HomeMy WebLinkAbout1971-09-23 - Board of Directors Meeting MinutesSeptember 23, 1971 862 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. in the offices of theDistrict September 23, 1971. Directors present and answering the roll call: McGuire, Hastings, Clodt and Wagner. Absent: Director Knauft. DuWayne Lidke, of James Montgomery, Rodger Howell of Rutan and Tucker and Beau Clemmens, Will Lindsay and John Eagan were also present. Beau Clemmens, Will Lindsay and John Eagan were at the meeting to present their proposal for the Public Relations report. Would take about 4 to 6 months to prepare at a cost not to exceed $8,000. Discussion. Moved by Director Wagner, seconded by Director Hastings carried unanimously to take the proposal under advisement and re- port back in October. Communication from M.W.D. of Orange County re: Resolution No. 7359 revised water rates through 1973 read and filed. Job 397 Valencia United Methodist Church - Dr. Lewis pastor of the church was present. Water service requires 224 feet of 6 inch line plus a fire hydrant and domestic meter. Easement also needed but Dr. Lewis said he would be able to obtain that. Discussion, moved by Director Hastings, seconded by Director Clodt carried un- animously to approve staff recommendations with the stipulation that the church connection be completed to the meter within six months after the completion of the line with monthly charges to start on the domestic service at the time of connection or the end of the six months after installation of the District facilities whichever occurs first. Sam Peterson of Keith and Associates came into the meeting at this time. Problem concerning the reinstallation of original fence on the Kittridge property. Kittridge requests the fence be replaced with 6 foot instead of the original 5 foot because of inconvenience, damage to property etc. Discussion, moved by Director Wagner, se- conded by Director Clodt carried unanimously that the District had agreed to do certain things and will abide by this agreement to do those things as agreed originally. OST# 1 Unit 3 tested and balled and job is complete except for the replacing of the fence and general cleanup. Bob Lowry reported to Mr. Shook that his deal had fallen through on his propery on Eureka Avenue but he hoped to have a new buyer in the near future. Letter from the County requesting the use of the District office to train election officers on the night of October 29th, moved by Director Clodt seconded by Director Wagner carried unanimously to grant the Registrar of Voters of Orange County's request. Yorba Linda Junior Womens Club letter asking if it would be possible 863 September 23, 1971 (continued) for them to start park and recreation facilities at Reservoir No. 1. Discussion- moved by Director Clodt seconded by Director Wagner carried unanimously to write the Club inviting a committee to meet with the Board and see what can be done - that the District is very interested, subject to protection of District water supply. Report on the Orange County Public Water Agencies meeting 9/14/71 by President McGuire- 52 people present, committee appointed to investigate further the Grand Jury Report. Rodger Dowell reported no progress on insurance claim. Building Committee reported that they had met twice with the Designer and one time with K.R.W. regarding the final plans and bid on the office building. All bidders did not receive the same plans and changes that were made in plans so the recommendation of the Building Committe was that all bids be rejected and have the project re-bid. Discussion. Moved by Director Wagner seconded by Director Hastings carried unanimously to rescind the motion of September 10th approving K.R.W. as the lowest responsible bidder and write all bidders a letter apologizing and explaining the error and inviting them to re-bid, bids to be received until 9:00 a.m. October 13th, 1971. DuWayne Lidke reported on the progress with the reservoir plans, right of way of Fairmont. He had met with Brian Hawley and engineers and they have agreed to pave only half of Fairmont and leave the portion where District line will go until after we have laid our line to the reservoir. Reservoir design 65% complete, power to be con- sidered whether to go all electric, all gas or combination of gas and electric. Report back next meeting on further progress. Moved by Director Wagner seconded by Director Clodt carried un- animously that all Directors are hereby authorized to leave the State of California for either business or personal reasons be- tween now and the next regular meeting of the Board of Directors. Moved by Director Clodt seconded by Director Hastings carried un- animously to approve for payment audited bills in the amount of $36,472.73 on checks 18563 through 18633. The hearing on the Anaheim Annexation of area East of Yorba Linda is October 27 at LAFCO, everyone who can should plan to attend. Job 332 sewer and water recommendations of staff reviewed. Moved by Director Hastings seconded by Director Clodt carried unanimously to approve staff recommendations for water and sewer. General Manager announced that the pressure increase to 80 homes in Tract 5906 would be made October the 5th, letter to go out to all home owners in that tract explaining about the pressure increase. I.D.A. insurance meeting October 12 Tuesday, to be attended by Mr. Kerfoot and Mr. Hastings. 864 September 23, 1971 (®ntinued) Three tickets to the Lars Christiansen dinner in Norwalk October 1st. Mr. Hastings, Mr. McGuire and Mr. Shook to attend. Edminston dedication October 7th Thursday. Moved by Director C1odt seconded by Director Hastings that the meeting be adjourned, carried unanimously.
