April 16, 1969
The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Wagner at
8:30 a.m, April 16, 1969 in the offices of theDistrict. Directors
present and answering the roll: Wagner, Clodt, Hastings and McGuire.
Director Knauft absent. Rodger Howell, attorney for the District
was also present. Darrel Dalton, Yorba Linda City Manager and Val
Lucas, Yorba Linda Star reporter were also present. President
Wagner turned the meeting over to General Manager Shook.
The Sewer Assessment District inofrmation meeting of April 15 was
discussed. Attorney Howell said he felt there were several things
that could be done to determine how many people were actually
against the sewer program and how many were in favor of the sewer
program. A post card poll of all three districts, an informal
protest hearing before the start of the Assessment District instead
of after the assessment was spread. If the Board decided to go
ahead to start the construction on C and C-1 first and leave District
B until last.
Mr. Bigogner , Milo Keith and Jim Erickson came into the meeting
at this time.
Discussion. Moved by Director Clodt, seconded by Director McGuire
carried unanimously to send out a double postcard to all'unsewered
property owners within District C, C-1 and B, with a short message
explaining why the card was.being sent with a place for them to
checkfor, against, undecided, with a definate date to be returned
by.
Register reporter Jim Brock came into the meeting at this time.
General Manager Shook read a letter from Tennaco Oil inviting the
District to attend and also contribute money to their golf tournment.
District a public agency not permitted to contribute to anything
like this. Letter to be answered stating, above.
General Manager read a letter from Mrs. Potter dared 4/9/69 regarding
serer assessment district listing her reasons for being against it.
A letter fro.-,n Robert M. Kennedy dated 4/11/69 requested that he be
excluded from the District.
Moved by Director Clodt and seconded by Director McGuire, carried
unanimously to receive and file Mr. Kennedy's request for exclusion.
Local Agency Formation Commission notice of hearing 4/23/69 on
the Harbor District. Received and filed, on a motion made by Director
Hastings, seconded by Director McGuire carried unanimously.
Letter from City of Yorba. Linda on C.U.P. 69-3 Friends Church on
Lakeview south of freeway, former permit had expired. Moved by
Director McGuire, seconded by Director Hastings carried unanimously
to send a letter to the City recommending that the sewers be re-
quired and in any event require a. deposit to insure connection at

a later date when sewers were available.
General Manager presented a request from Fred Johnson on Rose
Drive property to prepay the acreage service charges on the 6.698
acres in Area A. Moved by Director Hastings, seconded by Director
C1odt carried.unannimously approving Mr. Johnson's request to pre-
pay the sewer service acreage charges.
Job 557 - Yorba. Linda. Church of Christ on Eureka, moved by
Director McGuire, seconded by Director Hastings carried unanimously
to approve staff recommendations for water on Job 557. Sewer not
requested by applicant.
Moved by Director Hastings, seconded by Director C1odt carried
unanimously to approve for payment audited bills in the amount
of $18,657.46 on,.checks 13241 through 13344.
Moved byDirector Clodt, seconded by Director McGuire carried un-
anomously all Directors are hereby authorized to leave the State of
California for either business or personal reasons between now and
the next regular meeting of the Board of Directors.
Meeting all set for April 21, 1969 with Mr. Howell, Mr. Baker and
Mr. Hastings, Mr. McGuire and Mr. Shook.
Moved by Director McGuire, seconded by Director C1odt carried un-
animously to adjourn to April 30, 1969.
