HomeMy WebLinkAbout1965-08-11 - Board of Directors Meeting Minutes446 August 11, 1965 The regular meeting of the Board of Director s of the Yorba Linda County Water District was called to order by Vice President Milmoe at 8:30 A.M. August 11, 1965 at the office of the District. Directors present and answering the roll were, Directors Milmoe, McGuire, Clodt and Hastings. Director Wagner was absent. Also present were H. Rodger Howell attorney for the District and Milford Dahl Jr., a new attorney with the Firm of Rutan and Tucker. Minutes of the last two meetings were approved as mailed on a motion by Director McGuire, seconded by Director Hastings, passed unanimously. General Manager Shook announced Farm Bureau Water Problems Section meeting on 8/12/65 at the Farm bureau building in Orange, - speaker to be Lt. Col. Allen, Chief U.S. Engineer of the San Francisco Dist. Manager Shook read a letter from M.W.D. asking for dedicated easement from the District so that they can maintain the structure that we have asked to have built. Attorney Howell said the form of easement correct, location and size of easement also has been checked by James Montgomery. Motion by Director Hastings, seconded by Director Clodt and carried unanimously that the proper officers execute the easement in order that the installation and construction may be completed. Resolution No. 132 - Tax Rate - Mr. Kerfoot presented the budget - discussion - Motion by Director Hastings, seconded by Director McGuire that the Budget be accepted after correction, as presented, the tax rate to remain the same at $0.65 per $100 assessed valuation. Roll Call vote: Ayes, Milmoe, Clodt Hastings and McGuire. Noes: None Absent: Director Wagner. Motion crried unanimously., resolution to be placed on file. Motion by Director McGuire, seconded by Director Clodt to request that James M. Montgomery, Consulting Engineers, prepare the design for the Pipeline and Controls and the cost estimate of the 1st stage of the pipe lines to transport the M.W.D. water to the District's system. Motion carried unanimously. General Manager Shook read three proposals from Cook and Barletta for Sewer Maintenance. Proposal one - $0.05 per foot for maintenance of all sewer lines including emergency calls. Proposal 2. Emergency service around the clock at $25.00 per hour portal to portal their yeard. Proposal 3. Spot cleaning at $0.08 per lineal foot as per our direction with a minimum of 5000 lineal ft. All proposals to include property and public liability insurance. Motion by Director Clodt seconded by Director McGuire and carried unanimously that the District accept Proposal # 3, and that the General Manager designate the lines to be cleaned. Job 425 d Mr. S.W. Lehmer appeared in person regarding the cost of bringing water to his property at Rose Drive and Linda Vista. To be used for a Mobil Gas station at this location. Board could see no other way, costs could not be reduced, requirements re- main the same. 447 August 11, 1965 ( continued) Job 308 - -"wc, General Manager Shook presented Seca proposals for Cement Lining our 201' line f rom,Reservoir on Highland. The first from Pipe Lining Inc. Alternate # 1 $5866 for 1400' of 20 line - excess to be $4.19 per lineal ft. Alternate # 2 - $4718 for 1400' excess to be at $3.37 per lineal ft. Alternate No. 1 all work done by Pipe linings - Alternate # 2 excavation clooures and backfill by District. rnate Second proposal - United Concrete Pipe Corp. A1te~ # 1 Lump sum $4025.00 - Alternate # 2 lump sum of $5455.00. Alternate # 1 ex- cavation closures and backfill to be done by the District. Alternate # 2 all work done by United Concrete. United Concrete Pipe's quotation required acceptance on August 11, 1965 so that work could be started in the very near future. Motion by Director Clodt, seconded by Director McGuire carried unanimously that District accept alternate Proposal No. 2 from United Concrete Pipe Corp., for '$5455.00 plus performance, labor and material bond at $7.50 per $1000.00 of contract price. Job 223 - Pipeline Release and Agreement - Motion by Director McGuire seconded by Director Hastings carried unanimously that the proper officers execute the documents. Job 366- Sewer agreement ready for signing. Motion by Director McGuire, seconded by Director Hastings and carried unanimously that the peoper officers execute the Agreement. Job 426 - Quality Concrete Products service in Block 36 on Taylor Street. Staff recommended that a dedicated easement be included. Meter and fire hydrant installation recommended. Motion by Director Clodt, seconded by D=ector Hastings, carried unanimously that staff recommendations be approved. Job 383 - Purusant to the rules and regulations the application and exhibits were examined It was moved by Director McGuire, seconded by Director Clodt and carried unanimoulsy thatthe application for water service be approved as per staff recommendations. Job 407 - Mr. Butler and Mr. Delight had requested a monthly payment plan for paying off the cost of a fire hydrant and meter installation. Request denied. H. Rodger Howell reported that the Anahiem Agreement had been resolved and would be ready within a few days. H. Rodger HOwell also reported on the Brea Matter xkk that the Appeal had been filed and the transcript was being prepared to be heard in the 4th District Court in San Bernardino. 448 August 11 , 1965 (continued) Motion by Director Clodt, seconded--by Director Hastings that the ,audited bills and refunds against the District be paid. Motion carried unanimously. - Motion by Director McGuire, seconded byDirector Clodt and carried unanimoud-y, that all District Directors have permission to leave the State of California between this date and the next regular meeting of the Board of Directors fQr either business or pleasure. H. Rodger Howell announced the Irrigation District Association Convention to be held in Las Vegas, December 8, 9, and 10. Motion by Director Clodt seconded by Director Hastings that the meeting be adjourned to August 25, 1965 at 8:30 A.M. Motion carried unanimously. Jean E. Mathews, Secretary
