A regular meeting of the Board of Directors of the Yorba Linda County
Water District was called to order at the office of the District by
President Wagner at the hour of 8.30 A.M. June 10, 1964. Directors
present were Wagner, Clodt, Hastings and McGuire. Director Milmoe
was absent, Also present was H. Rodger Howell, attorney/ior the
District.
A motion was made by Director Hastings, seconded by Director McGuire
and carried that the minutes of the meetings held May 13 and May°27,
1964'be approved as mailed excepting that the minutes of May 27th, 1964
be corrected to show that a leave of absence was granted Director Milmoe
for 60 days due to urgent business requiring him to be out of the
country.
A letter was read from John Ingram requesting a certification of present
refunds due him and the estimated probable refunds to accrue to him in
the future. Mr. Shook was instructed to reply to the letter and re-
affirm the policy of the Board of not predicting or guaranteeing'the
probable amount of future refunds,.
A letter was read from P. and C. Construction Company asking the
District to release certain funds held by the District in excess of
the amount necessary to guarantee performance in finishing tract
and guaranteeing title to the lines to the District. A motion was made
by Director McGuire, seconded by Director Hastings and carried that the
release of the funds be authorized after legal precautions are taken to
protect the District subject to the approval of the General Manager and
Attorney for the Distftct.
Three quotations for commercial janitor service were resented for
consideration as follows:
Continental Maintenance Service
Monthly price for daily service 228.00
11 1 of for once weekly service 125.00

A.A.A. Janitor
Montbly price for daily service '210.00
11 t1 it once weekly service 105,,.00
it " twice weekly service 135.00
Academy Maintenance
Monthly price for daily service 140.00

A motion was made by Director McGuire, seconded by Director Hastings
and carried that the low bid for daily service by Academy Maintenance
be accepted for $140,00 per month.
A motion was made by Director Clodt, seconded by Director McGuire and
carried that the proper officers be authorized to execute the application
and agreement for Job S-339 re: S-23-1755.

On a motion made by Director Clodt, seconded by Director Hastings
and carried'the payment of'bills were approved as follows:
Accounts payable $2451610.,05
Rate-Deposit Refunds 885.17
Misc. Refunds 25575.92
Mr. Maurice Shirk, realtor appeared before the Board for the purpose
of discussing the proposed sewerage requirements for Job 5-145.
Discussion was held on this proposed development as shown on Exhibit
"A:' resulting in the subject being tabled until more information was
available,
A general discussion was held concerning finances and budget require-
ments for 1964 and 1965,
Mr, Dkle Harmon, Planning Director for theCity of Placentia appeared
before theBoard to request the privelidge of using the consumer
lists of the District for the purpose of compiling date for a pop-
ulation survey. After discussion a motion was made by Director
McGuire, seconded by Director Cclodt`and duly carried to cooperate
with the City of Placentia and prepare this mailing of questionaires
for them with the expenses to be paid by City of Placentia and the .
details to be worked out to the satisfaction of the General Manager.
S•-14-1539-Pursuant tothe rules and regulations the proposed sewer
service facilities as shown on Exhibit "A" were examined, It was
moved by Director Hastings, seconded by Director Clodt and carried
that the application for service be approved and that the property
is within Drainage Area "C", that the service charge shall be at
the rate of $350.00 per acre, that there shall be no refund agreement.
5-14-726 - Pursuant to the rules and regulations the proposed sewer
service facilities as shown on Exhibit A were examined„ It was
moved by-,Director McGuire, seconded by Director Clodt and carried
that the'application for service be approved and that the property
is within drainage area "C" that the service charge shall be at the
rate of $350.00 per acre, that there shall be no refund agreement.
Job 340 = Pursuant to Section 7.6 of the rules and regulations the
proposed,water service facilities as shown on Exhibit t°A" were
examined. It was moved by Director Hastings, seconded by Director
Clodt and carried that the proposed facilities be approved.as
conforming to the rules and regulations with no exceptions. Water
service"will require the installation of approximately 150 feet of
6" water line, one fire hydrant, and one 1" ( inch) service and meter
for each lot.
A final draft of an agreement with the City of Placentia regarding
water and sewer service within District boundaries was discussed.
After discussion a motion was made by Director Hastings, seconded by
Director McGuire and unanimously carried that k this agreement
and exhibits be approved and that the proper officers be authorized
to sign all documents necessary to ratify the Agreement.

_ A motion by Director Hastings, seconded by Director McGuire and
i carried Distim t Directors are hereby authorized to leave the State
of California for either business or personal reasons between now and
the next regular meeting of the Board of Directors.
There being no further business the meeting was adjourned tothe hour
of 8:30 A.M. June 24th 1964 on a motion made by Dire or McGuire,
seconded by Director Hastings and carried.
