HomeMy WebLinkAbout1970-12-09 - Board of Directors Meeting Minutes810 December 9, 1970 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President McGuire at 8:30 a.m. December 9, 1970 in the offices of the District. Directors present and answering the roll: McGuire, Wagner, Hastings Clodt and Knauft. DuWayne Lidke of James Montgomery and Rodger Howell of Rutan and Tucker were also present. Moved by Director Wagner, seconded by Director Hastings carried unanimously to approve the minutes as corrected for November 10 -ard the minutes for November 25th as mailed. Ralph Shook, General Manager announced the annual meeting of the California Mutual Water Company Association and Southern California Water Company Association on December 17th, health and retirement insurance to be discussed. Ralph and Jim Kerfoot to attend. Annual premium to be paid on the Northwestern National Life Ins- urance and Retirement. Jim Kerfoot came into the meeting and the retirement insurance plan discussed. Board asked.that Jim get. in touch with other companies and give more study to our preset plan or the possibility of a new plan. Mr. McGuire planned to attend the December 17th meeting in Corona also. General Manager read a letter from the attorneys in the Concrete Box Case which recommended not participating unless purchases were over $50,000.00 in the last ten years. Moved by Director Knauft seconded by Director Wagner to receive and'file the infor- mation. Rodger Howell reported that he had talked with Ted Adsit and the letter.- from Kraemers in which they would reaffirm their intention to annex to the District, had to be signed by the two boards which make up the two Kraemer Ranch Corporations, but we should have the letter by the end of the month. DuWayne Lidke had an aerial map that had been sent to him by the Kraemers, upon which he had shown several locations for the reservoir site that would be desireable from the District stand- point. He felt it should be either a-3 or 5 million gallon re- servoir and his feeling was that a 5 million gallon reservoir would be best economically. District should also have a transmission line from MWD on Valley View. Recommended that reservoir first with preliminary planning of the transmission line, probably a 30" one. Discussion. Moved by Director Wagner, seconded by Director Knauft that we proceed with negotiations on the acquisition of the reservoir site, trying to go along with Kraemer's desires and be as reasonable as possible. Motion carried unanimously. President McGuire Presented Resolution No. 204 a plaque to Merwin Wagner, former president of the Board of Directors.' 811 December 9, 1970 (continued) Job 5-29-1050 Clemmer-5861 Kellogg - exhibits and application re- viewed, moved by Director Hastings seconded by Director Clodt carried unanimously to approve staff recommendations. Moved by Director Hastings, seconded by Director Clodt carried unanimously to approve for payment the audited bills and refunds in the amount of $26,911.°63 on checks 17029 through 17113. Moved by Director Clodt seconded by Director Knauft carried un- animously, all directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Ralph Shook reported on IDA Friday meeting he had attended on Special Districts. Personnel Manual Rule 15 Holidays to be amended. Discussion moved by Director Knauft seconded by Director Hastings to adopt Resolution No. 205 an ammendment to Personnel Manual as follows: Rule 15. Holidays Section 15.0 - The following days shall be re- cognized as holidays; and regular, full-time employees in the classified service, with the exception of employees in those job classes listed in Section 15.3, shall have these holidays off with pay; (a) January 1st, New Year's Day. (b) The third Monday in February, Washin ton's Birthday. (c) The last Monday in May, Memorial Day. (d~ July 4th Independence Day. (e) First Monday in September, Labor Day. (f) Fourth Monday in October, Veteran's Day. (g) December 25th Christmas Day. (h) Every day appointed by the President or Governor for a public fast, thanksgiving or holiday. The Friday following the Thursday appointed as Thanksgiving Day shall also be cd ebrated as a holiday. (i) Good Friday from 12 noon. Section 15.1 The General Manager , the Secretary and the Auditor shall also be given the above holidays off with pay. Section 15.2 In the event that any of the above holidays fall on an employee's scheduled day off, the following scheduled work day will be ob- served in lieu of the holiday unless another day is designated by the General Manager. Section 15.3 Certain designated employees may be required to work on any of theabove holidays or days ob- served in lieu of those holidays. Any employee required to work on any of the above holidays shall receive additional compensation equivalent to one and one-half times his regular rate of pay, or have the option of taking time off (not to exceed an accumulation of forty (40) hours in lieu of pay - see Section 6.03). Any employee required to work on any day observed in lieu of any of the above holidays shall receive additional compensation equivalent to his regular rate of pay. Employees in the job classes listed in Section 6.04 shall be exempt from the provisions of this Section. Section 15.4 Any holidays falling on a Saturday or Sunday may be taken at a time designated by action of the General Manager or the Board of Directors, Section 15.5 In order to be eligible for holiday pay, an employee must be either at work or on paid leave of absence on the regularly scheduled work day immediately preceding the holiday or day observed in lieu of the holiday and the regularly scheduled work day immediately following the holiday or day observed 812 December 9, 1970 (continued) in lieu of the holiday. No employee who is on suspension or unpaid leave of absence on either the regularly scheduled work day immediately preceding or immediately following the holiday or day observed in lieu of the holiday is eligible for holiday pay. Adopted this 9th day of December, 1970 by the following called vote: Ayes: Wagner, Knauft, Hastings, Clodt and McGuire.
