A regular meeting of the Board of Directors of the Yorha L.~.nda County
Water District was convened at the.otfice of the District by P resident
Wagner February 10, 1965 at the hour of 8:30 A.M. Awl Directors were.
present., Also present Was H.-Rodger Howell attorney for the District.
On a motion made by Director McGuire seconded by Director Hastings
and duly carried the -minutes °of the meeting hchd January 1.J, 1965
were approved as mailed.
Letters were read from M.W.D. and O.C.M.W.D. reminding all the dis"
tribution agencies that it was their responsibility to provide adequate
storage for peak deliveries and for a reserve for shut aowns by M.W.D.

Job S-386 - Mr. John Wiley of'International Oil and Gas Corp., appeared
before the meeting to request permission to consLruct sewer facilities
for a central crude oil treating plant to be built in Lot 1 Block 7.
Pursuant to the rules and rogulations the proposed sewer service
facilities as shown on Exhibit No. A and B were examined.
It was moved by Director Hastings, seconded by Director Milmoe and
carried that th.e.application for service be approved and that the
property is within drainage area "C" that the-service charge shall
be at the rate of $2000.00 per acre or well as per Resolution # 90,
that there shall be a refund agreement as per the rules and reg-
ulations. That approximately 800 ft. ot-trunk sewer shall be
installed on Citrus Avenue in accordance with the rules and regulations
to serve a central crude oil gathering and treating plant to be
located near the north west corner of Lot 1 Block 7 of the Yorba
Linda Tract.
A letter and proposed Agreement from the City of Placentia was read
proposing that the District temporarily accept sewage from Tract
5815 for a fee of $350.00 per acre plus $1.00 per month per dwelling
maintenance charge until such time as there was construction of a
proposed trunk line by theCity. This agreement was approved subject
to minor corrections in wording and in the acreage figure,on a motion
by Director Milmoe,,seconded by Director McGuire and carried.
Attorney Howell read a letter dated 2/8/65 trom Attorney Maupin,
representing an assignee of Laguna Homes Inc., asking for an ac-
counting of certain sewer refund monies. Attorney Howell made a
progress report on his investigation of the matter.
Mr. Howell also made a progress report concerning a pretrial hearing
of the District vs the City of Brea and stated that the trial date
had been set for April 1, 1965.
Mr. Korn reported that Placentia School District was proceeding with
dispatch to annex their Orchard Drive property to the District.

A legal notice of a conditional use permit (Anaheim' No. 675 ) for a
sand and gravel operation in Block 36 was discussed and it was the
general opinion of the Board that it would not be detrimental to
the_District interests and should not be opposed but that some member
of the staff should attend the hearing to ensure that the applicant
was aware that the District had an active domestic water well in that
vicinity.
An application for use of water outside the District was presented
from the Southern Counties Gas Company. The_use was for hydrostatic
testing of approximately eight (8) miles of gas line to be laid from
Atwood southerly and the amount needed would be approximately 2 2
million gallons and usage would begin in the fall of 1965. After
discussion a motion was made by Director Clodt seconded by Director
McGuire and carried that the request be granted with Southern
Counties Gas Co. paying for all necessary connections and that
the charge for water be double the normal charge within theDistrict.
After discussion a motion was made by Director Hastings, seconded
by Director Clodt and carried that all-expenses be paid by the District
for staff members attending the O.C.W.A. tour of the Colorado River
April 6 to 10 and that the District pay 2/3 of the expense of any
Directors attending and that the Secretary be autho'tized to make a
deposit of $75.00 to the O.C.W.A. for three reservations.
5-214 Lot 56 - A motion was made by Director Clodt, seconded by
Director Milmoe to authorize the execution of an addendum to the
original agreement for Job S-214 to include an approximate 180-lot
additional sewer pipe. Motion carried.
S-19®252 - Pursuant tothe rules and regulations the proposed sewer
service facilities as shown on Exhibit No. "A"" were examined. It
was moved by Director McGuire seconded by Director Clodt and carried
that the application for service be approved and that the property
is within drainage area *C"" and that the service charge shall be at
the rate of $144.85, that there shall be no refund agreement.
On a motion made by Director McGuke, seconded by Director Hastings
and carried audited bills against the District were approved as
follows:
Accounts payable $22,088.30
Refunds of Deposits 1,445.98
A discussion was held concerning an application by Mr. Souther of
Valley View Avenue to install a sewer service line on a five (5) ft.
i easement, parallel to and contiguous to the South Property line of
the property involved. After disccssion a motion was made by Director
Clodt, seconded by Director McGuire and carried that because the
easement was contagious and parallel the installation would be within

the intent of the Rules and Regulations and the application be granted.
A motion by Director Clodt, seconded by Director McGuire and carried
stated that the Directors of the District are hereby authorized to
leave the State of California for either business or personal reasons
between now and the next regular meeting of the Board of Directors.
Mr. Kornmade a comprehensive and interesting report on his attendance
at the recent Management Seminar held in Los Angeles.
On a motion made by Director Clodt seconded byDirector McGuire and
carried the meeting was adjourned to the hour of 8:30 A.M. February
24, 3965.
