hastings at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the roll: Hastings, Clodt, Wagner, Knauft and Lindow. Also present were general manager Ralph Shook, secretary Jean Mathews, attorney Steve Coontz, engineer DuWayne Lidke. Moved by Director Knauft seconded by Director Lindow to approve as mailed the minutes for August 8, 1974. Motion carried un- animously. General Manager announced a Water Controls Forum on October 15 in Hawaii and asked Directors about reservations. The joint meeting with Yorba Linda City Council has been set for September 18th. General manager read a letter from John Lauten general manager of MWD. General manager also read two letters from LAFCO regarding hear- ings September 25 on the annexations to the district of tract 7931 on the Kraemer property and tract 8507 of John D. Lusk. This is all the information available at this time but more will be forthcoming. Job 822 water and sewer Dennis Dalebout on 2 plus acres on Sunset Lane. Exhibits and application reviewed, moved by Director Wagner seconded by Director Clodt carried unanimously to approve the job as per staff recommendations. Motion carried unanimously. Job 823 Ken Turnquist on Anna Marie Road, 2 acres, 3 lots. Exhibits reviewed and applications for both sewer and water explained. Discussion regarding the fees for two fire hydrants, one of which there would in all probability be no refund because all property fronting already has service. Water application changes to in- clude one fire hydrant by district under thenew fire hydrant policy and one by applicant. Moved by Director Lindow seconded by Director Wagner carried unanimously to approve the application for water and sewer as recommended by staff. Motion carried un- animously. 5-824 Walter Nollac sewer service for an oilwell. Application reviewed and fees explained by Richard Davalos. Moved by Director Clodt seconded by Director Wagner carried unanimously to.,approve the sewer application as presented. Roy Knauft reported on the August 12 planning commission meeting. Rex Hastings reported on the Parks and Recreation of August 13 and the city council meeting for August 19. 1090 August 21, 1974 (continued) Rancho Development vs YLCWD case has been turned over to attorney Leonard Hemple of Rutan and Tucker office and we have until September 6 to reply to the papers that had been served. Lowry vs Mark III, we are only involved as the party holding funds and waiting to be told where they are to be paid. Walter Nollac came into the meeting to question why he has to pay frontage fees inasmuch as it is not a domestic service or a service to a home. Discussion -Board decision remained unchanged to approve the application as originally presented. DuWayne Lidke reported on alternatives to the MWDOC plan for a pretreatment plant, with estimated cost of construction and location of the lines. Ralph Shook reported on the progress on Well No. 7 and the efficiency tests being made by Edison. Moved by Director Wagner seconded by Director Lindow carried un- animously all directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Moved by Director Lindow seconded by Director Knauft carried un- animously to approve for payment the audited bills in the amount of $128,849.22 on checks no. 25981 through 26029.. Meeting assignments city council September 3 H. Lindow, September 16 R. Hastings . Planning commission September 10 Roy Knauft, and September 23 Fred Clodt. Moved by Director Wagner seconded by Director Knauft that the general manager Ralph Shook write a letter to MWDOC regarding the hearing on August 22nd , asking for a continuance of that hearing or that another public hearing be called in 30 days because of the complexity of the matter and so that further study could be made of other alternatives.
