October 26, 1965
An adjourned meeting of the Board of Directors of the Yorba Linda
County.Water District was called to order by President-Wagner at
8:30 A.M. on Tuesday October 26, 1965 at the office of the District.
Directors answering the roll were Directors Wagner, McGuire and
Milmoe. Absent was Director Clodt andDirector Hastings. Also
present was Attorney H. Rodger Howell and Tom Kostic.
Manager Shook advised the Board of a Notice of Garnishment re; Toornroos
that had been served earlier in the week.
I.D.A. convention December 7-10 at Las Vegas. Motion byDirector
McGuire seconded by Director- Milmoe, carried unanimously that all
directors and the manager be authorized to attend at District ex-
pense. Motion carried unarni.mously.
The meeting... at Costa Mesa County_Water District November 4, 1965
at 7:30 P.M. was again announced. H. Rodger Howell stated the
purpose of the meeting as follows: A group of water agencies are
concerned with the legislative efforts to destroy local government
and special districts in particular and becuase they feel the best
public agency is locally controlled are desirous of organizing an
association to consider defending the special dietricts against
this. In all 16 district would be affected in OrangeCounty. Very
important-that all directors and manager attend if atall possible.
General Manager asked permission to hire an independent contractor
to do drafting at home. A letter of agreement, approved by the
attorney to be signed by the contractor. Motion by Director Milmoe,
seconded by Director McGuire, carried unanimously the General
Manager had permission..to hire under the conditions outlined an
independent contractor.
Job 429 - Rainville review.
Discussion - request of Mr. Rainville to review the service fee
charge for moving his meter - request denied.
Job 356 - Mr. Charles Cox Jr. appeared before the Board - Discussion
new agreement to be written..which would state that as long as Charles
Cox Sr., and Charles Cox Jr. live in the two houses on this property
there would be no need for review, but any change in the development
of the property or deed transfer it would then have to be reviewed -
staff recommendation. Motion by Director McGuire, seconded by
Director Milmoe, motion carried unanimously.
Mr. Duff appeared before the Board to ask if there was any objection
to his client using a well he has at the northeast corner of Walnut
and Richfield for agricultural purposes on property across the street
that is now supplied with our water ( Hamilton property) No objection
as long as it remains agricultural and under the same ownership as
the property containing the well.

Sewer application for Paul Ewing at 17282 Orange Drive - Service
No. S-12-513fl0' ftotion by Director McGuire, seconded by Director
Milmoe carried unanimously to approve application as per staff
recommendations.
Sewer application for Forest Lundstrom S-23=1586 - Motion by
Director Milmoe seconded by Director McGuire, carried unanimouty
to approve as per staff recommendation.
Job 110B - Siesta Lane- Pursuant to the rules aid regulations the
application and exhibits were examined. It was moved by Director
McGuire, seconded by Director Milmoe - the staff recommendations
be approved. Motion carried unanimously.
Mrs. Roberts requested that the acreage fees be waived inasmuch
as the sewer bids for Job S-47 were so much higher than the sewer
consultant had estimated. Motion'by Director McGuire,'seconded
by Director Milmoe and carried unanimously that this request would
have to be denied but the Board of Directors felt a moral obligation
to see what could be done and recommended that staff should see
sewer consultant as to another route for the sewer line.
Discussion regarding the insurance retirement plan for C.E. Thomas.
Motion by Director McGuire, seconded by Director Milmoe, motton
carried unanimously to amend the present or existing salary_
Resolution to create a new classification of Senior Maintenance
Foreman with a limitation of not more than $25.00 over the top
step of Maintenance Foreman.
Motion by Director McGuire, seconded by Director Milmoe carried
unanimously to approve for payment the audited bills and refunds
against the District.
H. Rodger Howell reported on the general.agreement for__service,
water and sewer with the City of Anaheim,after discussion it
was agreed to be all right. Motion by Director Milmoe seconded
by Director McGuire unanimously carried that subject to final
reading by the attorney that it be submitted for signatures.
Mr. Howell also reported on the Interim Connection Agreement with
the City of R Anaheim. It was agreed that work should continue on
the agreement and that the agreement should be ready for execution
as soon as possible after the general service agreement had been
executed.
Discussion of the problem of relocating lines on Yorba Linda
Blvd. when the County straightens the road. Mr. Howell stated
that after much discussion the County had agreed as follows:
The County of Orange would deposit with the District money for {
the estimated cost of relocation of the District lines(approximately f
$10,000.00), so that the relocation can be done right away and
the County can go ahead with the improvement of Yorba Linda Blvd.

But the payment of the money by the County is not an admission of
liability. Motion byDirector Milmoe, seconded by Director McGuire
carried unanimously that the proper officers be authorized to sign
such an Agreement with the County.
Attorney Howell stated that Irvine and Costa Mesa County Water
Districts would contribute aid and perhaps the.I.D.A. would help
with the cost of our appeal in the Brea Matter.
Motion by Director McGuire, seconded by Director Milmoe, carried
unanimously - all Directors of theDistrict have permission to
leave the State of California for either business or pleasure
between this meeting and the next regular meeting.
Meeting adjourned. Next meeting date November 10, 1965 at 8:30
A.M.
