HomeMy WebLinkAbout1971-03-24 - Board of Directors Meeting Minutes828 March 24, 1971 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:.30 a.m. in the offices of the District. Directors present and answering the roll call: Mc Gure, Hastings, Clodt, Knauft and Wagner. Also present- DuWayne Lidke of James Montgomery. President McGuire turned the meeting over to General Manager Shook. Correspondence: Letter from Orange County Health Department regarding water sampling agreement, cost from County about $100.00 pr . month. Quote from Associated Labs., $85.00. Defer until April 13th for further study on a motion made by Director Knauft seconded by Director Hastings, carried unanimously. Letter from Richard Rafanovic stating that because of lack of response water sampling eeFRittee committee of OCWA had been dismissed. 8:45 a.m. Jim Erickson of Rutan and Tucker came into the meeting in the absence of Rodger Howell.. Letter from the City of Yorba Linda dated 3/17/71 stating that the conditional use permit was approved. Letter received and filed. General Manager reported that a demolition permit had been taken out 3/23/71 and he had two bids on demolition and a third yet to be received. General Manager announced a series of meetings on water quality were to be held, one at Orange County Water District offices on 4/8/71 and one at Orange County Chamber of Commerce on 3/29/71. Correspondence from the IDA concerning a group dental program with California Dental Service was discussed. Information only. Announced that West States Corrosion Seminar would be held May 4-65 1971 in Pomona. Job 618 Tract 7257 came up with a new requirement on the Sub- division Map Act in that any agency-having an easement must sign the tract map consenting to the recordation of same or sign a waiver. We have such a situation with Tract No. 7257. Moved by Director Knauft seconded by Director Clodt carried unanimously authorizing the General Manager:to sign the agreement to be pre- pared by the District'slegal staff with regard to Tract No. 7257/ General Manager reported that several individuals who were former- ly served by Yorba Irrigation were interested in receiving service from the District. 829 March 24, 1971 (continued) Gordon Pivonka of Gordon Builders had agreed to the District terms with regard to trunk sewers for acreage on Ohio Street, Tract 5320. Planning Commission had approved Gordon Builders map, district can now go ahead and draw up agreements for the sewer. Received the First Annual Report from the Santa Ana River Watermaster 1969-70 available for Directors review. Industrial waste discharge requirements deferred to 4/13/71. R.S.Jones contract reviewed by attorney - addition of one item regarding attorneys fees for purchaser and 1% instead of 2% for architectural control. To be approved at next meeting after these changes are made. DuWayne Lidke reported-at length on progress of reservoir planning , maps, design, drain and overflow. Power unit for Well No. 1 - does not have to go to open bid and can be negotiated - attorney Jim Erickson's opinion. General Manager reported the unit complete would run in the neighborhood of $10,000.00. Moved by Director Hastings seconded by Director Knauft carried unanimously giving General Manager authorization to proceed and purchase power unit. Moved by Director Wagner seconded by Director Knauft carried unanimously to approve for payment the audited bills and re- funds for $18,190.98 on checks 17653 - 17692. Moved by Director Knauft seconded by Director Clodt carried unanimously that all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. City Council assignments - Rex Hastings 3/29/71 , Roy Knauft 4/5/71, Fred Clodt 4/19/71, Planning Commission Ralph McGuire 4/12/71 and Rex Hastings 4/26/71. DuWayne Lidke reported on the Kraemer open, raw water reservoir 460 feet high, storage of 893 acre feet of water. County to have detailed plans in May - letter to Kraemer and Orange County regarding progress of preliminary plans to date. DuWayne Lidke reported on the line out Yorba Linda Blvd., to the East temporary line - to be zone 3 - a 12" line, necessary to go right away and at least get all we can done before Road Department of Orange County widens Yorba Linda Blvd. Moved by Director Wagner seconded by Director Hastingstgiving General Manager authorization to have Montgomery Engineers go ahead with preliminary engineering alignment, etc from East trans- mission lime to Imperial, carried unanimously. Moved by Director Clodt seconded by Director Hastings carried un- animously to adjourn to Tuesday April. 13 at 8:00 a.m.
