PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 2. The next regular meeting of the Public Information-Technology Committee will be held October 6, 2009 at 4:00 p.m. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available for public inspection in the lobby of the District's business office located at 1717 E. The first version of the Summer 2009 newsletter was brought to the Committee for comments on August 4, 2009, however, staff concluded that a slight redesign was necessary prior to official comments from the Committee. DISCUSSION: Version 2 of the Summer 2009 newsletter includes all staff changes. Any changes by the Committee can be included prior to going to print. YLWD_Summer2009_Rev3.pdf .ustomer Newsletter Summer 2009 Version 2 Backup Material f') 1er Z-n Summer 2009 Over the last 8 months, we at the Yorba Linda Water District have been faced with several challenges including continuing drought conditions, dwindling allocations from our wholesaler, and increasing costs of water. These challenges have brought us all to a point where there is a significant need for a culture change in our community's thoughts toward water conservation. These days, practices such as switching to water efficient appliances & fixtures, and turning off the tap while you brush your teeth (just to name a couple), are no longer just a good idea. They are vital elements in an overall conservation effort that can help ensure that the community will continue to have an affordable and reliable water supply. The importance of water conservation in these difficult times has led to the development of a conservation ordinance focused on the reduction of water waste, which was put into effect on July 1 st 2009. We at the District have always considered water a precious resource, and it continues to get more precious every day. It is our hope that all of our customers will do their part to conserve, and help keep the water flowing. Kenneth R.Vecchiarclli General Manager On Thursday, September -10th, 2009 at 6:30 P.M., the Yorba Linda Water District conducted a scheduled public hearing to consider modifying and increasing rates for water service. At the hearing, the Board of Directors considered written objections and protests to the proposed changes. Such protests were mailed or delivered in person to the attention of the Board Secretary at Yorba Linda Water District, P.O. Box 309, Yorba Linda, CA 92885-0309 The rate adjustments were proposed due to the increasing costs of operating, maintaining, and replacing the District's water system, and the increasing costs of purchasing and delivering safe and reliable water service to the community. Additionally, the proposed rate increase encourages water users to conserve valuable water resources. The District's water suppliers, in addition to raising their rates significantly, have limited the amount of water that we can purchase at the wholesale prices. These changes require all of us to conserve water to avoid penalties of three and five times the cost of water to the District as a whole. The hearing considered both a fixed and a tiered water rate structure for single - family residential customers. W Highland Reservoir Replacement Project Two temporary steel reservoir tanks are in place at the construction site to hold the Highland water while the new 6 million gallon reservoir is constructed. Construction is expected to be completed by September 2010. Zone Reconfiguration Project Construction is under way for the Zone Reconfiguration Project, designed to improve water pressure to nearly 800 homes in areas north and south of Yorba Linda Blvd, between Village Center Drive and Via del Aqua. A map of the exact areas affected is available at www.ylwd.com. Completion of construction is estimated by December 2009. Hidden Hills Reservoir Project The heavy excavation work for the access road and the reservoir site has been completed, and work has begun on pipelines and the substructure for the reservoir. GA ®Yorba Linda Water District In the brief time that the Stage 2 Alert has been in effect, we have already seen more than a 10% reduction in usage. We would like to thank our customers for their continuing conservation efforts. If everyone continues to conserve, it is our hope that we can eventually lower the Conservation Alert status to Stage 1 .
