OPEN SESSION PART I The Yorba Linda Water District Board of Directors will convene at 3:00 p.m. in the Boardroom at 1717 E Miraloma Ave, Placentia CA 92870. 2. CALL TO ORDER 3. ADDITIONS/DELETIONS TO THE AGENDA Items may be added to the agenda upon determination by a two-thirds vote of the Board, or a unanimous vote if only three Directors are present, that there is a need to take immediate action which came to the District's attention subsequent to the agenda being posted. (GC 54954.2(b)(2)) 5.1. AB 2449 Teleconference Requests 6. PUBLIC COMMENTS Any individual wishing to address the Board (or Committee) is requested to identify themselves and state the matter on which they wish to comment. If the matter is on the agenda, the Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on the agenda. Comments are limited to three minutes and must be related to matters of public interest within the jurisdiction of the Water District. (GC 54954.3) 7. CONSENT CALENDAR All items on the consent calendar are considered routine and may be approved by a single motion. There will be no discussion of these items unless a member of the Board, staff, or public requests separate consideration. 7.1. Purchase of Crane Truck Recommendation: That the Board of Directors authorize the General Manager to purchase a crane truck in the amount of $98,834.83. 8. RECESS 9. DISCUSSION ITEMS This portion of the agenda is for matters that cannot reasonably be expected to be concluded by action of the Board (or Committee) at the meeting, such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking advice and counsel. Time permitting, it is generally in the District's interest to discuss these more complex matters at one meeting and consider formal action at another meeting. Yorba Linda Water District AGENDA REPORT MEETING DATE: July 20, 2023 TO: Board of Directors FROM: Mark Toy, General Manager STAFF CONTACTS: John DeCriscio, Operations Manager Freddie Ojeda, Operations Superintendent SUBJECT: Purchase of Crane Truck RECOMMENDATION: That the Board of Directors authorize the General Manager to purchase a crane truck in the amount of $98,834.83. SUMMARY: It is District policy to submit vehicle and major equipment purchases to the Board of Directors for approval. District purchasing policy also dictates the means and methods for procurement of vehicles and equipment of this value. The District's procedures have been followed in obtaining bids for the crane truck. FISCAL IMPACT: Budgeted: Yes Total Budget: $165,000 Cost Estimate: $98,834.83 BACKGROUND: In Fiscal Year 2023-24, funds are included for the purchase of a new crane truck to replace Unit #193, a 2011 Ford 450 with a 12' crane utility bed. Truck #193 is experiencing engine valve train and suspension issues. Therefore, the truck is currently out of service and is not being used for hydrant repairs. As the Board of Directors approved the budget for Fiscal Year 2023-24, staff is requesting to proceed with the replacement of Unit# 193 with a new 2023 Ford 550 crane truck. Once ordered, the new truck is expected to arrive within 3-6 weeks. After working with staff to develop a set of specifications, a competitive bid packet was sent on June 22, 2023 to vendors that could provide the crane truck that the District required. The bid deadline was set as July 6, 2023,with the bid opening at 2:00 p.m. Two bids were received. The following are the bids received in order of cost: Page 3 of 9 Toms Trucks: $88,800.53 with an 18-22 week lead time USA Truck Bodies, Inc.: $98,834.83 with a 3-6 week lead time Staff reviewed each of the bids and USA Truck Bodies met the bid specification with a 3-6 week turnaround. Therefore, staff recommends accepting the bid from USA Truck Bodies in the amount of $98,834.83 for a 2023 Ford 550 crane truck. Copies of the specifications and bid packets are available for review upon request. PRIOR RELEVANT BOARD ACTION: The Board approved the FY 2023-24 budget, which included $480,000 for vehicle replacements. ATTACHMENTS: 1. Vehicle Replacements Truck #193 2.
