HomeMy WebLinkAbout1964-03-11 - Board of Directors Meeting Minutes342 March 11, 1964 A regular meeting of the Board of Directors of the Yorba Linda County Water District was convened at the office of the District by President Wagner March 11, 1964 at the hour of 8:30 A.M. The following Directors were present and answered the roll: Wagner, Clodt, Hastings and McGuire. Director Milmoe was absent. Also present was H. Rodger Howell, attorney for the District. On a motion made by Director Hastings, seconded by Director McGuire and duly carried the minutes of meetingsheld February 12, and February 26, 1964 were approved as mailed. RESOLUTION NO. 103 Job 5-249 - After discussion a motion was made by Director McGuire, seconded by Director Clodt and unanimously carried to adopt Resolution No. 103, providing for the District to condemn any rights of way necessary to complete Job 5-249. Roll call vote ayes - McGuire, Hastings, C1odt and Wagner, Noes - none, Absent, Director Milmoe. A letter was read from M.W.D. regarding the cost of a service conn- ection to Orange County Feeder No. 2. The cost was estimated at $180,000.00. A motion was made by Director McGuire, seconded by Director Clodt and carried that the General Manager be authorized to consult with M.TZ.D. and the consulting engineers as to the possibility and cost of a temporary connection until such time as it might be practical to build a new reservoir. On a motion made by Director Clodt, seconded by Director McGuire and carried that payment of assignments to the Bank of America for sewer refunds due Laguna Homes, were authorized for Jobs S-19, S-20, 5-34. The hour of 9:30 A.M. having arrived bids were opened on an auto as follows: Option A B C D Bidder Barton Chev. $2,587.87 $2,897.71 $2,663.95 $2,973.79 McCoy & Mills$2,562.08 $2,801.59 $2,627.05 #2,866.56 A motion was made by Director Clodt, seconded byDirector Hastings and unanimously carried that the lowest bid on Option "D1° be accepted ( McCoy and Mills) and the General Manager be authorized to purchase same. On a motion made by Director Hastings, seconded by Director Clodt and carried the payment of audited bills were approved as follows: Accounts Payable $26,413.73 Refunds $12,993.78 343 After discussion a motion was made by Director McGuireTp seconded by Director Hastings and carried that an assignment from J. Richard Huffman to Robert F. Harding, be accepted as presented, but that a proper accounting charge be recommended to be applied in the future where more than one assignment is received on any one refund account. A motion was made by Director Clodt, seconded by Director Hastings and carried that the proper officers be authorized to sign and execute a Pipe Line Release and Agreement with the Yorba Linda School District for a portion of a 20" line located at Richard Dixon School Site on Yorba Linda Blvd. As recommended by staff approximately 300 feet of 41" line located on the West side of Lakeview; South of Yorba Linda Blvd was abandoned. Job S-249 - A motion was made by Director McGuire, seconded by Director Hastings and-duly carried that the proper officers be authorized to execute the standard sewer agreement for this job. Job S-122 - A motion was made by Director McGuire, seconded by Director Clodt and duly carried that a standard sewer agreement for this job be executed by the proper officers of the District. Job S-7-464 an application for a sewer connection for this job was approved on a motion made by Director Hastings, seconded by Director Clodt and carried. Job 323 and S323 - Pursuant to Section 7.6 of the water rules and regula- tions and to existing sewer regulations the proposed water and sewer service facilities as shown on Exhibit A were examined. It was moved by Director Hastings seconded by Director McGuire and carried that the proposed facilities be approved as conforming to the rules and reg- ulations with no exceptions. Job - 214 Pursuant to Section 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibit A were examined. It was moved by Director McGuire seconded by Director Clodt and carried that the proposed facilities be approved as conforming to the rules and regulations with no exceptions. Job 322 - Water service approved on a motion by Director Hastings seconded by Director McGuire and carried, subject to 3 alternates as recommended by staff as t o installation of fire hydrant# and meter. Job S-214 Sewer Service approved as recommended by staff subject to approval of General Manager and Sewer consultants on a motion by Director Clodt, seconded by Director McGuire and carried. A motion made by Director McGuire, seconded by Director Clodt and carried :k stated that all District Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors.
