HomeMy WebLinkAbout1968-10-09 - Board of Directors Meeting Minutes655 October 9, 1968 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Wagner at 8:30 a.m. in the offices of the District on October 9, 1968. Directors present and answering the roll call were: Wagner, Hastings, Clodt, McGuire and Knauft. Also present was Rodger Howell, attorney for the District. Minutes of September 11 and 25 were approved as mailed on a motion by Director McGuire, seconded by Director Knauft. General Manager Shook read a letter from the Christian Science Society expressing appreciation for the use of the parking lot facilities. The Board was informed there is on file for their information a supplementary summary to Legislation compiled by IDA. Also a notice of an I.D.A. pre-convention management seminar on Tuesday December 3 at Disneyland, Mr. Shook planning to attend. A letter from the Public Utility Commission dated September 25, 1968, informing the District that they had received our letter requesting that the District be informed on any applications to serve in our area by other water utilities. The letter stated they would be unable to do this because of the great amount of work and time involved. Moved by Director McGuire, seconded by Director Knauft to adopt Resolution No. 168 opposing the Watson Amendment, said Resolution to be released to the news media, and service organizations, urging the public to vote against Proposition 9. RESOLUTION # 168 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT SUPPORTING PROPOSITION 1A AND OPPOSING PROPOSITION 9, COMMONLY KNOWN AS THE WATSON AMENDMENT Passed and adopted this 9th day of October, 1968 by the following called vote: Ayes, Wagner, Hastings, Clodt, McGuire and Knauft. Noes, none, Absent, none. Copies of Roger Howell's memo on Methods of financing of water and sewer were distributed to the Directors for Board's information, no action or discussion. Moved by Director Hastings, seconded by Director Knauft to adopt Resolution # 169 regarding sale of property to Library District. RESOLUTION # 169 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT REGARDING PROPERTY OF THE DISTRICT. 656 October 9, 1968 ( continued) Passed and adopted this 9th day of October by the following called vote: Ayes, Wagner, Hastings, Clodt, McGuire and Knauft. Noes, none. Absent, none. The Library Option Agreement and Purchase Agreement were reviewed. The Option Agreement, on a motion by Director Hastings, seconded by Director Knauft was approved as to form, to be submitted to Library for their execution and returned to the District for their execution. Motion carried unanimously. California Water Pollution Control Association meeting on October 195 1968 at 8:00 a.m., Herman Weck and Ralph Shook to attend. Annual meeting of this association to be held on May 7-10, 1969 at Anaheim. Rodger Howell announced an interesting and informative meeting- the Orange County Economic Development Conference on November 7, 1968 at the Convention Center at 8:30 with lunch.For all persons interested in growth of Orange County. Announced the California River Water Users Association meeting to be on December 12-13 at the Riveria Hotel. Mr. Ralph Shook asked for a Board ruling on a verbal request for relief on a high irrigation bill. The reason for the high bill, persons unknown had turned the irrigation meter on and it had run for approximately 2 weeks before it was detected. Discussion deferred action until more information, a written request for re- lief from the bill, also suggested that customer might have liability insurance to cover such vandelism. Job 497 - California Yearly Meeting of Friends Church on Lakeview Avenue, moved by Director McGuire and Director Knauft that the staff recommendations be approved and the the proper officers are authorized to execute the documents. Carried unanimously. Job 49 Tract 3758 on Casa Loma, 4 z acres, moved by Director Clodt, seconded by Director Knauft that staff recommendations be adopted for both water and sewer and the proper officers be authorized to execute the documents. Carried unanimously. 5-52-7085 J.P. Morrell, 16351 Yorba Linda Blvd. Moved by Director Hastings, seconded by Director Knauft carried unanimously staff recommendations be approved. Moved by Director McGuire, seconded by Director Knauft carried un- animously approving for payment the audited bills in the amount of $11,791.30 and audited refunds in the amount of $3483.37 on checks numbered 12389 - 12481. 657 October 9, 1968 (continued) Moved by Director Knauft, seconded by Director Hastings and un- animously carried, all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next meeting of the Board of Directors. General Manager Ralph Shook reported: 1. A sample of dry bacterial culture was under test in a section of sewer line to determine if it would help reduce the maintenance cost on the sewer lift station on Palm. 2. Another inquiry from Mr. Yorba regarding the sewer easement settlement and was again referred to Roger Howell. 3. Attended Planning Commission Sept. 25 with nothing to report. 4. Peter Falkins had made inquiry regarding the water service for Imperial Park, A larger meter and service would be required to handle the flows they desire. 5. Milo Keith still has not received the balance of the aerial maps. He will be here on October 23rd to report onprogress of the project to date. 6. Job 182 was being reactivated by a new developer. 7. The staff was reviewing-;the A.C. pipe contract as it is time to renew for a new year. 8. The Directors are invited for lunch on November 27 with Mr. Eldon Huffr4X'er and Don Newmeyer from Bank of America. 9. Mrs. Richardson had agreed to sign easement for sewer on Short Street, however the easement description had not been received from the engineer. 10. M.W.D. to shut down the lower feeder at end of this month to cut in the new portion of the Diemer Plant. 11. Getting a new usage study from T.T. fora rate study. 12. He and Mr. Weck had attended an interesting water controls forum Monday nite on tele- metering controls. 13. Summary reports on bacterial tests must be sent monthly to the State Department of Public Health starting with the October tests.
