March 10, 1965
A regular meeting of the Board of Directors of the Yorba Linda
County Water District was convened at the office of the District
by President Wagner at the hour of 8:30 A.M., March 10, 1965.
Directors present were Wagner, McGuire, Hastings and Clodt.
Director Milmoe_.was absent. Also present was H. Rodger Howell, attorney
of the District. T
The minutes of the meetings held February 10, and February 24, 1965
were approved as mailed on a motion made by Director McGuire, seconded
by Director Clodt and duly carried.
The spring convention of the I.D.A. at Sacramento on April 7, 8, and 9
was discussed and a motion was made by Director Hastings, seconded by
Director McGuire and unanimously carried that the General Manager and
any Directors desiring to attend be authorized to do so, at the expense
of the District.
The AWWA Annual Conference at Portland Oregon from June 27 to July 2nd
was also discussed and a motion was made by Director Hastings, second-
ed by Director McGuire and unanimously carried that the General Manager
and any Directors desiring to attend be authorized to do so at the ex-
pense of the District.
After discussion a motion was made by Director Clodt, seconded by +
Director McGuire and unanimously carried that this Board of Directors
be placed on record as being unlaterably opposed to Assembly Bill
No. 528 which provides for upriver Counties to dump sewage effluant
into the Santa Ana River Basin and recover the same amount of- ure
water at their pleasure.
A letter from Ivanhoe Irrigation District was read to the Board
protesting the policy of the IDA of holding meetings and conventions
in Nevada or any other place outside of California. The letter also
stated an objection to the method of levying dues now being used by
the IDA. A motion was made by Director McGuire seconded by Director
Hastings and carried that the General Manager be authorized to inform
the Ivanhoe Irrigation District that this Board of Directors is in
accord with their views on the desirability of holding all meetings
of the IDA within the State of California, but that the matter of
dues-should be given further consideration.
Job 361 = A Mr. Glover appeared before the Board to request a review
of the prior decision of the Board regarding the water system require-
ments for this Job. It was pointed out by the staff that splits in
the land were not provided for in the original design. It was the
decision of the Board that the design recommended by the staff be
approved and no changes be granted.
Job 243 a Mr. Wm. Carter appeared before the Board to make an appeal
for a Mr. Larson regarding the installation of a firehydrant._ This
request had been reviewed previously ( paragraph 6 of minutes of Feb.
24, 1965)0 A motion was made by Director Hastings, seconded by Director

McGuire and duly carried that permission be given to install the
meter on payment in full for the meter connection and for one half
of the fire hydrant with the provision that the hydrant will not be
installed until such time as-100% of the charges for said hydrant
have been received by the District.
Job 5-353 - Two bids were received and opened.on this job as follows:

A motion was made by Director Hastings, seconded by Director Clodt
and duly carried that approval be given for award to the lowest
responsible bidder after check of computations by Staff.

A motion was made by Director McGuire, seconded by Director Hastings
and duly carried that subject to check of computations by staff approval
be given for award to the lowest responsible bidder.
Permission was given to the General Manager to participate in a tour
to Big Creek given'by the Edison Company on April 2, 1965 on a motion
by Director Clodt, seconded by Director McGuire and carried.
Job S-372 » A petition apparently showing 62.68 % of the property
owners in the area involved for sewer service to be installed under
the "1911 act" was presented to the Board. After disccssion a motion
was made by Director Clodt, seconded by Director Hastings and carried
that this matter should be deferred until a more positive indication
of participation and willingness to furnish rights of way were- shown
by the applicants.
An application was received from the Y.L. Nursery to install an,
additional meter, their present service being considered inadequate.
A discussion was held concerning the obligations of the property to
install a fire hydrant. A motion was made by Director McGuire second-
ed by Director Hastings and carried that the best solution was to
simply install a largermeter°or that if an additional meter was de-
sired that a fire hydrant would also be required to be installed.
On a motion made by Director Clodt, seconded by Director McGuire
and carried tha audited bills against the District were approved
for payment as follows:
Accounts payable 181178.80
Refunds 523.10

The layout was approved as to location on a motion made by Director
McGuire seconded by Director Hastings and carried.
Job 179 - Pursuant to Section 7.6 of the rules and regulations-the
proposed water service facilities as shown on Exhibit No. A were
examined. It was moved by Director McGuire seconded by Director
Clodt and carried that the proposed facilities be approved as con-
forming to the rules and regulations with no exceptions.
Job S-179 - Pursuant to the rules and regulations the proposed
sewer service facilities as shown on Exhibit No. A were examined.
It was moved byDirector McGuire seconded by Director Clodt and
carried that the application for service be approved and that the
property is whithin drainage area "C", that the service charge shall
be at the rate of $2,000.00 per acre, that there shall be a refund
a,greemaent in the amount of approximately $1650.00 per acre, and also
that/onsite lateral shall be constructed to serve Parcel 3 and that
Parcel 2 may be connected to said lateral or-to the S-353 Trunk if
installed at such date as service is desired.
S-19-264 Pursuant to the rules and regulations the proposed sewer
service facilities as shown on Exhibit No. A and B were examined.
It was moved by Director Clodt seconded by Director McGuire and
carried that the application for service be approved and that the
property is within drainage area "C" that the service charge shall
be at the rate of $350.00 per acre, that there shall be no refund
agreement.
Job 393- Pursuant to Section 7.6 of the rules and regulations the
proposed water service facilities as shown on Exhibit No. "A" were
examined. It was moved by Director McGuire, seconded by Director
Clodt and carried that the proposed facilities be approved as con-
forming to the rules and regulations with no exceptions.

A motion by Director McGuire, seconded by Director Clodt and carried
stated that the Directors of the District are hereby authorized to
leave the State of California for either business or personal reasons
betweeen now and the next regular meetingof the Board of Directors.
Mr. Korn presented a collection of questionaires returned to.the
District regarding service rendered on requests by consumers. This
public relations policy bropght the following response:
34 cards out of 52 sent out, or 65% were returned. Service and
courtesy were reported good on all returns and 19 out of the 34
wrote notes that were favorable or constructive. A motion was made
by Director Clodt and seconded by Director McGuire and unanimously
carried that the management and staff eb iR commended for their
excellent work in public relations.
