HomeMy WebLinkAbout1970-01-28 - Board of Directors Meeting Minutes753 January 28, 1970 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at the offices of the District at 8;30 a.m. January 28, 1970. Directors present and answering the toll: McGuire, Hastings, Wagner, Knauft and Clodt. H. Rodger Howell, attorney for the District, Du Wayne Lidke of James Montgomery and Darrel Dalton, City Administrator were also present. President McGuire turned the meeting over to General Manager Shook, who presented the following correspondence. AWWA Water Control Forum committee meeting on 2/3/70 at the Los Angeles Power and Light Blg. Mr. Shook has been asked to serve on this committee. Letter from the Dept. of Housing and Urban Development dated 1/19/70 read and filed. Copy of letter and copy of application to be sent Mr. Roy Knauft. Letter from Keith and Associates re: City of Yorba Linda's prohibitive requirements on pavement replacement. Discussion referred to staff and engineer for further clarification. Letter from H. Rodger Howell re: bill from Road Department for services on Marda. This was not a permit fee but a fee for testing compaction on Marda. Moved by Director Hastings se- conded by Director Wagner carried unanimously that the bill from the County be approved for payment. Moved by Director Wagner seconded by Director Knauft adoption of RESOLUTION NO. 186 entitled RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT ASCERTAINING AND DETERMINING WAGE SCALES. Motion carried unanimously. General Manager reported the Water replenishment assessment was assessment number 30 completing fifteen years, a total of almost one half million dollars for water replenishment tax to the Orange County Water District over the years with the current payment of $24,597.20 for 1993.1 Acre Feet. Jim Kerfoot auditor came into the meeting at this time to re- port on the average as established on sewer charges for frontage charges and service connection charges for the last ten jobs. The figures as established for the year 1969 were as follows: $3.25 per front foot with a $230.00 minimum per connection and acreage service charges as follows: Drainage Area "All $350.00 per acre, Area "B" $1500.00 per acre, Area "C" $1750.00 per acre, Drainage "D" to be determined Area "M" to be determined, Area "L'® $350.00 per acre. After discussion it was decided to table until next meeting. Discussion on sewer charge for mobil park homes. Moved by 754 January 28, 1970 (continued) Director Knauft, seconded by Director Hastings carried unanimously to set the sanitation maintenance charge at .50 per unit or mobil home space the same as residential and apartments. General Manager Shook stated that according to the Agreement with Brea on Tract 4547 we had until March to sell the Hersey meters back to Brea and install meters of same type as used in the District. Moved by Director Knauft, seconded by Director Clodt that the meters be replaced and sold to Brea according to the agreement, motion carried unanimously. Ralph Shook reported that he had contacted Edison and written letters requesting the easement for the east side water line from Yorba Linda Blvd. north, he felt sure the request would be granted. The width had been reduced from 15' to 10' and a six month relocation clause added to the original request. Rodger Howell reported on acquisition of easement from Yorba Linda Blvd., south through Kraemer property . He had met with the attorneys for Kraemer family and asked for right of entry im- mediately with easement and agreement to be drawn up later. They had asked for the same commitment for the Upper Kraemer Ranch as the Schmid Development had received. Discussion, alternative would be to condemn and pay for the easement. Moved by Director Wagner, seconded by Director Hastings carried unanimously as follows: District would agree that in consideration for receiving without cost the necessary easements and right of entry for construction of the East water line that the Upper Kraemer Ranch may have the same water supply as the Schmid Dev- elopment, that the Upper Kraemer Ranch will request concurrent annexation to the District and City and will not oppose annex- ation to the District and City, District and City will agree to not complete the annexation until'sale or development of area in question; there will be a three year limitation on the avail- ability of the water service contract covering approximately 1200 acres. East side transmission line bid opening at 11:22 a.m. January 28,1970. First Bid - G.R. McKerkey Inc. of South Laguna $69,550.95 Second Bid - Bejac Const. Co. of Atwood 685000.00 Engineers estimate about $85,000.00. Moved by Director Hastings seconded by Director Clodt carried unanimously that the lowest responsible bidder be awarded the contract and authorizing proper officers to sign necessary documents. Job 562 and S-569 , A and D Construction, money received agree- ments ready for execution. 755 January 28, 1970 (continued) American Hospital Management Corporation Job and S 593 0 staff recommendations, and exhibits reviewed. Moved byDirector Clodt seconded by Director Hastings carried unanimously approving staff recommendations for both sewer and water for job 593, authorizing proper officers to sign necessary documents. General Manager and staff recommendation - replacement of old existing lines on Prospect with a new low, job 598 and the old existing line on Rose Drive with new 121, job 599 in conjunction with the job 593 but at District expense. Moved by Director Hastings, seconded by Director Clodt to approve the replacement of lines in Prospect and Rose as per staff recommendations, motion carried unanimously, approximate cost to District of $15,000.00. Moved byDirector Knauft seconded by Director Hastings carried unanimously to approve for payment the audited bills for $47,154.29 and refunds for $62.64 on checks 16321 ahrough 16367. Moved byDirector Knauft, seconded by Director Wagner carried unanimously all directors are hereby authorized to leave the State of California for either business ov personal reasons between now and the next regular meeting of the Board of Directors. Job 594 Schmid Development Tract 7136 - moved by Director Knauft seconded by Director Hastings authorizing the execution of the Agreement with Yorba Linda County Water District and Schmid Development after attorney approves the final draft. Motion carried unanimously. General Manager reported the orange County Water Association Tour would be from 3/17 to 3/21/70. Moved by Director Hastings, seconded by Director Clodt carried unanimously that General Manager apply for six reservations. General Manager Shook reported: 1. Orange County Sanitation District had reported excessive oil in sewer - tracted back to Tennaco Oil. 2. Meter prices to go up March 31 - order for needed meters will be made before that time.
