July 22, 1971
The regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire
at 8:30 a.m. in the offices of the District July 22, 1971.
Directors present and answering the roll call; McGuire, Hastings,
Clodt, Wagner and Knauft. Du Wayne Lidke oL James Montgomery and
Rodger Howell of Rutan and Tucker were also present.
Meeting turned over to General Manager, who announced that the
City Council had deferred the decision for further water district
study for two weeks. In the interim a meeting will be arranged
for the two attorneys, two councilmen and two directors. Moved
by Director Wagner and seconded by Director Clodt that Ralph
McGuire and Roy Knauft serve on committee to meet with City
Council, carried unanimously.
ACA 83 communications from Whetmore, Knox and IDA re: ACA 83
read and filed.
General Manager preseptTd atgroposal from Honeywell to repair
and maintain all the/equipment and instrumentation for an annual
fee of $3600.00 payable quarterly. Discussion referred to
DuWayne Lidke for review and comments at the next meeting.
5-13-512 Gary Hawley - 4832 Casa Loma exhibits reviewed, moved
by Director Knauft seconded by Director Hastings carried un-
animously to approve staff recommendations.
5-21-1300 Richfield Road - Ec. Free Church of Yorba Linda - re-
consideration of this sewer application - to pay the sewer service
charges on the property being developed at this time and to defer
sewer charges on the balance of the acreage until such time as it
is developed - exhibits reviewed - discussion - moved by Director
Clodt seconded by Director Wagner to approve the revised application
for 5-21-1300 for acreage now being developed with the notation
that the rest of fees would have to be paid when any development
occurred on balance of acreage. Carried unanimously.
Kraemer Reservoir site - price per acre somewhere between $15,500
to $17,500. Land Acquistion Inc. to give a letter evaluation for
a fee of $150.00.
Yorba Linda Blvd. Job 639 1211 line - Open bids and award contract.
Bejac Construction Co. total bid price of $33,933.
Pylon to BR " 329977.

Moved by Director,Wagner seconded by Director Knauft recommending
that the bid be awarded in its entirety to McKervey, carried un-
animously.
Moved by Director Knauft seconded by Director Hastings carried
unanimously to approve the audited bills and rate depsoits in the

amount of $59,422.36 on checks 18255 through 18303.
Moved by Director Wagner seconded by Director Clodt carried un-
animously that all Directors are hereby authorized to leave the
State of California for either business or personal reasons be-
tween now and the next regular meeting of the Board.
Insurance claim to be referred to next meeting at Rodger's request.
With regardto above insurance claim a letter to Insurance
Commissioner discussed.
Detachment 71-1. Moved by Director Clodt seconded by Director
Hastings that Resolution No. 208 Detachment 71-1 be adopted:
Ayes: McGuire, Wagner, Clodt, Hastings and Knauft
Noes: None
Absent: None
Resolution No. 209 - Discussion - Moved by Director Wagner secon~d
by Director Hastings that Resolution No. 209 be adopted for the
budget for the fiscal-year that would require a tax rate of .48.
per $100. Ayes: Wagner, McGuire, Hastings, Clodt and Knauft.
Noes: None
Absent: None.
Salary schedule presented, discussion. Moved by Director Hastings
seconded by Director Knauft that Salary Resolution No. 210 be
adopted;
Ayes: Hastings, Wagner, Knauft, McGuire and Clodt.
Noes: None
Absent: None.
Moved by Director Hastings seconded by Director Clodt carried un-
animously to dismiss the Salary Committee with thanks.
City Council assignments Aug. 2 Rex Hastings, Aug. 15 Ralph McGuire,
Planning Commission Aug. 9 Roy Knauft and August 23 Fred Clodt.
August 12th next regular Board meeting.
Moved by Director Knauft seconded by Director Clodt carried
unanimously to adjourn.
