November 10, 1965
The regular meeting of the Board of Directors of the Yorba Linda
County.WaterDistrict was called to order by President Wagner at
8:30 A.M., November 10, 1965 at the office of the District.
Directors present and answering the roll call were: Clodt,
Hastings, McGuire, Milmoe and Wagner. Also present was attorney
H. Rodger Howell, and John Milan with the firm of Rutan and
Tucker.
Minutes of the`October 13 and October 26 meetings were approved
as mailed on a motion by Director McGuire, seconded by Director
Hastings, motion carried unanimously.
General Manager announced he had been served a subpena-on the
Kramer vs Practical Builders matter for 11/18/65 at 9:15 AM.,
either that he or a representative be present with records and
to explain if necessary the refund agreement.
General Manager announced meeting of the Upper Santa Ana River
Water Coordinating Counsel on Novembr 15, 1965 at 10:00 A.M. at.
San Bernardino.
The Orange County Water Association Christmas dinner dance was
announced for December 11, 1965. A motion was made by Director
McGuire, seconded by Director Clodt and unanimously carried
that any Directors, and the employees as determined by the
General Manager, desiring to attend be permitted to do so at
the expense of the District.
H. Rodger Howell announced that the Anaheim Water and Sewer
Agreement » allset to go to be sent to Anaheim within the next
few days.
Anaheim Water Connection Agreement discussed. Anaheim to build the
pipe line necessary to transport the water to the District Boundary.
The District to credit anaheim, at the then current M.W.D. paid for
water, until the cost of the line, around $12,000.00 has been re-
imbursed. Thereafter the cost of water to be at 10% above the then
current M. W.D. price for whichever party uses the water. Motion
by Director_Milmoe, seconded by Director McGuire and carried
unanimously, authorizing the execution of this agreement and the
forwarding of same to Anaheim.
General Manager Shook and Director Clodt reported on the meeting
at Costa Mesa County Water District on November 4, 1965. Discussion
to form an association either formal or informally to mutually aid
districts with problems and sharing of problems, ideas and sol-
utions to be strictly Orange County. Request that a representative
from this Board be appointed who in turn would attend the meetings
and report back to his respective Board or District. They felt
in combining like this would be a more powerful body. President
Wagner appointed Director Rex Hastings to represent this Board with
Director Fred Clodt as alternate delegate to attend these meetings.
General Manager Shook said that he had discussed with Orange

County Water Association the need for a Cross Connection Committee
to establish Cross Connection Standards to make requirements for
protection of water facilities more or less-uniform throughout the
County.
Attorney Howell reported on the Agreement with.the Orange County
Road Department regarding the Yorba Linda Blvd, relocation.
I.D.A. Convention in Las Vegas ® all directors made reservations
and the General Manager and Attorney Howell will also attend.
General Manager reported that`M.W. D. has approved the OC 36 connection
for Shell extension for three years and that the documents would be
forthcoming for execution.
General Manager had pictures of OC o 51 Job 270 showing.progress
of the installation of the District's M.W.D. connection.
Mr. Korn read a letter from Placentia School District regarding
the new El Dorado High School regarding sewer service for this
school, which is outside our District boundaries. Discussion,
motion by Director Clodt, seconded by Director Hastings and
carried unanimously that the staff present to Placentia School
District the terms and'condi.tions they had outlined and if agree-
able to draw up an agreement for execution by the District and
the School.
Motion by Director McGuire, seconded by Director Hastings that
the audited bill's and rate deposits and refunds against the
District be paid, motion carried unanimously.

McGuire and carried unanimously that the proper officers execute the
agreements.

sewer service.
Job 438 - M. Marley - Pursuant tothe rules and regulations the
application and exhibits were examined. It was moved by Director
Milmoe seconded by Director McGuire and carried that the application
for water service be approved.
Job 439 - Pursuant to the rules and regulations the application and
exhibits were examined. It was moved by Director Clodt seconded
by Director McGuire and carried that the application for water
service be approved as per staff recommendations.

Director Clodt and carried unanimously that the recommendations of
the staff for sewer service be approved.

cussion a motion was made by Director McGuire, seconded by
Director Milmoe , carried unanimously that the Friday before
Christmas and the Friday before New Years be given the entire
staff except that, emergency crew would be on.standby and Plant.
Operators take their regular shift as needed.
Motion by Director Clodt, seconded by Director McGee , carried
unanimously that all directors have permission to leave the State
of California for either business or pleasure between this meet-
ing and the next meeting of the Board of Directors.
Motion by Director Hastings, seconded by Director McGuire
carried unanimously that the meting be adjourrdd to November 24,
1965 at 8:30 A.M.
