HomeMy WebLinkAbout1963-03-26 - Board of Directors Meeting Minutes25 2 March 26, 1963 An adjourned meeting of the Yorba Linda County Water District was convened by Vice President Miliripe~at the office of the District March 26, 1963 at the hour of 8:00 A.M. The following Directors answered the roll: Mr. Milmoe, C1odt, McGuire Hastings. Director Wagner was absent. Attorney James Erickson of Rutan and Assocites was present. The audit committee reported that bills against the District in the amount of $4,372.75 had been audited and approved. A motion was made by Director Clodt, seconded by Director McGuire and duly carried that the audited bills be a paid... A letter was read from the Pico County Water District e4ressing thanks for the contribution and outlining certain Legislative action proposed to be taken in Sacramento. A letter was read from orange County Water District outlining pro- posed Senate Bill No. 778 providing for certain amendments to the Orange County WaterDistrict Act for the purpose of establishing a legal method for bonding the Orange County Water District with the intent to.finance use of reclaimed sewage effluent for use in sea water repulsion projects when needed and for ground water replenishment purposes and for more regulation of the outflows from Prado Dam. A motion was made by Director Hastings, seconded by Director McGuire and unanimously carried that Senate Bill 778 be endorsed in principle by this Board and supported 6y them. A discussion was held concerning Resolution No. 8d and after certain Resol. revisions a motion was made by Director Hastings, seconded by No. Director.-McGuire and unanimously carried said Resolution No. 81 8I was adopted as follows; WHEREAS, the Board of Directors that the present policy as set forth regarding the removal of irrigation in need of change and correction; NOW, THEREFORE, BE IT RESOLVED: of the District have detennined in the Rules and Regulations services, meters or weirs, is 1) That section 5-6 change of meter or weirO set forth herein below be deleted: 5-6 Change of Meter or Weir: A. CHANGE IN SIZE OF METER: either an increase or a decrease A change in the size of a meter, shall be made as follows: 1. EXCHANGE OF METERS ONLY: The charge for the exchange of meters shall be the charge for a meter of the size to be installed (said charge to be the charge as listed in Section 3.2 where service line is in) less 100%0 of the current cost of a meter only, of the size to be removed. This difference to be either billed or refunded. 2. CHANGE OF METERS WHERE Cf1AN,OE IN SERVICE LINE IS REQUIRED: The charge for exchange of meters shall be the charge for a meter of the size to be installed (said charge to be the charge as listed in 253 Section 3.2 where service line must be installed) less 110% of the current cost of a meter only, of the size to be removed. This difference to be either billed or refunded, B.CURRENT COST OF METER: The current cost of a meter as used above shall be determined by the District. C. WEIR ALLOWANCE: An allowance of $50.00 per weir shall be allowed towards the installation price of a meter installation or other installation of facilities upon removal of same. If no meter or facilities are to be installed, towards which the above exchange calculations may be applied, no refund shall be made. 2)THAT SECTION 5-6 M " CHANGE OF METER OR WEIR" is hereby adopted as follows: Section 5.6 - CHANGE OF ME'TE'R OR WEIR: A.-Change in size of meter: A change in size of a meter, either an increase or a decrease shall be made as follows: 1. EXCHANGE OF METERS ONLY: a) METERS OTHER THAN IRRIGATION TYPE: The charge for the ex., change of meters shall be the charge for a meter of the size to be installed ( said charge to be the.charge as listed in Section 3.2 where service line is in) less100% of the current cost of meter only, of the size to be removed. This difference to be either billed or refunded. b) IRRIGATION TYPE METER TO BE EXCHANGED FOR ANOTHER IRRIGATION TYPE METER: The provisions set forth Rkx hereinabove in Section 5-6-•A-la shall apply and be used when the consumer desires to exchange an irrigation type meter for another irrigation type meter, whether it be larger or smaller in size, except that no refund shall be made in the event a re- duction in the size of the meter is desired and refund would be available in accordance with the provisions of Section 5.6-A~1-a. c) IRRIGATION TYPE METER TO BE EXCHANGED FOR A METER OTHER THAN OF THE IRRIGATION TYPE OR FOR OTHER FACILITIES: If the consumer desires to exchange an irrigation type meter for a meter other than of the` irr- igation type or other facilities, he may so do as set forth in Section 5.6--A.1-a, except that the allowance for the meter to be used in all calculations shall be as follows: 211 Irrigation Type Meter - $18..00 31, Irrigation Type Meter - $35.00 41, Irrigation Type meter $60.00 Larger sizes Irrigation Type Meters The allowance will be the current market value of a used, unrepaxired meter. In the event that the allowance for the meter as set forth herein is greater than the cost of another meter or facility, or if no meter or facilities are to be installed, towards which the allowance may be applied, then such allowance or any balance thereof shall be applied towards any other monies owed to the District and if no monies are owed to the District then said monies shall be refunded to the consumer. If the consumer desires the meter in place of the allownace, he may receive the :peter by signing for the meter showing that he has received it. In this event he may dispose of the meter as he desires. 