HomeMy WebLinkAbout1970-05-13 - Board of Directors Meeting Minutes771 May 13, 1970 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. in the offices of the District on May 13, 1970. Directors present and answering the roll: McGuire, Hastings, Clodt and Knauft. Director Wagner absent. H. Rodger Howell, attorney for.the District was also present. Moved byDirector Hastings, seconded by Director Clodt carried unanimously to approve the minutes of April 6, 8 and 22, 1970 as mailed. General Manager Shook read a letter from the Auditor Controller's office dated May 1, 1970 regarding the auditing in June of the District books. Moved by Director Clodt seconded by Director Hastings carried unanimously authorizing the firm of Diehl and Evans C.P.A.'s to condut the annual audit of the District books in June and to notify the Auditor-Controller of this Board action. General Manager read a'°-letter from the Health Department re- garding the water sampoloing program and a request to express the District opinion of how it should be continued. Discussion, moved by Director Knauft seconded by Director Hastings that the District express to the Health Department their desire to continue with the present program, that is, health department' taking the samples and doing the lab work with no cost to the District. Motion carried unanimously. Job 610 - Art Anderson on Morse Avenue - Exhibits and application reviewed. Moved by Director Clodt, seconded byDirector Knauft that staff recommendations be approved. Motion carried unanim- ously. Job 611 - Robert Gisler on Lakeview- Exhibits and application reviewed, for both water and sewer. Moved by Director Clodt seconded by Director Knauft carried unanimously to approve staff recommendations. Job 612 - Ray F. Mullen an Buena Vista - Exhibits and application reviewed. Moved by Director Clodt seconded by Director Hastings carried unanimously toapprove staff recommendations for water service. Job S-28-980 - Clifford Donovan at 5822 Lakehaven Way - Exhibits examined. Moved by Director Clodt seconded by Director Hastings carried unanimously to..approve staff recommendations for sewer service. Job 613 - Fee Ana Avenue - District job - Exhibits and material reviewed, install valves and cross on the 16" line at District expense. Moved byDirector Hastings, seconded by Director Knauft carried unanimously to approve staff recommendations. 772 May 13, 1970 (continued) Job S-14-1112 - Don~Hobbs on Avolinda - Exhibits and application reviewed. Moved by Director Hastings, seconded by Director Clodt carried unanimously to approve staff recommendations. General Manager Shook presented the bids on auto that were opened on May 12, 1970. Barton Chevrolet low bidder at $2905.15. Moved by Director Knauft, seconded by Director Hastings carried,to approve the purchase of the auto from Barton Chevrolet. One no vote. Discussion regarding the disposal of the used vehicle, decision to have a drawing among the interested employees6 And it will be sold at the trade-in value. ' Mr. Shook announced he had been invited to go on the So. Counties Gas Company tour. Moved by Director Clodt, seconded by Director Hastings carried unanimously to grant permission for Mr. Shook to attend the tour from May 15 May 16. Moved by Director Knauft seconded by Director Hastings carried unanimously to approve for payment the bills in the amount of $112,239.26 and refunds $1381.77 on checks # 16864 - 16979. Upon motion by Director Knauft seconded by Director Hastings and unanimously carried, all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Discussion regardirg service pins. Opinion expressed - they should be given at 5 yearintervals starting with the 5th year. Suggested also that a retirement party be planned for Todd Thomas and that Valdo Y. Smith be given a pin also in that it was started after he had retired. General Manager reported that in the construction of OST - 1 it had been determined that one of the manholes in Tract 2347 within an easement had a barn built over it, and asked the attorney the legal irpplications. Advised by legal counsel to write a letter to the home owner and so advise him of the in- fringement on our easement but to hand deliver the letter along with a sketch of the easement and explain the District position. S-569 Grandview Mt. View Sewer Trunk - plans completed by Clarence Hall and approved by Keith and Associates. Moved by Director Hastings seconded by Director Knauft carried un- animously to authorize the offering of the construction for bids.. Sam Peterson of Keith and Associates made a progress report on the S-579 OST-1 unit 2 with a revised cost estimate of $111,000. Recommendation that plans would be ready for approval on May 22, 1970. 773 May 13, 1970 (continued) Hearing at LAFCO on Detachment 69-1 at 2:00 p.m. on May 13, 1970. Discussion directed staff recommendations be approved. Moved by Director Hastings seconded by Director Knauft that Resolution No. 192 entitled RESOLUTION OF THE YORBA LINDA COUNTY WATER DISTRICT CONCERNING PROPOSED DETACHMENT 69-1, be adopted. Roll call vote: Ayes, Clodt, McGuire, Hastings and Knauft. Noes, none. Absetn, Wagner. Approved and adoptedMay 13, 1970. Moved by Director Hastings, seconded by Director Knuaft that RESOLUTION NO. 193 entitled A RESOLUTION OF YORBA LINDA COUNTY WATER DISTRICT CONCERNING DETACHMENT NO. 70-1, be adopted. Roll call vote: Ayes, Clodt, McGuire, Hastings and Knauft. Noes, none. Absent, Wagner. Approved and adopted May 13, 1970. General Manager Shook reported: 1. Received inquiry for water service at Rose and Linda Vista. 2. The insurance company eng- ineers had made a preliminary inspection and survey for Boiler and Machinery Insurance coverage. We should have quotations in a couple of weeks. 3. MWD water bing used at a rate of 3 2 c . f . s . from connection OC-51. 4. Completed a meter set on Roy Hale Est. 5. Southern Counties Gas regarding engine. 6. Given Ray Metzger the material on our application for a grant from the Fed. Govt (HUD) re sewer trunks. 7. Topo maps of the Kraemer property in- quiry referred to Roy Knauft for checking on. 8. Trying out an Electric pavement breaker to replace existing pnumatic breaker.
