An adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was convened at the office of the District
by President Wagner'August 26, 1964 at the hour of 8:30 A.M. All
Directors were present and answered the roll call. Also present
was H. Rodger Howell, attorney for the District.
A general discussion was held concerning the "Lease Back" method
of financ4ing political subdivision projects.
The committee appointed to report on the rental house on Richfield
Road did not have a report ready.
Job 270 - The General Manager reported that a request for a service
connection to the M.W.D. Lower Feeder had been submitted to Orange
County Municipal Water District. At their # August 19, 1964 meeting,
Orange County Municipal took action to forward the request to M.w.D.
for terms and conditions for this service connection.
A letter from Schlegel and Friedman was read declaring their intent
to file a "Declaratory Relief Action", to determine which govern.
.mental body or_.agency or district-is the appropriate source of water
for Tract 4547®
Job 59 - As recommended by the Manager and Attorney, approval and
execution of a'joint use agreement JU - 2476 A, B, C, and D with
( the State of California for the loction of certain lines in the
i right of waypof Imperial Highway was approved by a motion made by
Director McGuire, seconded by Director Hastings and duly carried.
Job 251 As recommended by staff, approval and execution of a water
service agreement for this job was given by a motion made by Director
Milmoe, seconded by Director McGuire, and duly carried.
On a motion made by Director Hastings, seconded by Director McGuire
and duly carried bills against the District as follows were
approved for payment:
Accounts payable $60,629:76
Refunds and Rate Deposit Refunds 35695,24
Job 349 A general discussion was held concerning quit claiming
of the District's blanket easement on the property involved by
this job. It was the general opinion of the Board that the policy
of the Board had always been against relinquishment of this es-
tablished easement and that the matter should be referred to the
staff and Attorney for further study.
A letter was read from Don C. Bergh, president of the Junior Chamber
of Commerce and Mr. Charles ueEseiavilek Milosevich appeared for the
Junior Chamber of Commerce to request the cooperation of the District
in trenching approximately 300 ft. for the purpose of laying pipe
for a sprinkler system in the public park. A motion was made by

Director Milmoe, seconded by Director Hastings and unanimously carried
that since this would be generally beneficial to the District the use
of company equipment be authorized for this purpose..
Milo Keith of Lowry and Associates reported on the progress of the
1911 Improvement Act now in progress for a portion of the District
and explained the necessary work involved in this type of project.
Mr. Keith said that construction should be under way by the spring
of 1965.
Job 299 - This job was approved in December 16, 1963 and no construction
has been done. The staff presented the job as approvd for a six months
review. A motion was made by Director McGuire, seconded by Director
Clodt and carried that the job a be approved as originally presented
for another six months.
Job-S.--348 - Pursuant to the rules and regulations the proposed sewer
service facilities-as shown on Exhibit No A were examined. It was
moved by Director Clodt and seconded by Director Hastings and carried
that the application for service be approved and that the propery Im
is within drainage area "C", that the service charge shall be at the
rate of $2,000 per acre, that there w4_44-be shall be a refund agreement.
Job 348- Pursuant to Section 7.6 of the rules and regulations the
proposed water service facilities as shown on Exhibit No. A were
examined. It was moved by Director Hastings seconded by Director
McGuire and carried that the proposed facilities be approved as
conforming to the rules and regulations with no exceptions.
S-143 - As recommended by Staff authorization to execute sewer
Application and Agreement for this job was given on a motion made by
Director Hastings, seconded by Director McGuire and carried.
S,-.19-w246 - As recommended by Staff approval for this connection was
given a..motion made by Director McGuire, seconded by Director Clodt and
carried.
A motion was made by Director McGuire seconded by Director Hastings
and carried that District Directors were hereby authorized to leave
the State of California either for business or personal reasons
between now and the next regular meeting of the Board of Directors..
A motion was made byDirector Hastings, seconded by Director McGuire
and carried that the Manager and any Directors desiring to attend, be
authorized to attend at District expense a Water Works Engineering
Meeting to be held at Las Vegas September 16 and 17 sponsered by Univ.
of Calif. and Univ. of Nevada.
There being no further business the meeting was adjourned on a motion
made by Director McGuire seconded by Drddo ctor Clodt an it carried.
