HomeMy WebLinkAbout1968-01-24 - Board of Directors Meeting Minutes607 January 24, 1968 The adjourned meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Wagner at 8:30 a.m. January 24, 1968. Directors present and answering the roll: Mr. Wagner, Mr. Clodt, Mr. Hastings, Mr. McGuire and Mr. Knauf t. Mr. Wagner then turned the meeting over to the General Manager Mr. Shook. Mr. Shook read a letter from Title Insurance and Trust Company regarding the policy of Title Insurance on the Etchandy well site in Block 36. A communication from Orange County Municipal WaterDistrict dated January 18, 1968 stated that Mr. Maddox had resigned as general Manager but still remained in a consultant's capacity. Mr. David Boyle had replaced Mr. Maddox as General Manager. Announcement of the I.D.A. spring convention in San Francisco from March 19 through 22. Reservations required prior to March lst. Discussion regarding the rate increase for March 1, 1968. General Manager gave each Director the proposed letter to be sent regarding the rate increase. Moved by Director Clodt, seconded by Director Hastings to adopt Resolution #165 entitled "Water Rates Effective March 1, 1968. RESOLUTION # 165 Dear Consumer: Water Rates Effective March 1, 1968 Your Board of Directors have been considering for monthsthe problem of what to do with ever increasing costs of water, labor and materials.. There has been no adjustment of rates since August 1, 1964, since then the cost of Metropolitan Water District water has increase&30% and the pump tax has increasedl8.5%. Your Board is striving to give you the best water service at the lowest possible cost. We can no longer absorb these increases and meet our obligations to maintain your District in a condition to meet your growing water needs. On January 24, 1968 the Board of Directors of the Yorba Linda County Water District amended the Rules and Regulations of the District, establishing the water rates effective with the March meter readings and billings as follows: Section 3.5A-Demand Service 1. Domestic and Commercial First 800 cu. ft. per month 3.50 All over 800 cu.ft. per month 0.12 per 100 cu.ft. 2. Irrigation All water @ $0.113 per 100 cu.ft.(approximately 49.22 per Ac.Ft. or approximately 00.0814 per hour inch) 608 January 24, 1968 (continued) 3. Combination Domestic and Irrigation First 800 cu. ft. per month 3.50 Next 1900 cu. ft. per month 0.12 per 00 cu.ft. All over 2700 cu. ft. per month 0.113 per 100 cu.ft. Combination-this rate will be applicable to domestic and irrigation services where the first use of the water used is for the comziErcial production of agricultural, horticultural, or floricultural crops or for pasture grown for commercial purposes. This type of service can only be supplied to individual consumers who have not less than one acre of ground planted to the above use. This service shall be permitted only for those services that presently receive water at the combination rate. The combination rate shall not be applicable to any new service. 4. Minimum Charges Minimum charges per month for Demand Service shall be: 5/8" & 3/4" meter $3.50 1" meter 4.00 1 Z" meter 6.50 2" meter 9.50 3" meter 17.00 4" meter 30.00 6" meter 50.00 Section 3.5B-Booked Service or Irrigation Service No minimum charge. All water at $0.113 per 100 cu. ft. (or approximately $49.22 per acre foot or approximately $00.0814 per hour inch) At the direction of the Board I am mailing this information to you. This is an interim rate increase to cover the cost of operation, production and maintenance. The differential in the rate between irrigation and domestic water of $0.007 per 100 cu. ft. or $3.00 per acre foot is due to the differential placed in the Water Replenishment Assessment (pump tax) paid to the Orange County Water District by the Yorba Linda County Water District for irrigation and domestic water. Roll call vote: Ayes: Mr. Wagner, Mr. Clodt, Mr. Hastings, Mr. McGuire and Mr. Knauft. Noes: none Absent: none. General Manager Ralph Shook read the letter with the formal pro- posal from James Montgomery Consulting Engineers on the Master Plan Water. Total cost to be $6000.00 plus a rate study for $2500.00. Discussion, tabled for two months until things were more definate in the City Planning. 609 January 24 1968 ( continued) General Manager gave each Director a report on the pump tax as paid by theDistrict since 1954, a total of $385,385.40 in that many years has been paid to Orange County Water District in Pump Tax. Pump tax for this six month period $28,690.45. Sewer application 5-14-625 , Park Place Harold Lancaster pre- sented for Board approval. Moved by Director Hastings, seconded by Director Knauft carried unanimously to approve staff recommendations. Sewer application 10-140 for E.W. Beck on Rose Drive. Total cost to be $1022.08 as of this date, moved by Director Hastings seconded by Director McGuire carried unanimously to accept staff recommendations. Job 500, Charles 0. Mallett application written in 9/14/66 under old job # 470, Board approval at that time, has now been re- written reducing the amount paid on the fire hydrant to 1/8 instead of 1/4 the other 1/8 to be paid in the application which included Covington Bros and Charles Mallett. Moved by Director Clodt, seconded by Director Hastings to accept staff recommenda- tions. Job 470 Mallett andCovington for seven parcels total cost $3639.12. Moved by Director Hastings, seconded by Director McGuire carried unanimously to accept staff recommendations. Moved by Director McGuire, seconded by Dijector Hastings to approve for payment the audited bills in the amount of $46,139.48 and refunds in the amount of $858.51 on checks numbered 11265 through 11326. Moved by Director McGuire, seconded by Director Clodt that all Directors are hereby authorized to leave the State for either business or pleasure between this meeting and the next regular meeting of the Board of Directors. Motion carried unanimously. Ralph Shook, General Manager made the following report: 1. Darrell Spence regarding sewer on Orchard Drive extension. 2. Fred Carlton not interested in sewer main extension on Grandview at this time. 3.Covington may want to extend sewer still to be checked out. 4. Todd Thomas has-been out with and eye infection. S.Ernie Danker has decided to extend sewer to his property. 6.Howard Crooke had been in and discuesed his remaining Anaheim onion customers. Don Munger on Casa Loma and Peterson on Orange. Everything already set for Frederick on Van Buren. Others are Kraemer on Van Buren, Blattner Ranch on Jefferson and old Walker place on Morse and 20 ac, es on Morse and Jefferson on the south west corner.. Annexation o be studied on this parcel. District would pay annexation fees, user to pay for meter installation, under temporary surplus water for regular irrigation rate for irrigation only. This to be checked out by General Manager. 610 January 24, 1968 ( continued) 7. Leak in Reservoir # 2 had been reported by Dick McFadden, now de-watering reservoir in preparation for repair. Rodger HOwell reported that Brea had hired an engineering firm to study the situation and-he expected to have an early reply from Brea attorney regarding a settlement on Tract 4547. Fred Clodt suggested that Atwood was still County territory and might be a good addition to the District. Discussion.
