HomeMy WebLinkAbout1969-11-12 - Board of Directors Meeting Minutes737 November 12, 1969 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Wagner at 8:30 a.m. in the offices of the District on November 12, 1969. Directors present and answering the roll: Mr. Wagner, Mr. Clodt, Mr. Hastings, Mr. McGuire and Mr. Knauft. H. Rodger Howell attorney for the District was also present. Movedby Director Hastings seconded by Director McGuire carried unanimously to approve as mailed the minutes for October 8 and October 22, 1969. President Wagner turned the meeting over to General Manager Shook. Mr. Shook read a letter from Yorba Linda Service League thanking the District for their participation in the Fiesta Days parade October 25, 1969. Announcement - County Sanitation District of Orange County Board meeting November 12 at 7:30 p.m. - hearing on industrial sewer ordin - ance on agenda. General Manager to.attend. Name change for orange County Municipal Water District to Municipal Water District of Orange County, same address. Letter from City of Placentia asking permission to extend a siphon at their park site along Carbon Creek north of Palm Avenue, sub- ject to our inspection and as per pre submitted plans, at Placentia expense. Moved by Director McGuire, seconded by Director Knauft to approve the Placentia request if there is no expense to District. Carried unanimously. Mr. Shook read a letter from D. Whipple asking for some relief from a high water bill caused by a leak in her service line-Discussion. Moved by Director Knauft seconded by Director Clodt that the bill be refigured at the current irrigation rate and a letter written suggesting the change of l 211 meter to 1" meter and a new service line, the credit due to change in size of meter to be applied to- wards her account. Motion carried unanimously. DuWayne Lidke came into the meeting at this time for discussion on job 542, Lakeview Avenue extension. Report from James Montgomery Consulting Engineers read and discussed. Moved by Director Hastings seconded by Director McGuire to approve the Lakeview main extension as outlined on preliminiary plans and contact the County with a formal request to be included in their plans. Motion carried un- animously. Moved by Director Hastings, seconded by Director McGuire to engage James Montgomery Consulting Engineers to prepare the final design and contract documents ready to go to bid and approve the execution of said doa ments. Motion carried unanimously. r.11 738 November 12, 1969 (continued) Job 589 - discussion regarding east area of District and source of supply. The line on Oriente between Ohio and Palm and a line on Via Del C abillo both needed to assist in the improving of service to the East. Moved by Director McGuire, seconded by Directotings carried unanimously to replace 1330 feet of old 810 =4 `line on Oriente between Palm and Ohio with 12 inch A.C. and about 680 feet of line on Via Del Cabillo, size to be. determined later, at District expense. Job 564 - Received three bids and through earlier contact with the Directors, General Manager had let this construction for job 564 to Sare"Is Pipeline. Moved by Director McGuire seconded by Director Hastings carried unanimously ratifying the action of the General Manager and approving execution of the Contract documents. The Orange County Water Association Christmas Party December 19. Moved by Director Clodt, seconded by Director Knauft authorizing key employees attendance at District expense at the Christmas Party, included in this motion the authorization for.the usual District employee's Christmas party and a turkey for each employee. Motion carried unanimously. S-531 Gordon Builders request by letter to refund the unexpended funds on deposit because the job has been abandoned. Moved by Director McGuire, seconded by Director Knauft carried unanimously to refund all unexpended money on Job S-531 to Gordon Builders and void the application. Jim Kerfoot, auditor came into the meeting at this time regard- ing the depreciation schedule on meters and the refunds to customers on these meters even though the rules and regulations states the meter belongs to.the District. Discussion. Tabled re- ferred back to staff for further. study. Job 523 Lakeview - lowering.of a line on the basis of cost to do this work less $500.00 to.be paid by District. Cost had run con- siderably over estimate due to-difficult terrian and depth. Moved by Director Hastings seconded by Director Knauft approving auditors recommendation, take the extra cost from reserves for future construction and change the original application, carried unanimously. Salary review - request that President Wagner appoint a personnel salary committee to meet with Mr. Kerfoot. President Wagner appoint- ed Ralph McGuire and Roy Knauft to meet Wednesday Nov. 12 at 2:00 p.m. S-22-550 Alvin Marshburn 18462 Yorba Linda Blvd. Moved by Director Clodt seconded by Director Knauft carried unanimously approving staff recommendations. Job 191A - Methodist Church second phase of original application, installation of a fire hydrant on Yorba Linda Blvd. Moved by 739 November 12, 1969 ( continued ) Director McGuire seconded by Director Knauft carried unanimously to approve staff recommendations. Job 588 Mrs. Herman Walker on Jefferson - water well failure, request for a single domestic water service. Moved by Director McGuire, seconded by Director Knauft carried unanimously to approve staff recommendations for water to job 588. Moved by Director McGuire seconded by Director Clodt authorizing payment of audited bills in the amount of $24,725.46 and refunds $5,261.06 on checks numbered 15918 through 16000 and 15801 through 15832. Motion carried unanimously. Moved by Director Knauft seconded by Director Clodt carried un- animously all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. Meeting of November 26 Planning Commission Rex Hastings instead of Fred Clodt. Ralph Shook reported: 1. Meeting with Bonner Development re apartments on Iinda Vista and Yorba Linda Blvd. 2. The 4273 feet of used 12" pipe bought for a negotiated figure of $2700. 3. Negotiations to trade our Shield Banham Crane even for a Cleveland Model 65 trencher delivery to District included. Moved by Director McGuire seconded by Director Hastings approving Managers recommendation. 4. Ray Vincent had been in and read the preliminary report from Montgomery on facilities to the East. 5. Bill Stuckey had suggested the District contact Wiggins, noth;-.ing more to report. 6. Badger Meter Company entering into the next portion of their meter monitering program, asked to set meters in tandem to test accuracy. 7. Anotner record month in October $48,629.76 in water.sales. 8 Cal. Mutual Water Assoc., executive session on C.P.S. and health insurance here at District offices Monday November 17 at 2:30 p.m. 9. Contacted Shell re easement , will meet with them next week. 10. Gas company testing lines on Orangethorpe.
