HomeMy WebLinkAbout1965-05-12 - Board of Directors Meeting Minutes425 May 12, 1965 A regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order at the hour of 8:30 A.M. at the office of the District by Vice President Milmoe. Directors Wagner and Clodt were absent. Directors Milmoe, McGuire and Hastings were present and answered the roll. Also present was H.Rodger Howell, attorney for the District. On a motion made by Director McGuire, seconded by Director Hastings and duly carried the minutes of the meetings of April 15, and April 28, 1965 were approved as mailed. __Proposed Placentia Annexations 65-2, 65-3 and 65-4.were discussed. A motion was made by Director McGuire, seconded by Director Hastings, and carried that letters be written to theCity of Placentia and the Local Agency Formation Commission stating that this District had no objection to these annexations provided that the agreement regarding sewer and water services between the City of Placentia and this District was adhered to. Job - 145 A communication was read from the Orange County Flood Control District announcing the proposed times for bids and con- struction on this project. No action was taken. _ A letter was received.requesting a meeting on May 13, 1965 of the creditors of the B. D. and G. Investment Corporation and asking t that a representative of this District be present. After discussion 1 and on the advice of the Attorney for the District a motion was made by Director Hastngs, seconded by Director McGuire and duly carried that the General Manager and one or two of theDirectors be authorized to attend this meeting and that they be authorized and instructed to negotiate and settle for the best possible settlement to the District in cooperation with the other creditors without comprising the ultimate payment.in full of monies due the District. There was a review of the request from Shell Oil Company for sewer, u~n service outside of the District. The matter was discussed and tabled until further information could be obtained. A proposal from Harron Rickard and McCone was presented proposing to sell the District a used Ford 64-1 Diesel with attachements and Henry drop hammer for the sum of $4,888.00. After discussion a motion was made by Director Hastings, seconded by Director McGuire, and carried that the purchase of this equipment be authorized. Job 401 - Mr. Stephens appeared before the Board to apply for agricultural water service. Pursuant to Sec. 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibit No. "A" were examined. It was moved byDirector Hastings seconded by Director McGuire and carried that the proposed facilities be approved as conforming to the rules and regulations as an agri- cultural service requiring the extension of 230' + of 101" pipe @ $5.50 per foot plus service line and meter. Also noted that meter 426 May 12, 1965 ( continued) for existing house could be moved to the new line in the future as per Rules and Regulations including installation of fire hydrant. On a motion made.by Director-Hastings seconded by Director McGuire and duly.carried the audited bills against the District were approved for payment as follows.:. Accounts Payable 7,955.66 Refunds-WaterDeposits 1,, 239.65 Payroll 55270.43 Refunds to developers .2,051.9, Job'S_47 ( 5-372) Pursuant ,to--the rules and regulations the pro- posed sewer service facilities as shown on Exhibit No. "A and B" were examined. It was moved by Director Hastings, seconded by Director McGuire and carried that the application for service be approved and that the property is within drainage area "A"" and that the service charge shall be at the-rate of $350.00 per acre, that there shall be no refund agreement. Lines to be con-structed as per Alternate # 1 of letter from Lowry dated April 29, 1965 and to be financed as an onsite lateral as per Resolution It 100. S®284 On a motion made by Director McGuire seconded by Director Hastings and duly carried the proper officers were authrrized to sign the standard agreement for sewer service for this job. Job 378 - The construction by theDistrict of 'approximat dy 1050 feet of 101" main on the North side of Citrus from Denver to Valley View Avenue was discussed. The expense to theDistrict to be approximately $5,000.00. A motion by Director McGuire seconded by Director Hastings and unanimously carried that the General Manager be authorized to proceed with this construction at District expense at the.most appropriate time to reduce the cost of blacktop replacement. Motion byDirector Hastings, seconded byDirector McGuire and carried that all District Directors are hereby auftri.zed to leave the State of California for eithr business or personal reasons between now and the next regular meeting of theBoard of Directors.
