HomeMy WebLinkAbout1964-11-10 - Board of Directors Meeting Minutes390 November 10, 1964 An adjourned meeting of the Yorba Linda County Water District was called to order by President Wagner at the office of the District on Novmeber 10, 1964 at the hour of 8:30 A.M. Directors Wagner, Clodt Hastings and McGuire answered the roll call. Also present was H. Rodger Howell, attorney for the District. Director Milmoe was absent. On a motion made by Director McGuire, seconded by Director Hastings and duly carried the minutes of the meetings held October 14, and' October 27th were approved as mailed. A letter from Hendricks and Robinson Company, insurance brokers was read explaining the need for a price increase in the cost of C.P.S. Blue Shield - health insurance for the District. The Orange County Water Association Christmas dinner and party was announced for December 12, 1964. A motion was made by'Director McGuire, seconded by Director Clodt and carried that any Directors and personnel as determined by the General Manager, desiring to attend be permitted to do so at the expense of the District. A motion was made by Director Hastings, seconded by Director McGuim and carried that/the annual custom be observed - the District pur- chasing a turkey for each employee and authorization given to purchase same. Mr. Shook reported on the progress being made on obtaining the M.W.D. service connection. A request from a Mrs. Howard W. Roberts was read requesting the preparation of a petition for the installation of a sewage system in a portion of Lot 6 , Block 3 by the 1911 Improvement Act. A motion was made by Director Clodt, seconded by Director McGuire and carried that the request be approved and that authorization be granted for the circulation of the petition. A discussion was held concerning the bids for Specification 5M received at the last meeting for furnishing A.C. Pipe for the next year. Representatives of the two lower bidders were present. The discussion revolved around the purchase of American made paipe versus foreign made pipe ( Belgian It was the opinion of the Board that past experience had not been favorable for foreign man- ufactured pipe. A motion was made by Director McGuire, seconded by Director Clodt that the low bid of $82,784.00 for the Belgin pipe be rejected and that the next lower bid of Certain-teed Products for K and M pipe be accepted and the proper officers authorized to sign the necessary contractural documents. The roll-was called with the following vote: Ayes, McGuire, Hastings, Clodt and Wagner, Noes None, Absent - Milmoe. On a motion made by Director Clodt, seconded byDirector Hastings and duly carried audited bills against the District were approved as follows: Accounts Payable $25,488,04 Refund of Deposits 823.63 November 10, 1964 ( cont'd) 391 Job 369 - a discussion was held concerning a letter received from the Orange County Road Department notifying the Board that they proposed a reconstruction of a portion of Yorba Linda Blvd., east- erly of Palm and implying that they expected water mains to be relocated at the expense of the District. It was the opinion of Attorney Howell and the Board that the County was in error and that the expense of relocation should be paid by the County. A motion was made by Director Clodt, seconded by Director McGuire and unanimously carried that the matter be referred back to the attorneys and General Manager for further action.' Job 5-363 - A motion was made by Director McGuire, seconded by Director Clodt and carried that the proper officers be authorized to execute the standard sewer agreement for this job - the roll was called with the following results: Ayes McGuire, Hastings and Clodt, Noes - none, Abstain - Wagner, Absent - Milmoe. Job 214 - after discussion a motion was made by Director Hastings seconded by Director Clodt and carried that the proper officers be authorized to sign the necessary documents to affect an ex- change of easements in Tract 4978 exchanging an easement thru Lot 8 of this tract for an easement thru Lot 7. Job 360 p-ursuant to section 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibit No. "A" were examined. It was moved by Director McGuire seconded by Director Clodt and carried that the proposed facilities be approved as conforming to the rules and regulations with no ex- ceptions. Job S-365 - pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit No. "A!' were ex- amined. It was moved by Director Hastings seconded by Director McGuire and carried that the application for service be approved and that the property is within drainage area "'A" that the service charge shall be at the rate of $350.00 per acre that there shall be a refund agreement based on cost of trunk. Job - 365- pursuant to Section 7.6 of the rules and regulations the proposed water service facilities as shown on exhibit No. "A"' were examined. It was moved by Director Clodt seconded by Director Hastings and carried that the proposed facilities be approved as conforming to the rules and regulations with no ex- ceptions. Job 183 - pursuant to section 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibits No. ""A", ""B" a "C" and ""D! were examined. It was moved by Director McGuire, seconded by Director Hastings and carried that the pro- posed facilities be approved as conforming to the rules and regulations with no exceptions with service to be provided either at the water main or at each unit at the applicant's choice. 392 November 10, 1964 ( cont'd) Job 5-183 - pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit No. A were examined. It was moved by Director McGuire, seconded byDirector Hastings and carried that the application for service be approved and that the property is within drainage area "C" that.the service charge shall be at the rate of $2,000.00 per acre, that there shall be a refund agreement in the amount of approximately $1650.00 per acare. Job 366 - pursuant to Section 7.6 of the rules and regulations the proposed water service facilities as shown on Exhibit No, "A"." were examined. It was moved by Director McGuire seconded by Director Hastings and carried that the proposed facilities be approved as conforming to the rules and regulations with no exceptions. Job S-366 - pursuant to the rules and regulations the proposed sewer service facilities as shown on Exhibit No. "A'" were ex- amined. It was moved by Director Hastings, seconded by Director McGuire and carried that the application for service be approved and that the property is within drainage area "C'` that the service charge shall be at the rate of $2,000.00 per acre, that there shall be a refund agreement in the amount-"of $1,650.00 per acre. A request was received from Mr. Gunnar Tornroos that an assign- ment of an assignment of sewer refunds be accepted by the Board from Mr. Tornroos to Tornroos Logging Ltd.,. A motion was made by Director Hastings, seconded by Director McGuire that the assignment of an assignment be accepted and that there will he a processing charge for handling the assignment and the disburse- ments for same. Motion carried. A motion by Director McGuire, seconded byDirector Hastings stated that Directors of the District,be authorized to leave the State eith9ker for business-or personal reason between now and the next regular meeting of the Board of Directors. On a motion made by Director McGuire, seconded by Director Hastings and carried - any Directors desiring to attend the meeting of the Colorado Water Users in Las Vegas December 2, 3, 4, be authorized to do so at the expense of the District.
