An adjourned meeting of the Board of Directors of the Yorba Linda
County W-ter District was called to order by the President Merwin
Wagner at 8:30 A.M. September 22, 1965 in the offices.of the District.
Directors answering the roll call were Directors Wagner, McGuire
and Milmoe. Absent was Director Clodt and Director Hastings.
H. Rodger Howell attorney for the District was also present.
General Manager Shook announced the California Section of AWWA
Convention to be held in San Francisco October 26 through,29,
1965. Motion by Director McGuire, seconded byDirector Milmoe
that the General Manager and the Directors be authorized to
attend at District expense. Motion carried unanimously.
Discussion regarding the problem of reading meters where a dog is
inside the fence where the meter is also. Motinn by Director Milmoe
seconded by Director McGuire and carried unanimously that in the
event a special reading has to be rendered, a charge equivalent
to the $3.00 service charge shall be made for such service.
Motion by Director McGuire, seconded byDirector Milmoe and
carried that the audited bills and refunds against the District
be approved for payment. Motion carried unanimously.
Job 162 -Manager Shook reported that the request for the extension
of Shell's Temporary Water Connection OC-36 had been forwarded to
M.W.D. by Orange County Municipal Water District on September 16,
1965 and that everything seems to be going along on schedule.
Job 431 - Attorney Howell reported that the draft of a contract for
removal of excess dirt for Reservoir # 3 seemed to be in order but
questioned the bond amount of $20,000.00 which seemed high.
Contract for Job 366-378 B executed by Sare's Pipeline, ready for
District execution. Motion by Director McGuire, seconded-by
Director MI' lmoe and carried unanimously that the proper officers
be authorized to sign the contract.
Job 389 - Pipeline Release ready for signature. Motion by Director
McGuire, seconded by Director Milmoe and carried that the Release
be executed by the proper officers of the District:
S-19-254 --Fredericks - Motion-by Director-McGuire,-seconded by
Director Milmoe and carried unanimously that application be
approved as per staff recommendation.
5-43X - Armstrong - Pursuant to the rules and regulations the
application and exhibits were examined. 411 lateral request
denied. As per staff recommendations - sewer main for all lots
in area , Job 229 to provide access for above sewer as a condition
for approval of S-229. Motion,by Director_McGuire, seconded by
Director Milmoe and carried unanimously,to approve staff re-
commendations. - -

Job 433 - Mutch- Pursuant to the rules and regulations the
application and exhibits were examined. It was moved by Director
McGuire, seconded by Director Milmoe and carried that the
application for water service be approved_.as per staff re-
commendations. Motion carried unanimously.
Assistant Manager Korn reported on the beneficial effects that
relining the 20" main and getting it back in service had on the
fire hydrant flow tests in the area of the Nixon School on
Yorba Linda Blvd, and on Park Place. The hydrant on Eurkea and
Y.L. Blvd. before the 20" was relined and back in service, 1900
gallons per minute, now eith 20" back in service 2600 gallons per
minute. The next hydrant 400' west of this location, before 1800
gallons per minute, now 2460 gallons per minute. On Park Avenue
before 370 gallons per minute after 830 gallons per minute, Park
Place before 370 gallons per minute and after 800 gallons per
minute.
H. rodger Howell reported that they were waiting for a certified
transcript of the appeal on the Brea matter.
The Anaheim agreement had seemed to come to a stop but a meeting
had been set up for Thursday.September 23, and the Attorney would
report later on this meeting.

Motion by Director Milmoe, seconded by Director McGuire and
carried unanimously that the bid for Job 377 be awarded to the
losest responsible bidder.
President Merwin Wagner reported.on difficulties in the Roberts'
sewer job on Camille. Discussion.
Motion by Director McGuire, seconded by Director Milmoe and
carried unanimously that all District directors have permission
to leave the State of California for either business or_pbeaaure
between this meeting and the next regular meeting.
Motion to adjourn by Director McGuire, seconded by Director
Milmoe motion carried unanimously.
