HomeMy WebLinkAbout1971-09-10 - Board of Directors Meeting Minutes859 September 10, 1971 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. in the offices of the District September 10, 1971. Directors present and answering the roll: McGuire, Hastings, Clodt, Knauft and Wagner. H. Rodger Dowell attorney for the District and DuWayne Lidke, engineer with James Montgomery were also present. Moved by Director Wagner seconded by Director Knauft carried un- animously to approve the minutes for 8/12/71 and 8/26/71 as mailed. Mr. Wagner announced that Bob Dowling had been appointed as a new Director with Orange County Water District. Correspondence: California Special District Association 8/24/71 - convention 10/28 - 10/30 in San Diego read and filed. I.D.A. Group Insurance dated 8/24/71 Insurance program 9/29/71 at Rosemead - Jim Kerfoot should attend. Liability Insurance Seminar October 12 in San Diego - one day cost $24.00 - Jim Kerfoot and Ralph McGuire or alternate to attend. Lars Christiansen dinner 10/1/71 retirement from M.W.D. Moved by Director Knauft seconded by Director Hastings that three reserva- tions be made for this dinner. Motion carried unanimously. Letter from the Santa Ana Register re: Roberts Rules of Order read and filed. AWWA California Section convention 10/26 - 10/29 in Fresno. Moved by Director Knauft seconded by Director Hastings carried unanimously authorizing General Manager and Board to attend at District ex- pense both the San Diego Special District Meeting and the AWWA California Section in Fresno. M.W.D. of Orange County water quality program report available for Directors review. H. Rodger Howell spoke on the Anaheim Yorba Esperanza Annexation. Discussion - growth east is essential to our future growth, facilities already built and in planning stage have been planned with this growth in mind. Telemetering facilities letter from Honeywell dated 8/24/71 re- ceived, deferred, no action taken at this time. September 8, 1971 Detachment 71-1 went through without any problems formal notification from LAFCO. 860 September 10, 1971 (continued) Rodger Howell no report on the insurance claim. 5-13-460 John Bolock at 17771 Lerene Drive exhibits examined, moved by Director Wagner seconded by Director Clodt carried un- animously to approve staff recommendations. 5-22-1660 John McDonald 5012 Lakeview exhibits and staff report reviewed, moved by Director Knauft seconded by Director Wagner carried unanimously to approve staff recommendations. 5-650 Warner et al sewer extension under Resolution number 100. Staff report reviewed moved by Director Knauft seconded by Director Wagner to approve staff recommendations for 5-650. 5-23-1550, 5-23-1572, 5-23-1568 and 5-23-1562 individual applicants who will be making connection to S-650 - all applications reviewed moved by Director Knauft seconded by Director Wagner carried un- animously to approve staff recommendations on all four applications. Moved by Director Knauft seconded by Director Hastings carried unanimously to approve for payment the audited bills and refunds in the amount of $13,016.22 on checks 18472 through 18568. Moved by Director Wagner seconded by Director Clodt carried un- animously that all Directors are hereby authorized to leave the State for either business or personal reasons between now and the next regular meeting of the Board of Directors. Office Building Proposals: Con-D-Cor - Santa Fe Springs - $153,027.00 J.D. Olson, Orange - 1425087.00 K.R.W. , La Habra 1245056.00 The sub contractors bids totaled about $118,000.00. Moved by Director Wagner seconded by Director Hastings carried un- animously to approve the General Contractor K.R.W. bid for $124,056.00 as the lowest responsible bidder subject to verification of bid items by the Building Committee , General Manager and Designer. Ralph McGuire reported on the council meeting he had attended. Reminder to get the agenda to the Star by Monday noon. Fiesta days parade October 30, 1971 , Fred and Roy should ride - they should make an effort to appear before as many public meetings as possible - election November 2. Ralph Shook reported that the water revenue for last billing period ending August 13, 1971 was $65,900.00. Attorney Howell reported the escrow ready for signature on the Reservoir Site. 861 September 10, 1971 (continued) DuWayne Lidke reported on the road right of way and explained general information on the reservoir plans,design about 50% complete. Ralph McGuire asked what could be done with the trailers and the disposal of the property here on Olinda when we move to new quarters. Suggested that the trailers could be used at Plant # 1. Ralph Shook stated that a mechanic he had been checking with would be available after the first of the year. Moved by Director C1odt seconded by Director Wagner that meeting be adjourned. Jean E.
