HomeMy WebLinkAbout1974-11-27 - Board of Directors Meeting Minutes1109 November 27, 1974 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by Vice President Clodt at 8:30 a.m. in the offices of the District on Plumosa Drive. Directors present and answering the roll: Clodt, Wagner, Knauft and Lindow. Absent, President Hastings. Moved by Director Lindow seconded by Director Knauft to appoint Gordon Peterson as recording secretary for the meeting, motion carried unanimously. Moved by Director Lindow seconded by Director Wagner to approve the minutes as mailed for Nov. 6, Nov. 14 and Nov. 15, 1974 with the correction of Nov. 15 adjournment of 4:30 p.m. to 8:30 a.m. on November 27, 1974. Motion carried unanimously. Vice President Clodt turned the meeting over to Ralph Shook, general manager. Manager Shook reported on the health of President Hastings. Moved by Director Lindow seconded by Director Wagner unanimously carried to excuse Director Hastings from all of the District's meetings thru December 31, 1974. Report by Manager Shook on De Ruff Construction Company letter dated November 20, 1974 with reference to Tract No. 8759 located at the S.E. corner of Lakeview and Buena Vista and the Districts letter of May 10, 1974 explaining possible District participation by Resolution 154. Upon motion duly made by Director Lindow seconded by Director Wagner unanimously carried to present a proposal to DeRuff Construct- ion Company of a deposit on their application in the amount of $1000. per acre for engineering and design with the balance of the $2000 per acre due prior to the award of construction contract or on June 1, 1975 whichever comes first. Received and filed letter from the Ivanhoe Irrigation District dated November 19, 1974 pertaining to their Resolution requesting a change in ACWA meetings of twice a year to once a-year and in- stituting a public relations program in place of the cost for the second meeting of the year. Discussion. The Yorba Linda County Water District Board of Directors are satisfied with the present arrangements. Special Districts 'residents Institute meeting in Los Angeles on Jan- uary 24, 25 and 26, 1975 sponsored by CSDA and UCSB extension. Moved by Director Wagner seconded by Director Knauft unanimously carried to authorize attendance at the meeting dt District expense for any director who wishes to attend. Roy Knauft reported on the City Council meeting of November 18,174 1110 November 27, 1974 (continued) Fred Clodt reported on the Planning Commission meeting of November 25, 1974. Moved by Director Lindow seconded by Director Clodt that the Directors of the Yorba Linda County Water District do not object to Rutan and Tucker representing the City of Yorba Linda on Superior Court Hearing Case No. 220120 for one day only, on the specific date of November 27, 1974. Motion carried unanimously. Reports by Manager Shook: 1. CRWUA conference in Las Vegas on November 18 and 19, 1974. Discussion. 2. CSDA conference in Fresno on November 20, 21 and 22, 1974. Items covered, Fair Labor Standards Act. Hawkins Special Districts Research Report. Conservation of energy. Various items pertaining to Sanitation Districts. Reports by Engineer Lidke: 1. Diemer Skinner pipeline. Reception of presentation at MDOC and ACUMA meetings very good. 2. Gas engine proposal. Estimated cost $70,000. Discussion, Lidke and Shook to continue putting together package with possibility of using existing natural gas engine. Engine^Lidke explained the principals of electric power versus natural gas power in main- taining water pressure. The savings in power costs and conser- vation of energy in using natural gas power facilities. Manager Shook explained the maintenance program replacements. Principals of coordinating various units. Length of life, number of hours run between overhaul. Comparison of electric rate structure versus natural gas rates. General manager Shook announced the following meetings: CSDA meeting Buena Park, OCMWA meeting November 27, 1974, LAFCO meeting November 27,1974 at 2:00 p.m., Meeting with Bank of America on Scope. Future meeting with Xerox to coordinate possible use of Scope as part of method in paying water bills. PERS presentation to employees on December 9, 1974, So. California Mutual Water Companies Association meeting December 10, 1974, Bank of America luncheon on December 12, 1974. Moved by Director Wagner seconded by Director Knauft to approve for payment the audited bills and refunds in the amount of $66,469.97 on checks 26681 thru 26750. Motion carried unanimously. Moved by Director Knauft seconded by Director Wagner unanimously carried that the Directors of the District are hereby authorized to leave the State of California for eith-er business or personal reasons between now and the next regular meeting of the Board of Directors. Ralph Shook submitted a proposed addendum for the Orange County Sanitation District Project 2-17-1 for two connections by the District to subject sanitation line. Moved by Director Knauft seconded by Director Wagner to authorize the General Manager to send a letter to OCSD approving addendum for the Yorba Linda County Water District to pay the cost of one 8" and one 12" connection for the approximate cost of $4,000.00 1111 November 27, 1974(continued) John D. Lusk and Sons - November 13 request for annexation of Tract 8232 deferred to the regular board meeting of December 12, 1974. Moved by Director Wagner seconded by Director Knauft unanimously carried to authorize payment of CSDA bill in the amount of $200.00 for Foundation For Responsible Local Government. City assignments; City Council December 2, Lindow, Dec. 16 Clodt. Planning Commission December 23 Knauft. Moved by Director Knauft seconded by Director Lindow unanimously carried that the adjourned meeting of the Board of Directors of the Yorba Linda County Water District be adjourned at 12:09 p.m. to December 9, 1974 at 7:30 p.m. in the offices of the District.
