HomeMy WebLinkAbout1974-10-09 - Board of Directors Meeting Minutes1098 October 9, 1974 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by Vice-President Clodt at 11:45 A.M. in the offices of the District on Plumosa Drive. Directors present and answering the roll: Clodt, Wagner and Knauft. Absent; Directors Hastings and Lindow. Also present were General Manager Ralph Shook, Secretary Jean Mathews, Operations Manager Pete Royere, Engineer Aid Michael Payne, Auditor Gordon Peterson and Attorney Roger Howell, who arrived at 12:16 P.M. Moved by Director Wagner seconded by Director Clodt to appoint Gordon Peterson as recording secretary for the meeting, motion carried unanimously. Job 828 James Mock Inc. 2.73 acres zoned commercial located at the S.E. corner of La Palma and Fe Ana. Staff presented their application and recommendations. Moved by Director Wagner, seconded by Director Clodt, carried unanimously to approve staff recommendations for water service. Job 647A Edwin Reich one lot on Valley View north of Bastanchury. Application and recommendations reviewed. Moved by Director Clodt, seconded by Director Knauft carried unanimously to approve staff recommendations for both sewer and water service. Report by Secretary Jean Mathews on seminar attended in Santa Barbara on Oct. 4 and 5 for women Directors and Employees of California Special Districts. Report by Manager Shook on Public Employees Retirement System.. Dis- cussion, benefits and cost of PERS to be explained to employees and canvass made of employees to determine the feasibility in continuing the procedures in transferring the present Pension Plan to PERS. Ralph Shook reported on future presentation of water quality control by OCWD to the Board of Directors of Yorba Linda County Water District, which will be presented at the next board meeting, October 24. A Public Hearing will be held in Santa Ana on October 25 on this matter. Mr. Shook also reported on ACWA Special Districts Report. Discussion- application of contributions. Roy Knauft reported on the October 7 City Council meeting. Fred Clodt reported on the October 8 Adjourned City Council meeting. The joint meeting with the Yorba Linda City Council has been set for Wednesday Nov. 6 at 7:30 P.M. in the District Office. Attorney Howell report of LAFCO hearing on Upper K Ranch. Engineer Lidke released additional information on his "Preliminary Report of Proposed Quality Improvement Projects in Orange County" and possible presentation of his study to various groups in Orange County as an alternative to MWDOC Master Plan. 1099 October 9, 1974 (continued) Upon motion duly, made. by Director Wagner, s,e:conde_d by, Director Knauft and unanimously carried, that Manager Shook send a letter to MWDOC requesting their review and consideration of the content of the report. A request is also to be made for copies of the report of MWDOC review and consideration. Manager shook reported on meetings with the City of Yorba Linda and City of Placentia on compaction of excavations and the need for a soil compaction inspection. Proposed the District add a soil inspection fee to the application cost. Engineer Sam Peterson has sent letters to Soil Engineering firms to estimate what these costs should be. Manager Shook also reported on O.C.S.D. meeting of October 2 attended by Richard Davalos. Sanitation line construction and load factors were discussed. Pete Royere reported on the Fiesta Day Parade to be held on October 26. Vehicles will be available for the directors to participate in the parade. Moved by Director Knauft seconded by Director Wagner to approve for payment of the audited bills and refunds in the amount of $70,243.78 on checks numbered 26325 through 26456. Moved by Director Knauft seconded by Director Wagner unanimously carried to authorize attendance at District expense for the OCWD Christmas party on Friday December 13. For employees and spouses as approved by the General Manager. Ralph Shook reported that a community meeting was to be held about oil operation on Orange Drive. The effluent of this operation is discharged into our sanitation system. Moved by Director Wagner, seconded by Director Knauft, carried unanimously to adjourn at 1:37 P.M.
