HomeMy WebLinkAbout1971-04-13 - Board of Directors Meeting Minutes830 April 13, 1971 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:00 a.m. April 13, 1971 in the offices of the District. Directors present and answering the roll: McGuire, Clodt, and Hastings. Director Wagner absent. Moved by Director Hastings seconded by Director Clodt carried un- animously to approve as mailed the minutes for March 10 and March 24, 1971. General Manager Ralph Shook read the IDA second Convention notice;, speakers, Governor Reagan, Ed Reineckp,Senator Knox and Mr. Giannelli. 8: 20 a.m. DuWayne Lidke of James Montgomery and Darrel Dalton, City Administrator came into the meeting. A letter from E.C.S. Corp., our meter reading contract stating that because of increased costs the price per meter would have to be raised from 14q, to 18(,,, May 1 the effective date. Discussion, moved by Director Hastings, seconded by Director Clodt to approve the 18(" for the time but with the right to rescind. ' Mr. Dalton stated that he had met with Placentia regarding the purchase of the sewer line that serves Fairgreen and the area east of Fairgreen, but that he would have further information on the possible service area from this sewer trunk. 8:30 a.m. Rodger Howell attorney for the District and Roy Knauft Director came into the meeting. Discussion, Rodger Howell recommended that we were agency and not a zoning agency and as such he felt all the facts very carefully but that a tentative made to Placentia for the sewer trunk. Mr. Dalton special meeting on Monday might be necessary after meeting with Placentia on Wednesday. a water and sewer we should review offer could be suggested that a the Council General Manager received a letter from Sterling Fox thanking the District for the tour of MWD facilities, read and filed. Job 597 the reservoir East of town on the Kraemer ranch. Kraemers have been notified by a letter from the attorney that an engineering crew would be drilling and taking soil samples. Letter and contract read from the firm of Converse Davis and Associates regarding the soil tests stating that it would take about four weeks to complete at a cost of approximately $3500.00. Moved by Director Knauft seconded by Director Hastings carried unanimously to approve the contractwith Converse Davis and Associates not to exceed $3500.00. Water sampling prices from three laboratories, Associated Lab. $3.10 per sample, San Bernardino firm $3.25 per sample and Orange County Health Dept., $3.57 per sample. Moved by Director Knauft seconded by Director Hastings carried unanimously to accept the proposed 831 April 13, 1971 ( continued) with Associated Lab. at $3.10 per sample. Rodger Howell stated that he had checked the insurance pblicywith regard to the-claim for the break on Imperial and it was the opinion of his office that we had waived our claim because of the manner in which we had proceeded with the repair, however he recommended that this should be modified in any future policy, he further recommended that their attorney should make an,' attempt to make an adjustment or settlement by meeting with the claims agent before we went any further. Moved by Director Knauft, seconded by Director Clodt that the matter should be explored as suggested by contacting the claims agent with a limit of $250.00 to be spent in attorney's fees. Motion carried un- animously. Discussion regarding the Industrial Waste Discharge requirements with regard to sulfides. This feature overlooked in new ordinance so District would have to adopt an ordinance setting the standards. Tabled for further study. Moved by Director Knauf,t seconded by Director Clodt carried un- animously to approve 'for payment the audited bills and rate deposits in the amount of $21,865.93 on checks number 17693 through 17818. Moved by Director Knauft seconded by Director Clodt carried un- animously all Directors are hereby authorized to leave the State for either business or personal reasons between this time and the next regular meeting of the Board. General Manager Shook recommended that a finance committee be appointed to work with Jim Kerfoot in setting up a salary review recommendation. Roy Knauft and Ralph McGuire were appointed to serve on the committee. S-4-739 Shockey at 4452 Rose Drive sewer connection - moved by Director Clodt seconded by Director Hastings carried unanimously to approve staff recommendations. S-12-856 Rhoads, La Malinda Drive sewer connection - moved by Director Hastings seconded by Director Clodt carried unanimously to approve staff recommendations. Contract with R.S. Jones Designer - discussion recommendation of the Attorney that this was a standard type Contract and he would recommend acceptance as written. Moved by Director Knauft seconded by Director Clodt carried unanimously to approve contract as written with Mr. Jones. Ralph Shook reported that the District employees were going on a fishing trip August 7 and asked if anyone of the Directors would like to participate., Rodger Howell and Roy Knauft both indicated an interest. Comment was made of the t.v. appearance of our General April 13, 1971 (continued) 832 Manager at the Water Quality Hearing. General Manager thanked DuWayne Lidke for his letter and remarks on good selection for the gas engine replacement for Well No. 1. General Manager had a letter from Bill Miller formerly with Montgomery who has gone into business for himself as a licensed construction inspector. G. DeVries recommended by Mr. Knauft for the superintendent on the office building job. Moved by Director Knauft seconded by Director Clodt carried un- animously that meeting be adjourned to April 19, 1971 at 8:30 a.m. Jean E. Mathews, Secretary
