HomeMy WebLinkAbout1964-05-13 - Board of Directors Meeting Minutes356 May 13, 1964 A regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order at the office of the District by President Wagner. Directors present were Wagner, Clodt, Hastings and McGuire, Director Milmoe was absent. Also present was H. Rodger Howell, attorney for the District. On a motion made by Director McGuire, seconded by Director Hastings and carried the minutes.of the meetings held April 8, April 22,_1964 were approved as mailed. A letter was read from`Orange County Water District regarding lead time for service connections to M.W.D. lines explaining the need for advance notice for connections to be made, Approval to the accounting Department to write=off unozllectable accounts in the amount of $94.19 was granted on a motion made by Director Clodt, seconded by Director McGuire and carried. After discussion a motion was made by Director Hastings, seconded by Director McGuire and carried that the General Manager be authorized to have a preliminary study made for the development of sewer mains along Carbon Creek. The money necessary to be used from sewer funds and not to exceed $500.00. The problem of unauthorized persons using the District parking lot was discussed. It was the general opinion of the Board and the Attorney that a sign should be erected and4 chain used at night. Job 216 - After discussion a Quit Claim Deed was approved for a 10' strip 418.17 feet in length in Lot 6, Block 3, and the proper officers were authorized to sign on a motion made by Director McGuire, seconded by Director Clodt and carried. Sewer service proposed by the tract engineers for Job 145, Tract 4672 was discussed. A motion was made by Director McGuire, seconded by Director Hastings and carried that a letter written by the General Manager and Attorney reaffirming the policy of the District regarding service by other agencies be approved and sent to the engineer for the project. The General Manager made a report of °-.his meetingg with Brea officials regarding their attempt to service water on Job i69, Tract 4547. The matter was discussed further and it was agreed that this Board would vigorously oppose any such invasion of the District service area. Job 333 - Pursuant to the Section 7,6 of the Rules and Regulations the proposed water service facilities as shown on Exhibit No's A and B were examined. It was moved by Director Clodt, seconded by Director Hastings and carried that the proposed facilities be approved as conforming to the Rules and Regulations with no exceptions. Job 324 Pursuant to Section 7.6 of the Rules and Regulations the proposed water service facilities as shown on Exhibit No. A were ex- amined. It was moved by Director Hastings seconded by Director Clodt and carried that the proposed facilities be approved as conforming to 357 May 13, 1964 ( continued) the Rules and Regulations with special circumstances as follows: removal of irrigation meter and proper size meter installed and the installation of one fire hydrant as suggested by the fire marshall. Job 335 - The relocation of two meters was approved subject to the installation of a fire hydrant in accordance with the Rules and Regulations on a motion by Director McGuire, seconded by Director Hastings and carried. Job 332 - A motion was made by Director McGuire seconded by Director Clodt and carried that this job be approved subject to the installation of a separate meter for each apartment and the installation of one fire hydrant. Job S 332 a This job was approved on a motion made by Director McGuire seconded by Director Hastings and carried subject to-the stipulations that the applicable service charge is to beat the rate of $2000.00 per acre and all.connectionare to be made to the Oriente Trunk fronting the property. Job 5-140 - Sewer construction for this job was approved on a motion made by Director Clodt, seconded by Director Hastings and carried, subject to the following provisions: That, the applicable service charge for the parcels in Lot 1, Block 25 to.be at the rate of $1500.00 per acre and for parcels in Lot 2 of Block 25 be at the rate of $350.00 per acre and that all costs of the lateral sewer main be paid by the. applicant and a contract for such line be let on the basis of competative bids opened in the presence of the District Board. 5-334 - Sewer service was approved subject to the rules and regulations on a motion made by Director Hastings, seconded by Director McGuire and carried. Job 334 - Pursuant to Section 7.6 of the Rules and Regulations the proposed water service facilities as shown on Exhibit No. "A'" were examined. It was moved by Director Clodt seconded by Director McGuire and carried that the proposed facilities be approved as conforming to the_Rules and Regulations with no exceptions. A proposed agreement with the City of Placentia concerning the dup- - lication of services within the District boundaries was read and discussed and referred back to the Attorney and General Manager for revision. On a motion by Director Clodt seconded by Director McGuire and carried, District Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of the Board of Directors. There being. no further business the meeting was adjourned to the hour of 8:30 A.M. May 27th, 1964 on a motion madeby Director Mc ire and seconded by Director Hastings. Valdo'Y. Ith Secretary Auditor
