An adjourned meeting of the Board of Directors of the Yorba
Linda County WaterDistrict was held at the office of the District
at 8:30 A.M. November 24, 1965. meeting called to order by
President Wagner with the following Directors answering the roll:
Hastings, McGuire, Clodt and Wagner. Director Milmoe absent Also
present was H. Rodger Howell, attorney for the District.
General-Manager read a letter from Yorba Linda Community Fund,
asking for contribution. The District is a..public agency so
no contribution of public funds can be made. Secretary direct.

The Manager also reported that the sewer service for the new El
Dorado High School of Placentia had been tabled by Placentia until
after the first' of the year.-

H. Rodger Howell reported on the Anaheim Water and Sewer Agreement,
submitted to Anaheim and has been put on the agenda for Tuesday
November 30th - should be approved-and signed before Hearing
December 8, at 1:00 P:M. The Anaheim Water Connection Agreement
to be approved at the same time by City Council November 30.
Motion by Director Hastings, seconded by Director McGuire,
carried unanimously that General Manager and Attorney should
be at the Local Agency Formation Commission meeting December 8,
and state the position of the District with regard to the annex-
ation in question. If the agreement is signed this will protect
in the opinion of the Board, the tax payers, water users, sewer
services and bond holders.
Motion by Director McGuire, seconded by Director Hastings and
carried unanimously that the following statement be released to
the press with regard to the District's stand on this annexation
and all annexations in the future. Statement to read as follows:
The Board of Directors of the Yorba Linda County Water District
reaffirms its historic opposition to any annexation of territory
within its boundaries unless the annexing agency has agreed in
writing with the District to protect the interests of the
District's water users, sewer services, taxpayers and bond holders.
Such an agreement has been signed with the City of Placentia. It
is presently anticipated that a similar agreement will shortly be
signed with the City of Anaheim.
Agreement with the Orange County regarding the Yorba Linda Blvd.,
relocation of services. Agreement reviewed and discussed, motion
by Director Hastings, seconded by Director Clodt unanimously
carried that the proper officers ex ecute the agreement and for-
ward to the County for execution. Agreement to be dated November
24, 1965.

General Manager stated that two claims against the District had
been refused by the insurance carrier. Attorney Howell stated
that a elaim had to be made in writing before the Board could
take any action.
S«353 » Seymour a Motion by Director Hastings, seconded by
Director McGuire and carried unanimously that the proper officers
be instructed to executet the agreement for sewer service.
Job 327 ® Pursuant to the rules and regulations the application
and exhibits were examined. It was moved by Director Hastings,
seconded by Director McGuire and carried unanimously-that the
application be approved as per staff recommendations.
Motion by Director McGuire, seconded by Director Clodt carried
unanimously that the audited bills and iles"pe-lo refunds against
the District be paid.
An Assignment from Tract 6013 was-checked by the attorney and
found to be acceptable as to form.
Motion by Director McGuire, seconded by Director Clodt carried
unanimously that the annual custom be continued and that the
District purchase a turkey for each employee and authorize the
purchase of same,
General Manager Shook asked attorney Howell about a joint use
with Edison. of the sewer easements obtained for the 1911 Act along
Main Street. Attorney stated that it was alright'in fact was
advised best thing to do for the sake of everyone concerned if
a joint use agreement for the use of any such easement could be
arrived at.
Motion by Director Clodt, seconded by Director McGuire and
carried unanimously that all Directors have permission to leave
the State of California between this meeting and the next meeting
of this Board of Directors.
Meeting adjourned to December 7, 1965 on a motion by Director
Clodt seconded by Director McGuire, carried unanimously.
