HomeMy WebLinkAbout1964-05-27 - Board of Directors Meeting Minutes358 May 27, 1964 An adjourned meeting of the Board of Directors of the Yorba Linda County Water District was convened at the office of the District by President Wagner at the hour of 8;30 A.M. May 27, 1964. A motion by Director McGuire seconded by Director Hastings and carried appointed Jean E. Mathews as_acting Secretary, in the absence of Valdo Y. Smith, Secretary. Directors present and answering the roll were, Director McGuire, Director Hastings, Director Clodt and Director Wagner. Director Milmoe was absent. H. Rodger Howell, attorney for the District was also present. Assista*t Manager Korn read a letter from a customer regarding the problem of reading a meter where a vicious dog was present in the yard. Discussion - pointed out that we have many such cases and that to. telephone each time would be out of the question unless perhaps a $3.00 service charge could be added for this service. There is nothing in the Rules and Regulations regardng a situation like this. Suggested that a letter be written this customer telling her that we appreciate her problem but that we have to have Teason- able access to our meter for reading and repair purposes, that a gate will either have to be installed, the dog be contained or the meter moved at her expense. Mr. Korn read a letter from Ken R. Starr whose two acre property is on the corner of Jefferson and Morse in our District and who is very anxious to have our water for domestic service inasmuch as he has to have it to meet county specifications if the residence is converted to a fraternity house.. A main extension will be required either on Morse or on Jefferson. The master plan requires a 16" on Morse and the District would pay for the over-sizing but-Mr. Starr had requested that the District also pay for the South side of Morse because it was a District boundary and no possibility of anyone connecting from the South side. Discussion. Motion by Director Clodt, seconded by Director Hastings and carried that according to the Rules and Regulations Mr-„ Starr and the parties desiring service on Morse or Jefferson would have to pay the full 8" per foot charge. S-260 - Mr. John Miller from the Yorba Linda School District came into the meeting at this time. A map and letter submitted, map showing parcel "A" and "B" with the request that the school be allowed to pay the sewer charges for Parcel "A" from local funds so that the school could move into their offices immediately and then pay the balance of the sewer charges for Parcel "B" when the funds are released from the State. Motion by Director Clodt, seconded by Director McGuire and carried to release parcel "A! as requested. Mr. Korn presented an affidavit of Assignment from Fuller and Company against the Laguna Homes Inc. A motion by Director.Clodt seconded by Director Hastings and carried.noting receipt of the Affidavit and with the recommendation that it be given to our attorney for processing. May 27, 1964 ( continued) 359 Mr. Korn read a letter from Williamson and Schmid regarding Tract 4672 requesting that we make a survey to see how much acreage might be coming into the District so that they might determine what their pay back would be on a sewer repayment contract. Mr. Korn felt this was a valid request. A motion by Director McGuire, seconded by Director Hastings and carried authorized this research and the subsequent reply to Williamson and Schmid. Shell Reservoir Site Annexation 64.-1 Ordinance # 4 draft was presented. Motion by Director Hastings to adopt the Ordinance and have it executed by the properly authorized officers of the District, seconded by Director McGuire and carried by the following roll call vote; Wagner.. yea, Clodt yea, Hastings yea, McGuire yea and Director Milmoe absent. Request from M.W.D. to finish up the easements and right of way negotiations to Reservoir Site # 4, namely, exactly where the road-, will go into the Site. Turn over to the attorneys for perusal motion by Director Clodt, seconded.by Director McGuire, that agreement be approved subject to Attorney and staff approval to be executed by the proper officers. Motion carried. Discussion - Rate study - rates from other cities have been-received. After discussion referred to staff for study. S-140 - letter from Mrs. Huff protesting acreage charges for sewer. Reconsidered, motion made by Director McGuire, seconded by Director Hastings and carried that no change could be_made-. S»10185 Pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibits No. "A" and "B" were examined. It was moved by Director Clodt, seconded by Director McGuire and carried that the application for service be approved and that the property is within drainage area "A", that the service charge shall be at the rate of $350.00 per acre, that there shall be no refund. agreement and above charges are subject to prior easement expense. Job 336 - Pursuant to Section 7.6 of the rules and regulations the purposed-water service facilities as Shown on Exhibit No. "A? were examined. It was moved by Director Hastings, seconded by Director -.Clodt and carried that the proposed facilities be approved as con- forming to the rules and regulations with no exceptions. S-336 Pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit "A"" were examined. It. was moved by Director McGuire seconded by Director Hastings and carried and that the property is within drainage area "C", that the service charge shall be at the rate of $2,000.00 per acre subject to a re- fund contract in the amount of,_$1650.00 per acre all in accordance with the rules and regulations. Job 277 - Purusant to Section 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibit No. "A" were examined. It was moved by Director Clodt, seconded by Director Hastings and carried that the proposed facilities be approved as conforming to the rules and regulations with no exceptions.. 3 60 May 27 ( continued ) 5-277 - Pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit No. "A" were examined. It was moved by Director Clodt, seconded by Director Hastings and carried that the application for service be~approved and that the property is within drainage area "A" at $350.00 per acre, that there shall be x no refund agreement. No available sewer at this time however permission if and when available. S-.23-1755 - Pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit No. "AM were examined. It was moved by Director Clodt, seconded by Director Hastings and carried that the application for service be approved subject to feasibility after survey by engineering staff. S-23-1624 Motion by Director McGuire and seconded by Director Clodt' and carried that sewer main be extended across the frontage of the property plus a clean out at end of line. This tocbe Board Policy on all other lots in the future where sewer mains are to be extended by individuals. ( same as water -Job 338 - Pursuant to Section 7.6 of the rules and regulations the proposed,water service facilities as shown on Exhibit No. "A" were examined. It was moved by Director Hastings and seconded by Director McGuire and carried that it be approved as presented by the staff.- Blattner Ranch inquiry five oil wells of Hathaway have to be provided with water.DiScussion, according to the rules and regulations each well must have a meter. Staff to answer the inquiry.- - - Placentia Agreement asamended and changed was presented along with a letter from Mr. Jones, City Manager, the letter was read by Attorney Howell. Discussion - motion by Director McGuire, seconded by Director Clodt and carried that the Agreement be re - typed with changes as suggested by.the Board and executed by the proper officers before June 5, 1964. A motion by-Director Clodt, seconded by Director Hastings and carried, District Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next reg- ular meeting•of the Board of Directors. Motion by Director Clodt, seconded by Director McGuire and carried-- to approve the bills as qudited, invoices in the amount of $15,453.06 and refunds in the amount of $330.22. A brief report from Director Hastings and General Manager Shook on their trip to Santee regarding the reclaiming of sewage affluent. Meeting adjourned. Next meeting to be June 10, 1964. Correction as of June 10/64: On a motion made by Director Hastings, seconded by°Director McGuire and carried Director Milmoe was granted a special leave of absence for 60 days due to urgent business requiring him to be out of the country.
