January 25, 1967
The adjourned meeting of the Board of Directors of the Yorba
Linda County WaterDistrict was called to order by President
Wagner at 8:30 a.m. in the offices of the District.
Directors present and answering the roll: Wagner, McGuire,
Hastings, Clodt and Knauft.
Also present H. Rodger Howell attorney for the District and
Barbara Machado from the Yorba Linda Star.
General Manager Shook read a letter from Rutan and Tucker stating
that the G1e nbrook matter had been taken off the Court calender,
no explanation.
General Manager read a letter from Mr. Leo Gaspar executor to
the estate of Coyla Gaspar, confirming the oral offer of $7,000.
cash for the property on Richfield on the Lust side across from
the Pumping Plant which also included the 10% deposit of $700.00 in the
form of a cashiers check, to be applied towards the sale on February
8th. Sale of surplus property has been advertised in the Star for
the 8th of February.
A letter of appreciation from the Littist Angel Guild for the
District's letter to Disneyland Award Committee concering the
Yorba Linda Booklet was also read.
East Orange County Little League requested a one year extension
of their temporary water agreement. Moved byDirector McGuire,
seconded by Director Clodt and carried unanimously to extend the
agreement for one year to 12/4/67.
General Manager Shook read a letter from Hughes Aircraft request-
ing water for their test facility on the Shell Oil Property.
Discussion, moved by Director Hastings, seconded by Director
McGuire carried unanimously to authorize the General Manager to
communicate with Hughes Aircraft and inform them that the District
will provide water at the regular out of District rate and then
to contact Shell Oil and see if in any way Shell would benefit
or desire to have service from the same line.
Mr. Korn presented a letter from Gordon Builders regarding pro-
perty on Ohio 'Street (4 lots) and the possibility of obtaining
sewers for these lots. 3400 lineal feet from this property to
the sewer on Orchard Drive which in all probability will make it
impossible for Gordon Builders to proceed. Resolution 154
paragraph 1 sub section (b) directly referks to a situation such
as this. Discussion- moved by Director Clodt, seconded by Director
McGuire carried unanimously to do the following: Notify the County
of this resolution 154 and the Districts desire to help or effotts
in trying to do something about situations such as this, write a
letter to Gordon Builders with theinformation that is now avail-
able, then proceed with further checking by staff as indicated
in Resolution 154 paragraph 1 subsection (b).

Report on the pump tax for the last six month period, report in-
dicates that irrigation is only 27.34 percent of the total yet
total usage has not dropped but remained about the same.
Bids for two pickups were opened on Monday January 23rd and are
as follows: Guarantee Chevrolet $3902.41, Barton Chevrolet
$4294.96 and Fairway Ford $4357.83. Moved by Director McGuire
seconded byDirector Hastings, carried unanimously to award the
bid to a~rzFC~ _Chevrolet as the lowest responsible bidder.
Job 284 review - approximately one acre on E1 Cajon - sewer charges.
Moved by Director Knauft seconded by Director McGuire, carried
unanimously to approve the staff's recommendations as, follows:
$350.00 fee to be paid for entire parcel, staff to determine the
size of the parcel to be served by actual field survey, customer
to pay $1650.00 per acre fee on parcel as determined by staff,
then as rest is developed proper fees to be levied at that time,
on those portions, according to the acreage charges in effect at
time of development.
Moved by Director C1odt seconded by Director McGuire carried un-
animously to approve for payment the properly audited bills
and refunds against the District in the following amounts bills
$395688.34 , refunds $854.79 on checks numbered 9513 through
9571.
Discussion regarding the use of M.W.D. water through the new
connection. The cities of Anaheim, Fullerton and Santa Ana have
cooperated by using more M.W.D. water even though they could have
drawn from the underground basin at a saving to the cities. It
was suggested that the District should follow suit even though
the cost would be somewhat greater, to help M.W.D`. more firmly
establish their water right to,their supply.
General Manager reported that cement lining proceeding on schedule
but that the rain has temporarly slowed activities.
Moved by Director McGuire, seconded by Director Hastings that all
Directors be permited to leave the State for either business or
pleasure between this meeting and the next regular meeting of the
Board.