254 2, CHANGE OF METERS WHERE CHANGE IN SERVICE LINE IS REQUIRED: a) meters other than irrigation type The charge for exchange of meters shall be the charge for a meter of the size to be installed-( said charge to be the charge as listed in Section 3.2 where service line must be installed) leas 100% of the current cost of a meter only, of the size to be removed. This difference to be either bilked or refunded. b) IRRIGATION TYPE METER TO BE EXCHANGED FOR ANOTHER IRRIGATION TYPE METER: The provisions set forth hereinabove in Section 5-6-A»2-a shall apply and be used when the consumer desires to exchange an irriga- tion type meter for another irrigation type meter, wheth r it be larger or smaller in size, except that no refund shall be made in the event a reduction in the size of the meter is desired and a refu;id would be available in accordance with the provisions of section 516-A-2a. c) IRRIGATION TYPE METER TO BE EXCHANGED FOR A METER OTHER THAN OF THE IRRIGATION TYPE OR FOR OTHER FACILITIES; If the consur.ner desires to exchange an irrigation type meter for a meter other than of the irriga- tion type or other facilities, he may so do as set forth in Section 5.6 A-2-a; except that the allowance for the meter to be used in all cal- culations shall be as follows: 2" Irrigation Type Meter - $18.00 31' Irrigation Type Meter - $35,00 411 Irrigation Type Meter - $60.00 Larger sizes Irrigation Type Meters - the allowance will be the current market value of a used, unrepaired meter. B. RCURRENT COST OF METER: The current.cost-of a meter as used above shall be determined by the District. - C. IRRIGATION TYPE METER: An irrigation type meter as used above is a meter which is not capable of measureing small rates of flow, and is of the impeller or propellor type rather than the positive displacement type. D. WEIR ALLOWANCE: An allowance of $50.00 per weir shall be allowed to- wards the installation price of an irrigation type meter installation only. If no irrigation type meter is to be installed, towards which the above exchange calaulations may be applied, no refund shall be made. This Resolution will become effective March 13, 1963. 255 After discussion a motion was made by Director Hastings, seconded by Director Clodt and unanimously carried that Resolution No. 8LAbe adopted as follows: a. < .yi-k. WHEREAS, the Board of Directors of the Yorba Lind. County Water District have determined that there is a need to determine and establish RES. unit costs for the installation of double check valve installations; #82 NOW , THEREFORE, BE IT RESOLVED: That Section 3.2 - It Service Connection Fee" be amended, by adding to said Section, a new subsection I'D" as follows: Section 3;2 - SERVICE CONNECTION FEE: D. DOUBLE CHECK VALVE INSTALLATION: When it has been determined by the District that a sertice required the installation of a double check valve assembly, the District shall charge and collect in advance the following amounts for the installation of each double check valve assembly: 111 Double Check Valve Assembly $55.:00 1211 Double Check Valve Assembly 90.00 211 Double Check Valve Assembly 105.00 This Resolution will become effective March 26, 1963. At this point bids from Orange County Pipe Line, Leo Weiler Company and Charok Construction Co. for Sewer job 185 were opened and checked. On a motion made by Director Hastings, seconded by Director Clodt all bids were rejected as not following the proper specifications. Mr. Korn stated that the County Flood Control District proposed to in- stall a box culvert under Yorba Linda Blvd. at Valley View which would jeopardize the present facilities of the District. Mr. Korn proposed that the water main be carried by a self supported steel span at this point, the cost to be borne by the Flood Control District. A motion was made by Director Clodt, seconded by Director McGuire and carried that this recommendation be adopted and that the proper officers be authorized to enter into any necessary agreements with the Flood Control District and that the engineering design be done by James Montgomery and Associates. A negotiation between the District and the Orange County Flood Control District was discussed. The negotiations were concerned with the abandonment of approximately 300' of 611 line North of Yorba Linda Blvd, from Valley View,west along the North line of Lot 4, Block 17 n in ex- change for a crossing over the Richfield Channel in the vicinity of the South line of Lot 1, Block 19, it being understood that any water con- sumers served by the line to be abandoned are to be kept supplied with water until the crossing is complete. A motion was made by Director Hastings, seconded by Director McGuire and carried that the staff law be authorized to negotiate the foregoing recommendation. A sewer application for the Yorba Linda Country Club House was received from the Yorba Linda Ranch Co.,Inc., Developers of Job # S-59. A motion was made by Director Hastings, seconded by Director Clodt and carried that the job be approved as recommended subject to the receipt of the 255 necessary documents required 'by the Staff. A discussion was held concerning, the installation of a fire hydrant on the existing main for the Methodist Church who proposes to build on the corner of Yorba Linda Blvd. and Ohio Street. A motion was made by Director Clodt, seconded by Director Hastings and carried that service be given to this Job No. 191, onxdmm :conditions that one 21, meter and one fire hydrant be installed to service only the three presently proposed buildings to be known as Buildings A. B. and C., and located on the Southerly 2 of the church property, On a motion by Director Clodt, sedconde by Director Hastings and duly carried a refund of an overF1 9xof sewer fees was authorized to John Manes, Job S-51 in the amount of $187.75. As recommended a refund of $900.00 was authorized for Job 74 to be paid from connection fees of $990.00 collected from Job 194 with the balance of $90.00 to accrue to the District. This refund was authorized by a motion made by Director McGuire, seconded by Director Clodt and duly carried.
