HomeMy WebLinkAbout1965-10-13 - Board of Directors Meeting Minutes457 October 13, 1965 Meeting of-the Board of Directors of the Yorha Linda County Water District was called to order by President Wagner-at the offices of the District at 8:30 A.M. on October 13, 1965. Direct-ors present and answering the roll were, Director Wagner, Director-Hastings and Director McGuire. Absent was Director Clodt and Director Milmoe. Also present was Alex Bowie attorney for the District. Minutes of the two previous meetings of September 8 and September 22 were approved as mailed on a motion by Director McGuire, seconded by Director Hastings, motion`carried`unanimously. General Manager reported on a new annexation by Placentia No. 65-8. A letter from L.A.F.C. regarding the annexation gave the hearing date as 10/20/65 at 2:30 PM. The General Manager was directed to send the standard letter stating that District has no objections to annexation as long as its agreement with Placentia is adhered to allowing the District to continue to serve the area with water and sewer. At this time 8:45 A.M. Russell Smith-came before the Board meet- ing to discuss a sewer easement that-the District had-requested that is within the Flood Control Easement up Carbon Creek. Mr. Smith stated that he hoped to have a trailer park on his pro- perty if he could obtain a variance from Placentia and-he would like to continue service with Placentia water ( So. Cal.) until such time as water was available from the District at his northeast property corner on Golden. He would at that time pay the charges and take water service from the District and discontinue service from So. Cal. The Board could not give a decision at this time because Mr. Smith does not have a variance yet or an agreement from So. Cal. that they will relinquish the service at the time Y.L.C.W.D. water is available. Mr. Smith then indicated that he could refuse to sign the sewer easement at this time. Announcements- Farm Bureau meeting October 14, 1965 at 4P.M. I.D. A. Convention December 7-10165. Reservation forms and pro- gram information available. Tabled until later med:i.ng. Orange County Water Association tour of Johns Mansville Plant October 20. General Manager announced that it should be very interesting and to be sure and make reservations. General Manager read a memo from Harold McCabe regarding the Glenbrook-Brea matter. Board again stated they wished to continue with the Appeal and see what the outcome will be this time. Inquiry from the County regarding the.relocation of our service lines and services on Yorba Linda Blvd. Turned over to Alex Bowie to make contact with County Counsel and see what can be worked out. December 1st is time for renewal of Northwest National Insurance Retirement and Pension Plan. Tod Thomas has been with the company 19 years 5 months and this December will be the last time units will be added for Tod. Further research on the matter, bring it up October 13, 1965 continued again at next meeting. 458 5-211 - Sewer agreement for S-211 presented for signature. Motion by Director Hastings, seconded by Director McGuire carried un- animously-that the proper officers_be authorized to execute the Agreement. Job 377 - Contract with Engineering Contractors ready for sig- nature Motion by Director Hastings, seconded by Director McGuire and carried unanimously that the proper officers be authorized to execute the contract. General Manager had a letter from Metropolitan Water District and action is being taken on the OC-36 (Shell) Connection. A letter from Costa Mesa County Water District asking that all Directors and Managers be present at a meeting November 4, 1965 Thursday at 7:30 P.M. to discuss water problems in the County and discuss the formation of a new water group con(Erned with legislative efforts to detroy locally controlled agencies. Job 387 - Barnhart - Pursuant to the Rules and regulations the application and exhibits were examined. It was moved byDirector Hastings seconded byDirector McGuire and carried unanimously that the staff recommendations for water be approved. Job 435 - Cooke - Pursuant to the rules and regulations the application and exhibits were examined. It was moved by Director Hastings, seconded by Director McGuire and carried unanimously that the staff recommendations for water be approved. Job 350 - Mr. Boomer has built a home cast iron main that is in a dedicated to prepare a Release and Waiver to be take a deposit to relocated the main. seconded by Director Hastings, motion the above document executed and recon said relocation is made. on Haven Lane over a 4" easement. Staff instructed signed by Mr. Boomer and Motion by Director McGuire carried unanimously to have led and hold the deposit until Motion by Director Hastings, seconded byDirector McGuire and carried unanimously that the audited bills against the District and the refunds be paid. Gebtyra General Manager reported that a claim had been made by a customer that the construction of a manhole for sewer had cut the roots of a eucalyptus tree, which had since died and now endangered hims home. Discussion - agreed this should be turned over to the insurance carrier. Centrua Hillcrest had objected to the word "exclusive" in an ease- ment for Lot 361. Upon advice of legal counsel the word was striken and a map showing the easement's exact location-will be attached to the Easement and made a part of the easement. Motion byDirector McGui3eseconded by Director Hastings and unanimously carried that the above be done as directed by legal counsel. 459 October 13, 1965 ( continued ) Anaheim agreement - discussed at some length - suggestion for ,Some changes - to be brought back at next meeting. Motion made by Director McGuire, seconded by Director Hastings and carried unanimously - all Directors of the District have permission to leave the State of California for either business or pleasure between this meeting and the next regular meeting. Motion byDirector Hastings, seconded by Director McGuire, carried unanimously that the meeting of the Board of Directors be ad- journed to Tuesday October 26, 1965, at 8:30 A.M. G ~C- 4can E.
