HomeMy WebLinkAbout1970-06-10 - Board of Directors Meeting Minutes776 June 10, 1970 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by P.resident McGuire at 8:30 a.m. June 10, 1970 in the offices of the District. Directors present and answering the roll: McGuire, Hastings, Wagner, Clodt and Knauft. Also present: attorney for the District Rodger Howell, DuWayne Lidke, engineer James Montgomery, and Darrel Dalton, City Administrator. Minutes of May 13 and 27 were approved as corrected on a motion by Director Hastings, seconded by Director Knauft. Motion carried unanimously. General Manager read a notice from Orange County Water District re- garding the meeting of California Water Resources Association on June 11 and 12 at Saddleback Inn, reservations to be made for three directors for Friday noon luncheon. General Manager Shook reported the M.W.D. of Orange County had advised that M.W.D. had revised their Resolution 7260 water re- gulation and waived the calling time for changes in flow. Also reported that a new agricultural certification process was being worked on.. Legislative Report # 8 from IDA received and filed. Reported IDA offered a low cost life insurance (term) for any interested employee or director and information would be forwarded to the District employees. Two verbal quotes from Pete Falkins on the Boiler and Machinery Insurance: $2407 annual premium with $300 deductable and $2398 with $250 deductable. Further checking to be done and Mr. Falkins to present the proposal at the next Board meeting. General Manager reported on the break,at Casa Loma and Imperial Highway, of an 81" line, with a loss of 1 k million gallons of water. Reported to our insurance to see if our liability policy will cover the damage to new Imperial Highway paving, estimated cost of repaving about $6000.00. Report on OST-1 Unit 2 - all easements written and mailed. As soon as easements have been returnedpexecuted by the District, can be advertised for bids. Target date for award of contract set at July 8, 1970. Crossing at Yorba Linda Blvd. and Avocado to be ruled on by City Council Monday June 15, we will then know if we can trench or bore. General Manager Shook reported on his meeting with Mr. Dahl and member of Orange County Water District Staff, and Beverly-Glenwood regarding Annexation 70-2. OCWD had agreed to exclude the Backs property and all public parks from the total acreage figure. Suggested that the District advance the annexation fee for the 777 June 10, 1970 ( continued ) adjusted acreage at $25.00 per acre and then deduct from any re- funds to Bev.erly-Glenwood. Discussion moved by Director Hastings seconded by Director Clodt carried unanimously authorizing the payment of the annexation fee of $25.00 per acre if Beverly- Glenwood would agree in writing the money advanced for the acreage annexation fee be paid back to the District before any pay back is made to the Developer. DuWayne Lidke pointed out various locations for the reservoir site that had been selected but stated that it was very necessary to have the aerial survey before they could go ahead. Roy Knauft to talk to Gil Kraemer during the week and report back on his progress. Jim Kerfoot reported on the liability insurance regarding the break at Casa Loma and Imperial Highway. Some discussion on the budget for the new year. S-29-1006 Mr. Berry - moved by Director Hastings, seconded by Director Clodt to approve the application and transfer the cost of the application to Job 5-526 as the cost of acquiring an ease- ment across Mr. Berry's property. Motion carried unanimously.. S-7-420 Baker on 17681 Brooklyn, moved by Director Clodt, se- conded byDirector Hastings approving staff recommendations, motion carried unanimously. S-23-1604 Warren Dailey at 18961 Montecito. Drive moved by Director Clodt seconded by Director Wagner carried unanimously to approve staff recommendations. Moved by Director Clodt seconded by Director Hastings carried unanimously to approve for payment bills in the amount of $26,631.46 and refunds $4349.85 on checks # 14026 through 14131 Moved by Director Hastings, seconded by Director Clodt carried unanimously all directors are hereby authorized to leave the State of California for either business or personal reason be- tween now and the next regular meeting. of the Board of Directors.
