July 22, 1970
The adjourned meeting of the xorba Linda County Water District
was called to order at 8:30 a`.m'. on July 22, 1970 in the offices
of the District by President McGuire. Directors present and an-
swering the roll: McGuire, Clodt,'Hastings, Wagner and Knauft.
H. Rodger Nowell of Rutan and Tucker and Attorney for the District
was also present.
James W. Kerfoot was appointed recording secretary in the absence
of Jean Mathews, District secretary.
Job S-15-190 - Dale Cannon - 4902 Valencia Avenue; exhibits and
application reviewed. Moved by Director Clodt, seconded by
Director Hastings and carried unanimously to approve staff re-
commendations.
Job and 5-617 Valley View Avenue - exhibits and application re-
viewed. Moved by Director Wagner, seconded by Director Hastings
and carried unanimously to approve staff recommendations.
Job S-14-1665 - Don Coons - 4731 Main Street; exhibits and
application reviewed. Moved by Director Hastings seconded by
Director Knauft and carried unanimously to approve staff re-
commendations.
Job S-7-459 - Luis Castaneda - 4181 Casa Loma; exhibits and
application reviewed. Moved by Director Clodt, seconded by
Director Hastings and carried unanimously to approve staff
recommendations.
Manager Ralph Shook read a communication from Irrigation Districts
Association and quiried the Board concerning an I.D.A. question-
aire concerning I.D.A. conventions.
Manager Ralph Shook presented the Orange County Water District
Pump Tax Report for the first six months of 1970 and the history
of past payments. A total of $537,149.41 has been paid to Orange
County Water District over the history of the program.
City Manager Darrel Dalton came into the meeting at 9:00 a.m.
He announced the possibility of a city annexation in the Country
Club area. He left the meeting at 9:':45 a.m.
Manager Ralph Shook reported on Detachments 70-2 and 70-3 and
announced that he and Attorney Roger Howell were attending a
Local Agency Formation Committee hearing at 2:00 p.m. July 22
to contest the above referenced detachment. Also he announced
the initial proceedings to comply with LAFCO on detachments 69-1
and 70-1.
Moved by Director Hastings and seconded by Director Knauft that
Resolution No. 195 be adopted setting August 26, 1970 at 10:00
a.m. in the offices of the District as the hearing date, time
and place for Detachment 69-1. Roll call vote: Ayes, McGuire,
Hastings, Clodt, Wagner and Knauft. Noes, none, Absent, none.

Moved by Director Hastings and seconded by Director Knauft
that Resolution No. 196 be adopted setting August 26, 1970 at
10:00 a.m. in the offices of the District as the hearing date,
time and place for Detachments 70-1. Roll call vote: Ayes;
McGuire, Hastings, Clodt, Wagner and Knauft. Noes, none. Absent
none.
James Kerfoot presented the 1970 - 1971 Fiscal Year Budget.
Moved by Director Wagner, seconded by Director Clodt to adopt
the budget as presented. Carried unanimously.
Moved by Director Knauft seconded by Director Wagner and carried
unanimously to transfer $350,000 from surplus of the General Fund
to a reserve account in the General Fund for District Capital
Outlay.
Moved by Director Knauft and seconded by Director Clodt to increase
the sewer maintenance and operation ch r to seventy five (75) cents
per month effective September 1, 1970,~~CR4198 unanimously.
Moved by Director Knauft and seconded by Director Wagner to
approve payment of bills in the amount of $124,081.24 and refunds
in the amount of $162.66 on checks No. 14289 through check No.
14348.
Moved by Director Knauft, seconded by Director Hastings and
carried unanimously that all Directors are hereby authorized to
leave the State of California for either business or personal
reasons between now and the next regular meeting of the Board of
Directors.
Moved by Director Clodt, seconded by Director Hastings and
carried to increase the salaries by five (5) percent for Ralph
Shook, Jean Mathews and James Kerfoot, all effective as of
July 1, 1970.
August Director assignments are: City Planning Commission
August 12, Knauft; August 26, Clodt and City Council - August 3,
Hastings; August 17, McGuire.
Moved by Director Knauft, seconded by Director Hastings and
carried unanimously to adjourn. J
